M. Councilmen Lammers, Peterson, Wohlers and President Powell Councilman Melstrom Acting City Clerk, Schnell; City Attorney. Kimmel; Super- intendent of Public Works, Shelton; Mr. Charles Hooley HOOLEY PERMIT APPLICATION FOR A LOADING RAMP Mayor Powell stated that Mr. Charles Hooley has withdrawn his request and has indicated that he will fill in the excavation and will work with Mr. Shelton, the Superintendent of Public Works and the City Attorney to see that the City's interests are taken care of. On motion of Councilman Wohlers, seconded by Councilman Peterson, Mr. Charles Hooley will be permitted to remove the existing sidewalk adjoining his property and replace with a surface that is complacent for the loading and unloading of trucks with a rolled type of curbing to channel the storm water in the gutter and the arrangements should be worked out with the Superintendent of Public Works and the City Attorney who will report to the City Council for approval of the final arrangements. REPURCHASE OF 1963 PARKING FACILITY BONDS Mr. Gary Gilbertson of Robert C. C. Peterson, Minneapolis has $10,000 worth of 12-1-83 and $10,000 worth of 12-1-84 Parking Facility Bonds of 1963 which he wishes to sell back to the City for $14,550.00 which would be a discount of $5,450.00. The savings on principal on the first issue would be $2,700.00 and savings of interest of $4,200.00 and on the second issue the savings would be $2,750.00 in principal and $4,550.00 in interest, for a total savings of $6,900.00 and $7,300.00 respectively. In checking with the Bookkeeping department we find that we have $40,000.00 now invested from this issue. Mayor Powell called Mr. Ozzie Springsted, our bonding consultant as to whether or not that would be a good investment and Mr. Springsted stated he would check it out and call the Mayor back on January 6, 1971. On motion of Councilman Lammers, seconded by Councilman Wohlers, the Council concurred that they would follow the recommendation or direction, of Mr. Springsted on the repurchase of these bonds. ASSESSMENTS FOR FAIRMEADOWS Discussion was held regarding the matter of assessments for the lots being sold in Farimeadows No. 3 for which Mr. Steindorff has been billed and has not made payment. On motion of Councilman Peterson, seconded by Councilman Lammers the Building Inspector was directed cut off all building permits for Rivercrest Homes until these assess- ments are paid on the lots in Fairmeadows No. 3 as billed. PARKING LOT REVENUE AND OVERTIME PARKING TICKETS A discussion was held regarding the unpaid balance on parking permits Bold by the Chamber of Commerce for last year and also that the City had not received the $1,500.00 for the parking permits sold for 1971. On motion of Councilman Lammers, seconded by Councilman Peterson the Mayor was directed to write a letter to the Chamber of Commerce for the balance of the parking permit money for 1970 in the amount of $300.00 plus the $1,500.00 for the 1971 permits. Also the Mayor was directed to include in this letter the $500.00 for the parking meter tokens which the Chamber purchased for sale to the merchants. (copies of this letter to go to Richard Jeans of the Parking Committee) Discussion was held regarding courtesy parking at certain tides of the year and the Council members were not fully aware of this practice which was initiated ej some years ago and the Chief was directed to discontinue this practice since we are losing revenue and we have financial obligations to meet on these parking lot bonds.
