HomeMy WebLinkAbout2018-206 (calling for hearing on proposed assessment for 2018 Street Improvement Project (Project 2018-02), L.I. #417) RESOLUTION 2018-206 RESOLUTION CALLING FOR HEARING ON PROPOSED ASSESSMENT FOR 2018 STREET IMPROVEMENT PROJECT (PROJECT 2018-02),L.I.#417 WHEREAS,by a resolution passed by the Council on September 18,2018,the city clerk was directed to prepare a proposed assessment of the cost for the 2018 Street Improvement Project. The following is the area proposed to be assessed. Properties abutting Pine Tree Trail,Lake Drive, South Brick Street(Pine St to Willard St), South Seeley Street(Pine to Willard St), West Willard Street(Brick St to Seeley St),Interlachen Way, Interlachen Way Court,Bayberry Avenue Court, Bayberry Avenue(Interlachen to Maryknoll Dr),Union Alley(Myrtle St to Commercial Ave),Industrial Boulevard,Curve Crest Blvd(Washington Ave to Greeley St), Green Twig Way,North Sherburne St. (Myrtle St. to Linden St),North William Street(Myrtle St.to Mulberry St), West Mulberry St. (Owens St. to Everett St), South Sixth Street(Pine St to Olive St), West Pine Street(Greeley St to Seeley St), Victoria Court, Commercial Avenue,Nelson Alley,Nelson Street(Second St to Main St), South Second Street(Myrtle St to Nelson St), Union Alley(Chestnut to Myrtle), East Olive Street(Third St to Main St). WHEREAS,the clerk has notified the council that such proposed assessment has been completed and filed in the office for public inspection, NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF STILLWATER, MINNESOTA: 1. A hearing shall be held on the 16th day of October,2018 in the city hall at 7:00 p.m.,or as soon as possible thereafter,to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The city clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and shall state in the notice the total cost of the improvement. The clerk shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor,pay the whole of the assessment on such property,with interest accrued to the date of payment,to the City Treasurer,except that no interest shall be charged if the entire assessment is paid by November 16, 2018. He/she may at any time thereafter, pay to the City Treasurer; (in whole or in part)the remaining principal balance,with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year.
