To present the city council with the results of the downtown parking survey (conducted during the Summer of 1996) and the Downtown Parking Improvement Program for adoption and first year (1997) implementation. Downtown Parking Survey Background. The downtown parking district includes the area generally bounded by the St. Croix River, South Third Street and North Second Street, Pine Street and Elm Street (see attached map). A detailed business by business and parking space by parking space survey was conducted during the Summer of 1996 to accurately determine the parking needs of the area based on business activity and parking supply. In conducing the survey, the downtown was organized in eight subdistricts and each commissioner assigned to a subdistrict. The downtown parking survey map on the following page summarizes parking survey results by district area and the entire downtown. The results show that there is a need for 1,816 additional parking spaces in the downtown. Districts 1, 2 and 3, located in the South Main Street area, has the greatest deficit, -567, -522 and -499 spaces. The North Main Street area has a surplus of 332 parking spaces. Of the 2,419 parking spaces provided in the downtown, 1,283 or 53 percent of the spaces are public parking spaces (777 in public lots and 506 on -street) and 1,136 are privately owned. The study documents what most people know, "downtown Stillwater needs additional parking particularly in the South Main Street area". The survey results provided a business by business basis for determining the number of parking spaces required as compared to those provided. Most downtown businesses rely on public parking and do not have adequate on -site parking. This is typical of older downtowns. Other Parking Conditions. Besides the overall need for additional parking spaces, the parking commission studied the distribution of parking and parking time limits As the survey shows, there are excess spaces in the North Main Street area and a major parking deficit in the South Main Street area. The costs of making improvements to the existing lots or adding new lots is significant and the commission wanted to identify revenue sources in the DPIP that can pay for improvements. Signage to public parking lots is not clear downtown. Visitors to downtown don't know there are vacant spaces along North Main Street and along Third Street. Other downtown parking problems are the lack of enforcement on weekends (peek use time) and need for additional maintenance of existing lots. Downtown Parking improvement Program. With this information as background the parking commission held two public meetings, December 4th and January 8th, to discuss the parking issue with downtown businesses and property owners. The meetings were jointly sponsored by the Stillwater Chambers. The first meeting dealt with defining the parking situation and presenting various parking improvement and revenue alternatives. A questionnaire was administered to provide an opportunity to comment on the parking alternatives. At the second meeting of January 8th, a draft downtown parking improvement program was presented. The general response to the DPIP was positive with only minor comments. The Downtown Parking Improvement Program (DPIP) is being proposed by the Downtown Parking Commission for Stillwater City Council approval and adoption. The DPIP is based on the commission's understanding of the parking situation form daily use and a study of parking demand and supply conducted during Summer 1996 and public comment at the December 4 and January 8 public meetings. Parking improvement alternatives and possible funding sources were identified and presented at a public parking symposium December 4, 1996. The symposium provided an opportunity for participants to discuss the information presented and to indicate their preferences regarding the various parking improvement alternatives. Participants were also asked their preference or acceptance of various methods of funding the parking improvements. Based on the comments and results from a parking questionnaire, the committee proposes the following downtown parking improvement program. The DPIP is set out in three time periods; short term improvement (1-2 years), midterm (3-5 years) and long term (5+ years) based on type and cost of project. In developing the program the committee looked closely at the costs of improvements as compared to parking benefit. The overall approach of the program is to make low cost, short term improvements to the existing parking supply to make it function as efficient and effectively as possible. After the existing system has been "tuned up", the more expensive task of adding spaces to the parking supply is proposed. A funding source for a parking structure remains a major question. The new funding source proposed for first year parking improvements is pay parking for Lot 1, South Main, Lot 2, River Lot and UBC Lot. It is estimated that $80,000 to $100,000 will be generated annually. The specifics of the program will be developed later after approval of the pay parking approach. DPIP impiementation. The adoption of the Downtown Parking Implementation Program would result in the following activities in 1997: First Year DPIP - Establish South Main, River Lot (Nelson to Chestnut) and UBC lots as seasonal (May - October) pay parking lots estimated $80,000 - $100,000 revenue). - Improve UBC lot (cost $85-240,000). (Project construction for 1997 parking season using parking revenue form lot)' - Development comprehensive and coordinate downtown parking signage program $30,000 (this includes changes to parking times). - Increased parking enforcement (costs $10,000). Second Year Upgrade maintenance of lots (cost $20,000). Pave Mulberry and Second Street Lots (cost $100,000). Continued better (weekend) enforcement (cost $10,000). Improve Mulberry and Water Street Lot (developer) Consider adding another pay lot. Future Years Depending on revenues generated from pay parking consider improving Aiple Lot as a pay parking lot. 'Schedule and costs of UBC lot improvement needs to be further developed in order for improved lot to be available for parking during 1997 season. Long Term Future Consider cost and sources of funds for 350 - 500 stall parking structure. Recommendation: Council approval of Downtown Parking Improvement Program and provide direction to Downtown Parking Commission to submit a proposal for council review and approval to establish a pay parking program for the South main and River lots for the 1997 parking season. Direct DTPC to obtain additional information on cost, method of construction and method of payment for construction of UBC lot for 1997 parking season. The entire Stillwater population will never agree to a tax increase to pay for the downtown parking. d. And, TIF money is simply delaying the inevitable! SUGGESTIONS: 1. If/when the new bridge is completed, the north end of main street could again be cn-street parking which would add more parking places. 2. Designated leading/unloading zones for delivery vehicles with signage indicating when loading/unloading can take place and otherwise indicating regular parking times. 3. Faster and more complete snow and ice removal by both the city and individual businesses (including curbs, sidewalks and corners. COMMENTS REGARDING THE QUESTIONAIRE: If I were forced to agree with anything on the questionaire, I would say utilize parking lots in existence and circulate people using a circulator/trolley; but this would require a great deal of publicity and positive encouragement. Be prepared for a long period of education, for people do not change quickly! Also, paving and landscaping and LIGHTING city owned lots is a possibility; but I do not believe the "UBC" lot is worth considering because of its inaccessablity and distance. WHAT CAN BE DONE? - Better Signage to direct drivers to parking lots and clearly indicate what is public parking. - Better rationalize parking times/locations reduce the number of time options and optimize convenience for shoppers. - Use existing parking fully pave, strip and landscape ground lots, construct lot on city owned Aiple property when available. - Build parking structure possible sites: Old UBC site or Olive and Second Streets. Institute parking lot circulator to move people around downtown and better access to Riverview and North Main lots. HOW CAN WE PAY FOR PARKING? - Create downtown parking district and collect parking fee based on number of parking spaces required by businesses. Example: 270 businesses 4,235 parking demand 1,136 spaces provided 3,099 parking fees 3,099 x $30 a space per year = $92,970 Sales tax on all sales of food or beverage (needs special legislation). Estimated sales $25 million 1 % tax = $250,000 per year. - Pay parking in high -use, long-term areas (South Main Lot #1 and River Lot #2) 200 spaces capture $50,000 to $60,000 per year. Tax increment financing. A development project in the UBC lot could generate TIF that could be used for construction of a public parking structure. Tooth Fairy option. They are requiring me to travel with short notice. I am unhappy about having to d❑ so, since I feel strongly that citizens should try to participate in civic issues. Croix Drub oompany DOWNTOWN STILLWATER, MINNESOTA 55082 TO THE PARKING COMMISSION OF THE CITY OF STILLWATER: We strongly object and ask that the city reconsider the changing of the "Permit Parking Lot" on Second Street between Chestnut Street and Olive Street to "4 Hour Parking". 1. Many downtown business employees have purchased permits for months and years and depend upon being able to park in this lot. We understand not being able to park our vehicles within a block of our places of employment; but we felt we were cooperating by purchasing permits (even when the price was increased) and parking two or more blocks away. 2. Most of us work 8 hours a day not 4 hours. 3. We received no notice of your intent to change our parking arrangement before you put it into effect - even as recent as yesterday when one employee went to the city hall and purchased her new parking permit for the next 3 months! 4. We would like to know where this idea for change came from and why? 5. Yes, there are other "permit lots" - "UBC area" and "Fina area". However, the riverfront reconstruction has already caused a burden on the "Fina area" even without the possible influx from our employees and the "UBC area" is not paved, is very poorly lighted, and is a much greater distance away from our work. 6. Most employees using the permit parking lots are women and driving downtown for work in the winter is a challenge at best. An increased distance to walk to get to our vehicles in the dark (evening and night) and particularly in heavy winter weather is dangerous as well. 7. These frustrations mentioned in #6 could increase illegal parking problems. 8. The city has been collecting revenue from us when we purchased permits. How much revenue will you collect by changing this lot to 4 hour free parking? 9. What is to prevent us from not buying a permit, parking 4 hours on the north end of the lot ane moving to the south end of the lot for the other 4 hours? 10. Most employees with permits are using the lot during the week leaving the area open for visitor/shopper parking over the weekend. Why not make the lot a "permit lot" Monday through Friday and "4 hr. parking" Saturday and Sunday? 11. For that meeting, committee members will be developing a list of parking improvements that could be a part of downtown parking improvement project (PIP). The purpose of the September 25, 1996 meeting, is to develop a wish list of parking improvements without consideration of cost. You may want to look at the downtown parking survey map when developing your list of improvements to see what areas have the greatest need. At the meeting we will develop a master list of improvements, discuss them and put then on a final list. Staff will take the final list and develop cost estimates for the improvements. With the parking needs information, parking improvements with costs can be prioritized. After the list of projects is developed, finding sources of funds to pay for the improvements can be reviewed. Bring your wish list of parking projects to the October meeting. All items on agenda were discussed- 2. It was agreed between the members that: A. The members would work together to develop a comprehensive "wish -list" of parking amenities and a budget which shows capital costs and ongoing carrying/maintence costs. This budget would then be used to calculate the amount -per -tax -payer that would be required using a blend of a Parking Taxing District and an additional surcharge for high demand users through a Food & Lodging tax. B- It members agreed that a list of desired amenities would be provided to Steve Russell by the end of the September 25 meeting so that he could obtain ballpark capital costs and maintenence costs (as soon as he is able to) so that a proposal with some ballpark figures could be presented to the City Council at the next Council meeting. C. The members agreed to meet at 8:30am on 25 September and again at 8:30am on 9 October in order to make progress on the proposal which would include an alternate use of the UBC lot as a permanent parking structure. D- The members agreed that with a per -taxpayer figure and a list of specific amenities, it might be possible to eventually persuade the City Council and the Downtown Business Owners that such financing should be put in place. 3. WR Medical volunteered to provide graphic -arts labor to lay out a new parking brochure. WR Medical volunteered to ask Jim Francis of Graphic Masters if they could provide free printing or if paper & printing could be obtained at a discount. 4. The meeting was adjourned. A couple of items that were never acted on in my district: 1. Assigning two parking spaces directly west of the Legion between the parking lots to the Steeple Town condos and Del's parking lot. 2. Mark a parking spot immediately in front of the Victorian building. A thought that has been in the back of my mind for some time (I know, way back, small mind). Even on the busiest days there are many shops/businesses that do not have a single customer in their place of business much of the day. Tourists move about walking into (all?) of the shops in the downtown area. Therefor some of the parking deficiency counts cQuld be significantly less than we are planning for. ?? Also we should consider the time of day a particular business is open and expecting customers IE: Cafe, early AM and noon. Bar, early PM (fight) and evening (heavy). For example, the Legion does not open until 3 PM and The Main Cafe closes at 2 PM. What I'm getting at is the possibility of overlapping parking use and not necessarily assigning a specific count to a particular business and holding them to the "letter of the law". Based on land use, the required number of parking spaces is 4,235 spaces or a deficiency of 1,816 spaces. The number of parking spaces in public lots and public on -street parking spaces were tabulated as well. Following is a summary of the information obtained as it relates to each parking district. Some of these figures are projections based upon information already obtained from surveyed businesses. The final figures may vary slightly upon completion of the project. My background Is in Architecture, I assisted Steve Russell with the Downtown Stillwater Design Manual (recently completing a similar document for Downtown Robbinsdale) and sit on the Stillwater Heritage Preservation Commission. I applaud the notion of a taxing district to accumulate funds for the betterment of the Historic Downtown. The larger question to be determined then is what to do with the monies. Hopefully a comprehensive parking management plan can address that issue. In a way I hope parking will always be a "perceived problem" in Stillwater. One, it means there is a good chance that businesses are doing well (other cities would love this problem). Two, it means we have retained a commercial core that prioritizes the pedestrian over the automobile. My main concern is that the solution not destroy the experience and fabric that makes Stillwater unique. We need to be careful not to compare the parking of a big box retail center (Target, St, Croix Mall, etc.) with the parking of a pedestrian friendly downtown retail area_ Trlese two are, and should be, two different approaches. In a pedestrian friendly downtown retail area, contiQuous Storefronts on the Main Street, are erillral. They provide the interest and atmosphere as a pedestrian travels from their car, to their ultimate destination. The main approach on the parking in Stillwater should be a large number of smatter parking areas in lieu of one or two larger parking locations. The smaller parking areas should mIELimizp r , to maximize the amount of retail space directly on the pedestrian street. Keeping in mind what is unique about Stillwater and enhancing those characteristics, will insure the continued prosperity and success of the Downtown. Fina/Maple Island Lot & Riv_er Parking Lots The lot above will be closed and used exclusively by Gold Star Amusements for the Lumberjack Days `96 carnival. Gold Star will begin setup on Wednesday morning July 24. Therefore this lot should be blocked prior to tomorrow morning. The use of this lot will result in the loss of 78 net spaces. This will be the first year that this lot will be used for Lumberjack Days events. The river parking lots from Nelson to Myrtle will be used for concession and hospitality tents. Parking is scarce at times in the downtown and particularly this year with the loss of the River Lot for the levee project. Bus Circulator Concept The idea discussed by the DTPC was to run a bus during peek parking times around the downtown connecting underutilized Oarking lots. The route would run from the North Main Lot to Second Street, Myrtle, Third (Riverview Lot and courthouse) to Nelson, Water, Mulberry and back to North Main (see attached route map). It is estimated that the route could be run every 20 minutes. The Commission, felt for a start, the peek parking times are Monday through Friday, 3:30 pm to 9:30 pm and Saturday, Sunday/Holidays, 11 am to 9:30 pm. This totals around 50 hours per week. The Commission felt the service should run from May 15 to October 15 or five months. To help the parking program work better, signage is needed to get visitors to the North Main Lot and Riverview Lot. This could include intercepting motorists on Trunk Highway 36 before they get to CR 15 and directing them via CR 15 and TH 96 to TH 95 and North Main Street parking areas. Better signage for people entering the city from the south to North Main Street lot also is needed. In response to discussions with David Paradeau, Minnesota Zephyr Trolley, Jim Kolb, Valley Transit Land, Robert Raleigh, Stillwater Trolley, a proposal was received from Robert Raleigh to provide the requested service. The proposal is attached. The proposal includes two programs depending on contribution to capital expense (power unit and trailer costing $112,000). The tram could accommodate 40 riders with handicapped accessibility. A picture of the tram is included. To test the viability of the service and to finance the capital facilities, a minimum three year commitment to the service would be necessary. Method of Financing Downtown businesses would benefit from such a service as well as the city. The cost of providing one parking space in a parking structure is $7,000 - 10,000. It makes economic sense to use the existing public spaces before constructing new spaces. Committee members felt that the bus service would work and be another asset to the downtown. Besides provide access to parking, shoppers could easily travel from north to south along Main Street. Potential funding sources include business contributions (to match a 50 percent city challenge grant), advertising or sponsorship, hotel tax (needs further exploration), parking district fees or ride fees. Because of the timeliness of this program, the approaching summer season and eminent levee project, the Downtown Parking Commission wanted to get the concept of the circulator route to the City Council for review, comment and direction. If the concept receives a favorable response, city staff and parking commission members should be directed to find a method to finance the parking circulator program. Recommendation 1. Review parking/circulator concept and provide DTPC and staff direction to develop a financing plan. 2. This proposal is based on approximately a 50 hour a week schedule for 20 weeks from mid May through mid October. The tram would run 4 - 9:30 p.m. Monday through Friday and 11 am - 9:30 p.m. Saturday and Sunday. The tram consists of a power unit which is wheel -chair accessible and meets ADA regulations and a tram unit which together will seat about 42 passengers. This tram route is 2.1 miles long and could be circulated 3 times/hour. This proposal is based on a 3-year commitment between the City of Stillwater the Stillwater Trolley Co. The financial commitment from the city would consist of two options: 1) If the City contributes $57, 500 to the Stillwater Trolley Co., the annual cost to the City would be approximately $79,471 for three years. 2) If the City contributes nothing, the annual cost to the City would be approximately $100,782 for three years. This service contract includes the tram unit, insurance, drivers, fuel, maintenance and management. After hearing a report from the Parking Enforcement Officer as how handicapped parkers are informally handled, the commission felt it to be more appropriate to formalize the handicapped parking enforcement policy rather then provide designated handicapped parking spaces in addition to those already provided. PUBLIC INFORMATION RELEASE SECOND ANNUAL WASHINGTON COUNTY LAW ENFORCEMENT MEMORIAL DAY Sheriff Jim Frank has announced that the Second Annual Local Law Enforcement Memorial Day Service will be held on May 15, 1996. The ceremony will begin promptly at 12:00 noon in front of the Law Enforcement Center in Stillwater. Last year, over 100 citizens witnessed the event along with representatives from police agencies throughout Washington County and from the Minnesota State Patrol. National Police Week is May 12-18 this year and recognizes police officers who have died in the line of duty during 1995. More law enforcement officers were killed in the line of duty in 1995 than in any other year in this decade. There were 162 line -of -duty fatalities in 1995. This figure includes all federal, state and local law enforcement officers, as well as correctional officers. The Oklahoma City bombing incident on April 19, 1995 accounted for the death of 12 federal agents, the single deadliest day in law enforcement history. Ceremonies will be held during the week at the National Law Enforcement Memorial in Washington, D.C. where the names of over 13,000 officers are inscribed on the stone monument. Designation of River Parking Lot Chestnut North - The commission felt that the rive lot North of Chestnut to Myrtle should be signed "4 hour parking". The lot continuing north from Myrtle signed "permit parking". 3. Summer use of Mulberry Street and UBC Storage Site Lots - The parking commission would like a report from the City Engineer regarding improvements needed to secure the Mulberry - Second Street lot and UBC lot for summer use. Improvements they felt needed consideration include lighting, surfacing, parking space, marking and time limits. The DTPC requests a report back on these two lots for their April 3, 1996 meeting. 4. TASK FORCE I14TERIM REPORT The merits of a parking management plan based on free parking and close enforcement to achieve high turnover were recognized and designated for study and evaluation through review during the first year of implemen- tation. Initial preparations included a detailed survey and inventory of all existing parking spaces in the downtown area. A study of their use and demand was also completed. In response to these findings, a comprehensive plan was formulated designed to address thQ multiple needs identified. Employee parking under a permit system was established, concentrated away from the downtown streets, resulting in more immediate and convenient access for business patrons. Handicap parking areas were designated within existing lots, and several 'special' parking zones or areas were eliminated. Enforcement on a daily basis is provided by one part-time police department employee. Early enforcement included a preliminary period of issuing warning tickets only. Parking zones and enforcement are on a "time -occupied" 'basis with enforcement personnel chalking tires and issuing citations in accordance with posted -time limits for designated parking spaces. Summary: July 30, 1990 Parking Task Force members each accepted assignment to a portion of the downtown district and agreed to work as a communication liason with the businesses in that are The response to the Paz ag Plan has by far ,been one of enthusiastic approval. The overwhelming majority of merchants have indicated immediate and favorable effects, and many have received and passed on compliments and accolades from their patrons. Many favorable comments and outright praise has been received regarding the performance and attitude of the enforcement officer working in the program. Visitors to the downtown area regularly remark on the friendly, cheerful, and very helpful individual they encounter in.the officer. For many of those persons, this individual is their first and only encounter with a city representative. Recognition of the officer's outstanding efforts as a good will ambassador of the City is certainly warranted. CONCLUSIONS• It is the collective opinion of this Task Force that the present Downtown Parking Plan is a success, limited only by the physical restraints of available space. The demand for all -day employee parking under the permit system substantially exceeds the number of spaces that can reason- ably be dedicated to that need from the finite resources available. Acceleration of long-range planning for construction of parking structures is the practical solution to meeting ever-increasing parking demands. Creating access and leveling the area available as a result of the removalofthe structure on the city -owned property on North Second Street Will contribute substantially to reducing the congestion encountered North Of Commercial Street. A need for spaces designated for longer than the -2- present maximum perioL_ of four (4) hours has also Been established. Availability of spaces for those visitors intending to stay the better part of a day (6-8 hrs.) is clearly lacking. Additional signage and pavement markings in some isolated areas still remain to be completed. The Task Force has recognized as an aesthetic goal an intent to minimize the visual impact of all parking signage through strategic placement in an effort to reduce overall signage requirements. Enforcement of parking,restrictions is hampered by the natural constraints Of limited staffing. The solitary individual dedicated to enforcement by the Police Department is regularly removed or prevented from actual enforcement by the necessity to complete clerical responsibilities and data entry requirements. As a result, enforcement may actually take place four days a week or less. If the officer.is ill or otherwise unavailable, enforcement of present parking restriction does not take place at all. Constant and accurate enforcement very obviously requires that a second individual be engaged and dedicated to -the program. Performance to date has indicated that a fully trained law enforcement officer is not required; and that knowledgable, well trained personnel are more than able to fulfill the requirements of the position. As earlier stated, it is the considered opinion of this Task Force, having Worked most closely with the Downtown Parking Plan - that the program is an unqualified success. Needless to say, parking request have come in and the results from last years parking management program is available. Tony Spencer, parking enforcement officer, will present his 1995 year end report after commission membership status has been reviewed and a chairperson elected (Paul has resigned). Tony would also like to review some downtown parking issues he sees and propose some changes to improve downtown parking. After Tony's report, several requests for special parking considerations will be reviewed. Parking Requests Attached are some of the requests. 1 suggest that the parking commission preliminarily review the requests then set an upcoming meeting to invite the applicants the present their requests. p 18C Site The city has purchased the UBC storage site for an additional 100 -150 parking spaces. The city's heritage preservation commission is currently reviewing development s ln for the site that would include a garage parking structure as part of an overallproject (see attached concept). The cost of constructing a 100 -150 space parking structure $700.000 to $1,200,000. The idea of using the proceeds from the ABt C storage site is sale to construct a parking structure over the Olive Street lot is being discussed by the developer and staff, The location of this facility, costs of the structure, methods of financing and design of a future structure are all considerations the downtown parking commission can be a part of. At meeting time, the commission will be updated on the status of the Olive/Second Street parking lot/structure situation. Down own Parki Qist is In February 1993, the council directed staff to look into establishing a downtown parking district to help finance new parking construction and public parking lot maintenance. A first step in forming a district is to determine the district boundaries. For the downtowncommercial district that is made easy by topographic, land use and activity centers.
