MONDAY, OCTOBER 22, 2018 AT 7:00 PM
The City of Stillwater Parks and Recreation Commission will meet on Monday, October 22, 2018,
at 7:00 p.m. in the Police Training Room of Stillwater City Hall, 216 North Fourth Street.

1. Approval of the September 24, 2018 Minutes
2. Open Forum - The Open Forum is a portion of the meeting to address the Board on
subjects which are not a part of the meeting agenda. The Board may take action or reply
at the time of the statement or may give direction to staff regarding investigation of the
concerns expressed. Out of respect for others in attendance, please limit your
comments to 5 minutes or less.

APPROVAL OF MINUTES
Possible approval of August 27 2018 meeting minutes
Commissioner Brandt stated that on page 2, the comment about a deficit in
neighborhood parks should be attributed to Commissioner Nelson rather than
Commissioner Brandt.
Motion by Commissioner Brandt, seconded by Commissioner McGlynn, to approve the
August 27, 2018 meeting minutes as corrected. Motion passed, 6-0.
OPEN FORUM
Mary Russell, 921 North Second Street, said she would like to make a strong appeal
for reopening Koliner Park for swimming, especially now that the bridge will become
a bike and pedestrian trail. She recalled the old Legion Beach site she remembers
as a kid.
Councilmember Polehna responded that the City Council has been discussing the
property. The issues are enforcement on the Wisconsin side of the river and liability.
The City Administrator is checking further into this. He stated the Council is willing to
consider a swimming beach at the site if the issues can be worked out.
ACTION ITEMS
Pioneer Park Playground
Public Works Superintendent Moore reviewed a proposal for Pioneer Park
playground equipment submitted by Christopher Johnson, St. Croix Recreation. It
would have the same footprint as the existing playground.
Commissioner Nelson suggested adding cooperative play elements and something
to tie things together, like a path of stepping stones. He would like to see more
unique features because the uniqueness of the existing equipment is part of Pioneer
Park's appeal.

Mr. Moore responded the proposal is a draft and elements can be added.
INFORMATION ITEMS
Ice Castle Event Update
Mr. Moore informed the Commission that on September 18, the City Council
approved the Ice Castle for Lowell Park with the conditions that the footprint remain
the same as last year, that Ice Castle staff will work with the City on setbacks to City
infrastructure to reduce the potential for damage, that they limit water use to 11
million gallons, and a tighter timeline for removal of the Ice Castle. He provided the
SEH engineering report. He stated that setup of the Ice Castle will begin October 15
and it is expected to be open to the public in early January 2019.
COMMISSION ITEMS/TOPICS
Mr. Moore said the next meeting will be held in the Police training room because
there will be a political debate in the Council Chambers on October 23.

Motion by Commissioner McGlynn, seconded by Commissioner Christensen, to
adjourn. All in favor, 7-0. The meeting was adjourned at 7:46 p.m.

BACKGROUND
Stephen and Kathleen Nelson have submitted a request to subdivide their 2.51 acre homestead
lot at 7770 N nar Lane North into two lots. The lot for the existing house would have 1.31
acres and the vacant lot would have 1.20 acres. Though a moratorium exists in the Minar
Neighborhood prohibiting lot splits for a year, the application for this lot split was submitted
prior to the effective date of the ordinance instituting the moratorium. Therefore, the
moratorium does not prevent the request from being evaluated against the existing zoning,
subdivision and comprehensive plan standards.
SPECIFIC REQUEST
Specifically, the Nelsons have requested the City to approve the following:
1. Rezone property from AP, Agricultural Preservation to RA, Single Family Residential
2. Resubdivide Lot 4, Block 1, Boutwell Valley Estates into two parcels
The Park Commission's responsibility in this case is to review the park and trail dedication
requirements and make a recommendation to the City Council.

EVALUATION OF REQUEST
The Comprehensive Plari s park chapter shows no need for additional park land in the area of the
Nelsons' property. (See map excerpt on next page.) There is a planned trail in the area that would
generally follow the creek and create a connection between the mowed trails in Settler's Glen and
the existing County regional trail along Manning Avenue. However, the City owns property in
the immediate neighborhood that would be suited for location of this future trail. Therefore, staff
believes that the best option for park and trail dedication on this lot split would be to require a
dedication fee in lieu of land or improvements.
The park dedication fee for a single family lot is $2,000. The fee for the trail dedication is $500.
Since park dedication cannot be extracted on grandfathered home sites, only the vacant lot would
be required to pay the fee. If the Park Commission and City Council agree with staffs finding,
then the $2,500 would be due prior to release of the deed for the new lot.

Re: Future Projects Update
Through Out 2018 the Parks and Recreation Commission has been presented with several upcoming projects
and topics for discussion. Following is a description of those projects:
Dog Park Water service:
Staff has received quotes for installation, tapping into water from the School Districts building and running
Along the north side of the gravel parking lot to just inside of the east fence. This includes installation of a jug
filler, approximately 585' of 1 %' piping and connection to both ends. Price for this ranges from $10,000.00 to
$14,000.00 depending on materials used. Additionally Environment Resource Management is working on an
agreement and permitting with the Minnesota Pollution Control Agency on behalf of the city for an additional
$2000.00. The Parks and Recreation Commission recommended funding this project with money from the
Parks dedication Fund so it will have to go before the City Council for approval. If weather permits this project
could be completed this fall.
Pioneer Park Restroom:
Bids were awarded at the City Council meeting on October 2, demolition will begin October 25 and
construction will start shortly after that with a completion in May in 2019. The Heritage Preservation
Commission recommended removal of the exterior stone face and use of a similar brick to the Lowell Park
Restrooms.
Pioneer Park Restroom:
St. Croix Recreation is continuing on the design of the new play structure at Pioneer Park in 2019.
A benefactor has expressed interest in donating money for the project to help increase the number of ADA
accessible features for the play structure. Updated plans will be presented to the Parks and Recreation
Commission in the future.
Ice Castles:
Ice Castles, L.L.C. has requested to relocate to Bridgeview Park and was approved by the City Council at their
October 16 meeting. Staff is working on an agreement for this event and will bring that agreement back to
City Council for final approval.
Riverbank Stabilization and Riverwalk Project:
City Council Approved AMI Consulting Engineers P.A. from Superior Wisconsin for the design of the riverbank
stabilization along the St. Croix from just south of downtown to the city limits near Sunny Side Marina and a
new Riverwalk from Nelson Street to the Bergstein Buildings. The consultant will be working on design
through the winter of 2018-2019 with the anticipation of completing the final plans next spring.
Aiple Property Master Plan and Management Plan and Bergstein Buildings Business Plan:
Council has given preliminary approval for funding in fiscal year 2019 to develop plans for these two projects.
The Parks and Recreation Commission will be involved with this process in the coming year.
Park Improvements, Prairie Park in the Settlers Glenn Development:
Council Member Mike Polehna Recently met with the Home Owners Association in Settlers Glenn
Neighborhood. They have made a request for improvements to the neighborhood park that will be included
in a work plan for the Parks and Recreation Commission in 2019.
