CITY OF STILLWATER
PARKS AND RECREATION COMMISSION MEETING
June 25, 2018
Present: Chairwoman Linda Amrein, Commissioners David Brandt, Scott
Christensen, Rob McGarry; Council Representative Mike Polehna
Absent: Commissioners Bill McGlynn, Sam Nelson and Sandy Snellman
Staff: Public Works Superintendent Tim Moore
OPEN FORUM
Gary Bressler, representing Stillwater Lions Club, stated that the Lions Club is
interested in collaborating with the City on a picnic shelter to boost visibility for the
Club. Public Works Superintendent Moore provided his contact information to Mr.
Bressler.
APPROVAL OF MINUTES
Possible approval of April 23, 2018 meeting minutes
Motion by Commissioner McGarry, seconded by Commissioner Christensen, to approve
the April 23, 2018 meeting minutes. All in favor, 4-0.
Possible approval of May 21, 2018 meeting minutes
Commissioner Brandt stated that he would like to amend the minutes by replacing
“Commissioner Brandt remarked that Curve Crest is too narrow for existing traffic
volumes and is not conducive to pedestrian or bike traffic. He was hoping before any
more money is put into Curve Crest, the City would look at how the road is designed
and how the road will be used in the next 50 years” with “Commissioner Brandt
suggested that before any more money is put into streets in the industrial park, the
City should look at how the road is designed and how the road will be used in the
next 50 years.”
Motion by Commissioner Brandt, seconded by Commissioner Christensen, to approve
the May 21, 2018 meeting minutes as amended. All in favor, 4-0.

Dog Park Water Service Request Update

Public Works Superintendent Moore reported that staff is working with Mid America
Environmental to gather information on requirements that would need to be met from
various agencies (MPCA and Health Department) to install a water service to the
dog park. Preliminary prices for installation of the water service are coming back
favorable and he is waiting for pricing on a multi functional fountain. The cost will
probably be at least $15,000. He is investigating working with the School District to
provide a water connection from their service at the Jaycee ballfields.
COMMISSION ITEMS/TOPICS
Commissioner Christensen stated that the crossing lights for pedestrians crossing
Highway 36 at Greeley and Washington are much too short, allowing only about four
cars to get through. This makes it nearly impossible for his cross country/track team
and other pedestrians to cross into Stillwater.
Council Representative Polehna replied that MnDOT times the lights for different
times of day. He will ask MnDOT about making the lights longer.
Chairwoman Amrein expressed concern about the three-way stop at Third and
Myrtle Streets where there is only one sign stating traffic coming up the Myrtle Street
hill does not stop. Many drivers do not read the sign or are confused. She would like
to see a flashing sign or something on both corners to draw attention to the fact that
westbound drivers going up Myrtle do not stop.
Mr. Moore said he will talk to the Public Works Director about the possibility of
installing flashing lights on the stop signs.
Council Representative Polehna said Public Works Director Sanders will be looking
at that intersection and the Chestnut intersection downtown in regard to possibly
eliminating the no left turn from northbound Main onto westbound Chestnut Street.
Commissioner Christensen asked about the river level. Mr. Moore replied the river is
not at flood stage yet but more rain is expected and there will be a double crest. It
looks like the river will be at the current elevation for the Fourth of July. Fireworks
are still on. Councilmember Polehna explained plans for the Fourth of July
celebration.

Motion by Commissioner Brandt, seconded by Commissioner McGarry, to adjourn. All in
favor, 4-0. The meeting was adjourned to the Park Tour at 6:36 p.m.
