HomeMy WebLinkAbout2018-10-22 PRC Minutes CITY OF STILLWATER PARKS AND RECREATION COMMISSION MEETING October 22, 2018 Present: Chairwoman Linda Amrein, Commissioners David Brandt, Scott Christensen, Rob McGarry, Sandy Snellman Absent: Commissioners Bill McGlynn, Sam Nelson, Council Representative Mike Polehna Staff: Public Works Superintendent Tim Moore APPROVAL OF MINUTES Possible approval of September 24, 2018 meeting minutes Chairwoman Amrein stated that on page 2, the date of the next meeting should be October 22. Motion by Commissioner Brandt, seconded by Commissioner Snellman, to approve the September 24, 2018 meeting minutes. Motion passed, 5-0. OPEN FORUM There were no public comments. ACTION ITEMS 7770 Minar Lane North — Consideration of fee in lieu of Park and Trail Dedication Public Works Superintendent Moore stated that property owners Stephen and Kathleen Nelson plan to subdivide their 2.51 acre homestead lot at 7770 Minar Lane North into two lots. One lot would be for the existing home and have 1.31 acres and the vacant lot would have 1.20 acres. The Comprehensive plan shows no need for additional park land in the area so a contribution to the park system would likely be a fee of$2,000 per new lot created in lieu of land. A future trail is proposed for the area however it will be located on city property. Therefore the contribution to the trail system would be $500. Motion by Commissioner Brandt, seconded by Commissioner Snellman, to approve the proposed fees in lieu of Parks and Trail Dedication for 7770 Minar Lane North. All in favor, 5-0. INFORMATION ITEMS Future Projects Mr. Moore provided an update on the following projects: Parks and Recreation Commission Meeting October 22, 2018 The dog park water service proposal has been submitted to the MPCA for their review and it is anticipated that the service will be installed in the spring. Bids were awarded at the City Council meeting on October 2nd for the Pioneer Park Restroom Project. Contractors are Siegfried Construction, Haussner Plumbing and O'Neill Electric. Demolition will begin soon and construction will start shortly after with the hope of having the building weathered in this year and a completion in May in 2019. The Heritage Preservation Commission recommended removal of the exterior stone face and use of a similar brick to the Lowell Park Restrooms. St. Croix Recreation is continuing on the design of the new play structure at Pioneer Park and updated plans will be presented to the Parks and Recreation Commission at the November meeting. Ice Castles has requested to relocate to Bridgeview Park and was approved by the City Council at their October 16 meeting. There are some city utilities in the area and staff is working with Ice Castles on a foot print that will fit the constraints of the area. AMI Consulting Engineers from Superior Wisconsin was selected as the consultant for design of the river bank stabilization in Bridgeview Park. As soon as contracts are signed they will begin on the design. The Aiple Property Master Plan and Management Plan and the Bergstein Buildings Business Plan are in the budget for 2019. The Settlers Glenn Owners Association has made a request for park improvements at Prairie Park in their development. They asking for a pleasure rink and a hockey rink. There is nothing budgeted for 2019 but it will be included in an upcoming work plan. COMMISSION ITEMS/TOPICS ADJOURNMENT Motion by Commissioner Brandt, seconded by Commissioner McGarry, to adjourn.
