HomeMy WebLinkAbout1994-09-08 CC MIN Special Meeting r c r CITY OF STILL WATER CITY COUNCIL MEETING NO. 94-31 MINUTES SPECIAL MEETING September 8, 1994 The Meeting was called to order by Mayor Hooley. 4:30 p.m. Present: Councilmembers Bodlovick, Zoller and Mayor Hooley Absent: Councilmembers Cummings and Kimble Also Present: City Coordinator Kriesel Finance Director Deblon Pronosed One Percent Sales Tax Referendum Lanl!U8lZe Council reviewed proposed language for sales tax referendum question submitted by Mayor Hooley. Motion by Councilmember Bodlovick, seconded by Councilmember Zoller to approve the language for a one percent sales tax referendum question as submitted by Mayor Hooley. Charter Commission Aooointment Mayor Hooley informed the City Council that he had received a notice from Chief Judge Doyscher of the appointment of Steve Keister to fill the vacancy created by the resignation of Scott Keller on the Charter Commission. Mayor Hooley stated that Mr. Keister would serve the Commission well, but expressed his disappointment that the Chief Judge did not follow the recommendation of the City Council and Charter Commission. Letter from St. Croix Preservation Comoanv Mayor Hooley read a letter he received from John Berglund on behalf of the St. Croix Preservation Company. Mr. Berglund stated that Mayor Hooley should abstain from any discussion on the hotel development because of a conflict of interest. Mayor Hooley said that he did not believe there was any conflict of interest and that City Attorney Magnuson would prepare a response to Mr. Berglund's letter. 1995 Budl!et Finance Director Deblon presented tax levy and budgetary data to the Council. Ms. Deblon's data included three options that Council could consider. The options were to: increase the tax capacity rate by a certain percentage; adopt a budget at a certain dollar level; or to increase the tax levy by a certain percentage. , , r r r Stillwater City Council Minutes Special Meeting September 8, 1994 Motion by Councilmember Zoller, seconded by Councilmember Bodlovick to set the tax levy at a tax capacity rate increase of 3.6 percent. All in favor. Motion by Councilmember Bodlovick, seconded by Councilmember Zoller to adopt the proposed budget for 1995. All in favor. 1994 NLC Conference Councilmember Bodlovick requested approval to attend the 1994 National League of Cities annual conference and exposition in Minneapolis. Motion by Mayor Hooley, seconded by Councilmember Zoller to approve the attendance of Councilmember Bodlovick at the 1994 National League of Cities Conference. All in favor. Petition for Resolution of Traffic Problem Council received a petition from residents of the Deerpath Addition requesting Council action pertaining to traffic problems on Deerpath. Motion by Councilmember Zoller, seconded by Councilmember Bodlovick to direct the Police Chief and City Engineer to review traffic conditions on Deerpath and report findings to Council at the meeting of September 20, 1994.
