AGENDA 1. Approval of the November 26, 2018 Minutes 2. Open Forum - The Open Forum is a portion of the meeting to address the Board on subjects which are not a part of the meeting agenda. The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Settler's Glen HOA Request for Ice Rinks in Prairie Park Information Items Commission Items/Topics CITY OF STILLWATER PARKS AND RECREATION COMMISSION MEETING November 26, 2018 Present: Chairwoman Linda Amrein, Commissioners David Brandt, Scott Christensen, Bill McGlynn, Sam Nelson, Sandy Snellman, Council Representative Mike Polehna Absent: Rob McGarry Staff: Public Works Superintendent Tim Moore APPROVAL OF MINUTES Possible approval of October 22, 2018 meeting minutes Motion by Commissioner Brandt seconded by Commissioner Snellman to approve the October 22, 2018 meeting minutes. Motion passed, 6-0. OPEN FORUM There were no public comments. ACTION ITEMS Lowell Park Light Display Public Works Superintendent Moore explained that the Stillwater area Chamber of Commerce along with some downtown businesses approached the city to have a light event similar to Bentleyville in Duluth. Robin Anthony said that they are trying to fill a void created by the Ice Castle leaving this year. They are asking for help from the city financially and hoping to have the Park Fees and electrical costs waved. Frank Fabio said that the event would start out small and hopefully grow in the future. Dan O'Neill said the cost would be about $15,000.00 for the hoops that would support the lights and another $20,000.00 to $24,000.00 for the lights themselves. Motion by Commissioner Nelson, seconded by Commissioner McGlynn to approve event light display and recommend to Council to waive park fees and electric costs and support with some funding. All in favor, 6-0. INFORMATION ITEMS Pioneer Park Playground Update Mr. Moore updated the Commission on the status of the Pioneer Park play area. St Croix Recreation has updated the plan to allow for more access and has added a few more unique features. The next step will be to set up a meeting with the Mayor and the family that wishes to help with the project financially. Parks and Recreation Commission Meeting November 26, 2018 COMMISSION ITEMS/TOPICS Council Member Polhena provided an update on Chestnut Street Plaza City Christmas Tree went up today and will be decorated before the Twinkle Party event. Bonspiel Event on Lily Lake, January 18-20th having trouble finding stones CIP Water St Sidewalk and steps are not part of the Parks Budget Trees will be trimmed below Pioneer Park Other item — Beach/swimming at the old Legion Beach the commission would still like to see it reopened. Options for the Parks and Recreation Commission to consider would be: Budget for 2020, Use money from the Park Dedication Fund. RECOMMENDATION The Parks and Recreation Commission should discuss the option of constructing bituminous trail entrance using Parks Capital Outlay funds and give recommendation to staff. DATE: December 11, 2018 TO: Park Commission SUBJECT: Settler's Glen HOA request for Ice rinks in Prairie Park MEMO BY: Bill Turnblad, Community Development Director BACKGROUND A group of Settler's Glen residents would like to have two ice rinks in Prairie Park. One for hockey and the other for general skating. The residents brought the idea to their Home Owners' Association and the HOA presented it to the City Council on November 13, 2018 together with a petition from neighbors. The City Council referred the request to the Park Commission. COMMENTS The general location of existing improvements and the proposed ice rinks are seen on Page 3. Other details of the request are provided in the attachment from the HOA. Some general comments for consideration: • The HOA would like cement as the base for the ice hockey rink. It could be used for basketball or other sports during the summer. • A warming house is hoped for, but not included on the site plan. A Morton building was suggested by the HOA as a possible warming house. Pole construction is no longer permitted in Stillwater, so though the sheet metal exterior might be permitted, pole construction would not. • Parking for the rinks is very limited. So, use of the rinks by anyone other than neighbors would be difficult. • Lights have been mentioned by the HOA, but no details have been shared. If lights are proposed, they will have an impact on the homes that encircle the park, and perhaps beyond. Consequently, a Special Use Permit is required for the lights. All property owners within 350 of the lights would receive a written notice of a public hearing. The Planning Commission would hold the hearing and decide whether the use of lights should be allowed. Part of this discussion Prairie Park December 11, 2018 Page 2 will have to be whether Prairie Park is even eligible for lights, since according to the City Zoning Code a park has to have a minimum of six acres to be allowed lights. And it is arguable whether the park meets the intent of this standard. The park proper is only 5.14 acres. (Area in light yellow below). Only with the neighborhood trails leading into the park does it meet the minimum requirement. The area outlined in blue below is 6.51 acres. Prairie Park and Trails • The HOA offered to help with snow removal on the rinks. And they offered to man the warming house. • The Settler's Glen HOA met early in December and one of their agenda items was a discussion on possibly having ice rinks in Prairie Park. There were questions from residents about the lighting, and how far the planning process has progressed on the City level. There were also questions about who would maintain the rinks both workwise and cost wise. But, apparently no one spoke out against the rinks themselves. • It should be kept in mind that all of Outlot F, Settler's Glen Second Addition (the area outlined in blue in the graphic above) is encumbered by a drainage and utility easement. The purposes for this easement will need to be researched to determine if the proposed rinks and warming house are consistent with those purposes. REQUEST The Park Commission is requested to discuss the concept of installing and operating ice rinks in Prairie Park. Depending upon the level of support at the Park Commission and Prairie Park December 11, 2018 Page 3 subsequently the City Council, the Home Owners' Association will decide whether to take the next planning steps.
