Minutes of the regular meeting held on December, 2, 1941,
read and approved.
On motion of Councilman Moritz, the request of ‘rs. Martha
Pabst to be allowed to pay her assessments on Sprinkling District No. 17,
for 1940, that had been certified to the County Auditor, at the City
Treasurer's office, was granted.
On motion of Councilman Krueger the following were granted

account with the City, was read and on motion of Councilman Taylor was
laid on the table.
On motion of Councilman Linner the City Clerk was
authorized and directed to advertise for bids for the official printing
for the City for the year 1942, bids to be returnable at the next regular
meeting to be held on February, 3, 1942 at 7.30 P.M.
Report of the City Treasurer for the month of November,
1941 and report of the City Clerk for the month of December, 1941,
were presented and after examination by the Council, on motion of
Councilman Moritz, were accepted and ordered filed.
On motion of Councilman Krueger the City Clerk was
authorized and directed to make a Journal Entry to transfer from the s
General Fund, 41250.00 to the Recreation und, w250.00 to the Port
Commission Fund and B250.00 to the Mayor's Contingent Fund.
The Annual Report of the Chief of the Fire Department
for the year 1941, was presented and reed and on motion of Councilran
Taylor, was accepted and ordered placed on file.
The City Engineer stated that work was started on the
North Owens Street sewer on December, 17th. JOPAXibt
The City Engineer _presented his figures on the cost of
the Worth Main Street Improvement, known as Loc. Imp. No. 45, and it
was decided to make an assessment of about v2.70 per font on Lain street
and .90 dents per foot on Commercial Avenue. p

The City Clerk read a resolution authorizing the issuance

motion of Councilman Krueger this bid was accepted and, the proper. officers ✓

Annual reports for the year ended December, 31, 1941 were presented
of the Water Board, Library, Firemen's Relief Trust Fund and of receipts
and disb'.rsements by the :City 'Treasurer and on motion of Councilman Taylor.

Report of the City Treasurer for the month of December, 1941 and
report of the City Clerk for the month of January, 1942, were presented
and after examination by the Council, on motion of Councilman Moritz,
were accepted and ordered filed..
The City Clerk presented his annual report for the year ended
December, 31, 1941 and on motion of Councilman Krueger the City Clerk was
authorized and directed to advertise for bide for printing 500 copies of
same in pamphlet form and one publication in the newspaper, bids to be
returnable at the next regular meeting to be held on March, 3, 1942, at
7.30 P.M.
On motion of Councilman Moritz the wages of Joseph Mariana of
the Street Sept. were raised from .50 cents per hour to .60 cents per hour,
this raise to be retroactive to January, 1, 1942.
1'he City Rngineer presented his Annual Report for the year 1941,
as Building Inspector and also a statistical report of Street Department
activities for the year 1941.
The City Engineer presented the assessment roll on Loc. imp. No.
45 and on motion of Councilman Taylor this assessment roll was approved and
the City Clerk was directed to advertise a hearing on same to be held at
the next regular meeting on March, . 3, 1942 at 7.30 P.M.
As the Library is somewhat short on funds on account of more
tax delinquency in 1941, on motion of Councilman Moritz, the Council decided/
to make an appropriation to the Library of 432,20 to pay for the fire
insurance on the Library which comes due on reb, 13th, 1942.
On motion of Councilman Moritz the City Engineer's final estimate
on the Henry '-nroth contract of 4318.08, on the North Lain Street improvement,
was approved.
On motion of Councilman Moritz the fire insurance for a three year
period beginning Feb, 13, 1942 was ordered renewed with the same five
parties that now handle same.
Albert Lehmicke Jr. made a talk in regard to a deficit in the
Community College last year of about 4188.00 and requested a donation from
the Council of 0.50.00 and after much discussion as to whether the City
could legally do this, on motion of Councilman Krueger, seconded by
Councilman Linnet, it was decided that The City would make this donation
but only on condition that the City Attorney secure a favorable opinion t

On motion of Councilman Krueger the City Attorney made the
first reading of a proposed Bicycle Ordinance.
The City Attorney read a resolution setting the salary of
the City Assessor for the year 1942 at v1000.00, whioh resolution
was on roll call, unaminously adopted.
Resolution directing the payment of bills was read and
was on roll call unaminously adopted.
On motion of Councilman Krueger meeting adjourned to
February, 11, 1942 at 7.30 P. M.

The Council took up the matter of compiling a list of
projects for the Federal Works Reserve for emergencies after the war
which bad been discussed a couple of times previously with Mr.
Lenander, Government Knglneer, and set up the following list on
which tentative plans will be drawn up with the assistance of Mr.
Lenander and with the understanding that the City does not obligate
itself for anything now or in the future and that these preliminary
plans are to be at -no cost to the City.
1. Interceptor Sewer
2. sewage Disposal Plant
3. City Building- City Hall- Fire Hall- Jail etc.
4. bld sidewalks in town including improvement of North Main
Street from Mulberry Street to Dutchtown.
5. Different areas of grading and sewer extension.
6. SSestoration of Lily and McKusick Lakes.
7. Development of Pioneer Park
A letter from the Minnesota "epartment of Health in regard to Lily
Lake was read and ordered filed.
On motion of Councilman Krueger the action taken at the regular
meeting of February, 3, 1942 in regard to a request from the Community
College Committee for an appropriation of v150.00 was rescinded, based
on the Attorney General's opinion as to benefit to the City.
On motion of Councilman Linner, Charles McMillan was appointed
to audit the books and records of the City, Slater Board, Library and
School iistrict, that are to be audited in 1942.
Resolution to allow assessments on Local improvement No. 45
to be paid in five installments was read, and was, on roll call,
unaminously adopted.
On motion of Councilman Taylor meeting adjourned.

All members of the Council present except Councilman Linner.
Minutes of the regular meeting held on February, 3,
1942 and of the regular adjourned meeting held on rebruary, 11, 1942,
read and approved.
There was only one bid in for printing the annual
jeport for 1941 and for one publication of same 1n the newspaper,
that bid being from Easton- Masterman Co. and on motion of Councilman
Moritz this bid was accepted.
A letter from the Purchasing Department of the City of
Minneapolis in regard to the sale of chairs was read and on motion
of Councilman Moritz was ordered placed on file.
0n motion of Councilman Moritz a Cigarette 'icense
for 1942 was granted to the Grand Cafe at 106 mouth Main Street.
Contract with Easton- inasterman Co. for the official
printing for the City 'for the year 1942, which contract was drawn up
by the City Attorney, was presented and on motion of Councilman Krueger,
was approved and ordered filed.
Resignation of 'William 'chwalen as City Assessor, on
account of ill health was read and on motion of Councilman Krueger,
the resignation was accepted and the City Clerk directed to write
Mr. schwalen stating that the City Council accepted his resignation
with regret and to express to Mr. .chwalen the sincere appreciation
of both the City Council and the hoard of Equalization for the services
that he has rendered.
Application of John h, May for the position of City
Assessor was read and on motion of Councilman Moritz the matter of
appointing an Assessor was laid over to the next meeting.
Report of the City +'reasurer for the month of January,
1942 and report of the City Clerk for the month of February, 1942, were
presented and after examination by the Council, on motion of Councilman
Moritz, were accepted and ordered filed.
On motion of Councilman Arueger the City Clerk was
authorized and directed to make the following journal Entries for

'ibis was the night of the hearing on the assessment roll on
Loc. Imp. No. 45 and no one was present to object to same and on
motion of Councilman Taylor this assessment roll was confirmed and
established.
The City +'engineer read two resolutions for making a start
on the tarvia program for 1942, which resolutions were, on roll call,
unaminously adopted.
The City Engineer stated that he had made up estimates
and sent them in to the St. Paul office of the Public Works Eeserve
on ten different projects for post war work, the estimated costs of
these ten projects amounting to a little over one million dollars
and on motion of Councilman Moritz this report was approved.
On motion of Councilman moritz the City Engineer was
authorized and directed to purchase extra flags and stacks for the
new white Way posts and two new flags for the City Hall at a cost
of about S100.00.
President erodeen stated that the N.Y.A. official who
was to be here had called him up stating he wa was unable to get over
but that the N.Y.A. project here at the Greeley School would be
discontinued on March, 13, 1942.
On motion of Councilman Taylor the second reading of the
proposed oicycle ordinance was laid over to the next regular meeting
to be held on April, 7, 1942 at 7.30 P.M.
On motion of Councilman Moritz meeting adjourned to
March, 5, 1942 at 7.30 P.M.

Meeting having been called to act on the appointment
of a City Assessor and also to act on the application of Urban C. Berg
to pay his assessments on Local Improvement Ko. 43 in installments.
Applications from the following for the position of
City Assessor were read. That of John H. way that had been read
previously at the March, 3rd, meeting and also the applications of
E. M. Mosier, C. E. Bachelder and Paul Burtzlaff.
On motion of Councilman Taylor E. M. Nosier was
nominated and on motion of Councilman Linner John E. May was
nominated.
On motion of Councilman Taylor the nominations were
0n a roll call vote on L. M. Mosier Councilmen Krueger,
Moritz and Taylor voted yes and ',councilman Lipner, No. and resident
Brodeen then announced that L. M. Mosier had been appointed as City
Assessor.
On motion of Councilman woritz the application of
Urban C. Berg to pay his assessments on Local Improvement No. 43,
in installments was granted providing that he pay up the two
installments that are now due, at onto and the other three installments
to be due on the first day of October, Jf the years 1942-1943 and
1944 and the City clerk was directed to recall these assessments that
had been certified to the County Auditor.
On motion of Councilman Taylor, meeting adjourned,

to pay v28.00 for every run made by the Fire separtment to any place in
that Township, was read, and on motion of Councilman Lipner, this agreement

Abstract of title and Administrator Deed to what was known as the
George "iltz property, which is part of Block 10, original Town, now City
of Stillwater, that had been purchased by the City in becember, 1941,
were presented and on motion of Councilman :Moritz, were accepted and
ordered filed.
On motion of Councilman Krueger the second reading of the proposed
bicycle ordinance was laid on the table indefinitely.
The City sngineer stated that he had made arrangements with
Albert Lehrer to do the gravel crushing this year, the price this year
to be .30 cents per yard where last year it was .25 cents perc yardcard.

for the construction of sidewalks, curbs, driveways etc. on various
streets, which resolution was, on roll call, unaminously adopted.

The City Clerk read the resolution eulogizing wir. Madden
for his public service to the Community and this resolution was, on roll
call unaminously adopted, and copy of same sent to Jirs. redden.

and of the special meeting held on April, 14, 1942 read and approved.
• There was only one bid in for water sprinkling or
Sprinkling District No. 14 for 1942, that bid being from Patrick
Hurley, which bid was opened and read.
This bid would cone to w10.00 per month more than was
paid for this work in 1941 and on motion of Councilman 'iaylor the bid
was rejected with the proviso that if Mr. i=urley would accept w200.00
per month, the same as last year, that the contract would be awarded
to him.
Two bids were opened and read for tarvia, or what is
called sprinkling District No. 17 for 1942, those bids being from the
Barret Company and Koppers Company and on motion of Councilman Moritz,
the bid of Koppers Company, which was the lowest bid, was accepted,
and the proper officers of the city were authorized and directed to
enter into a contract covering same.

A letter from the Library Board in regard to a sidewalk on
the north side of the Library grounds was read and wee referred to the
City tnrineer to make a report on same at the next regular meeting.

that he had paid as the first two, of five installments, on his
assessments on Local Improvement i•o. 43, as hMinnesota nneso l
Commission had notified the County that any Improvement
assessments that: had been certified to the County Auditor, must be
paid at the County Auditor's office, and could not be recalled for
payment by installments at the City Treasurer's office, and City
Attorney McGrath stated that he and the County Auditor were going
over to the Tax Commission office next week to see if the7could
straighten out this ruling, so the Peterson request was deferred
to the next regular meeting on May, 5th.
This was the night of the hearing on the proposed
sidewalk etc. improvements and no one was present either for or
against. the City tngineer stated that so far he has received no
definite information from the W. P. A. as to whether they would
approve the project, and on motion of Councilman Moritz, it was
decided to defer further action on this until the City bngineer gets
assurance that he can secure the W. P. A. assistance.

Bob Davis made a talk against the proposed bill now in
Congress that aims to put a tax on the earnings of State and Municipal
Ronda and no action was taken at this time but the Council will consider
it. 'he City Attorney stated that he had looked up the
matter of the iaurdock Property in Lot 23, Clock 7. of Carli and
Schulenberg's Addition, which was deeded to the City on Lay, 13, 1920,
by uit Claim peed, but the understanding in the deed was that the
property was to be used for park purposes only.
The City 'attorney stated that he and the County Auditor
had taken up with the otate 'Tax Commission and the Attorney veneral's
office the matter of calling back delinquent assessments on local

There was some discussion about the bill of Earl
Conners for v25.00 that was in the resolution on bills passed on
Jtie, 2, 1942, and it was decided to hold up this check for an
investigtion of same and it w111 be taken up at a later meeting
at which the Council will request the presence of Police Chief castle,
Health Officer Haines and ,-art Conners.
Assessor E. L. idosier made a request for some help
in his assessing work and it was decided to hold a meeting of the
Board of Equalization tomorrow morning at 8.30 to take up this matter.
It was decided that any of the City Officials who
will attend the state Convention of the League of kinnesota .4unicipalities
at Ely on June, 15-16 and 17, will be allowed 440.00 each for their
expenses.

for doing this work and that it might be necessary for the City to purchase
a truck and the City 1:neinecr was instructed to look into the matter and
gather as much data at possible.

this matter put through and on motion of Councilman Lipner the City
Attorney was directed to draw up such an ordinance to have its first
reading at the next regular meeting to -be held on October, 6, 1942.

Two letters from Kerman Piper claiming damages against
the City for water flowing onto his property were read and the Council
decided the City was not liable and the City Attorney was authorized
and directed to answer the letters telling Mr. riper of the Council's
decision.

1942 and report of the City Clerk for the month of august, 1942, were
presented and after examination by the Council, on motion of Councilman

Meeting having been called to act on the appointment of
an Assessor to take the place of E.M.Mosier, deceased, to finish out
the present work.
On motion of Councilman Linner, William Schwalen was
appointed Assessor, Pro Tem. to act until the books and records are
turned in, at the same salary he received for assisting the Asaeasor,
of seventy (70) cents per hour.
Meeting had also been called to act on the matter of
the snow plowing for the City for the season of 1942- and 1943, and on
the substitution of securities by the First National bank of Stillwater,
A letter from Lyman Sutton was read in which he stated
that he would do the snow plowing for the season of 1942 and 1943,
under the same terms and conditions and for the same rate of pay, $3.85
per hour as the contract he operated under a year ago and on motion
of Councilman Moritz the proper officers of the City were authorized
and directed to enter into a contract with Lyman Sutton covering the
matter.
The City Clerk read a resolution approving the
substitution of securities held as collateral for the deposit of
City funds by the First National bank of Stillwater, which resolution
was, on roll call, unaminously adopted.

that the flag at Lowell Park be displayed every day for the duration
of the war was rend and in connection with this, on motion of
Councilman Morita. the City Engineer was directed to purchase two
storm flags, one for Lowell Park and one for the City Hall.
On motion of Councilman saylor, Albert Bloch who lives
on Elm Street between Fourth and Fifth Streets was granted permlesion
to pay the coat of the sewer up to hie place in five installments,
with the understanding that he is to pay the 450.00 connection fee
as soon as it Is due.
On motion of Councilman Moritz, the annual appropriation
