SPECIAL MEETING
STILLWATER CITY COUNCIL
MINUTES
December 27, 1988
4:30 P.M.
The Meeting was called to order by Mayor Abrahamson.
Present:
Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor
Abrahamson.
Absent:
None
Also Present:
City Coordinator Kriesel
City Attorney Magnuson
Public Works Director Junker
Parks Director Blekum
Public Safety Director Mawhorter

EXECUTIVE SESSION
Cy Smythe, Labor Relations Associate, met with the Council to discuss the
effect the Comparable Worth Law has on the City and what may have to be
done to comply with the law.
PERFORMANCE RE VIEWS
The Council met with Parks Director Blekum, Public Works Director Junker,
and Public Safety Director Mawhorter to discuss their performance
appraisals as conducted by City Coordinator Kriesel.
WORKERS COMPENSATION INSURANCE
City Coordinator Kriesel presented Council with a memo from Finance
Director Blazek explaining the payment options pertaining to Workers
Compensation insurance premiums.
Motion by Councilmember Kimble, seconded by Councilmember Bodlovick to select
the refund option for Workers Compensation Insurance. (All in favor).
EMPLOYEE ASSISTANCE PROGRAM
City Coordinator Kriesel recommended that the City enter into a one-year
agreement with Family Service of Greater St. Paul to provide employee
assistance at a cost of $938.00.
Motion by Councilmember Bodlovick, seconded by Councilmember Farrell to
approve a one year contract with Family Service of Greater St. Paul to provide
employee assistance for the City of Stillwater at a cost of $938.00. (All in
favor) .

SEWER TELEVISING SERVICE
City Coordinator Kriesel presented Council with bids for televising sewer
lines in the Fairmeadows Addition and at miscellaneous locations. Two
bids were received. Midwest Underground Inspections, Inc. bid $1,652.50
for Section I services and $930.00 for Section II services for a total bid
of $2,582.50. Visu Sewer Clean & Seal, Inc. bid $1,680.55 for Section I
services and $945.50 for Section II services for a total bid of $2,626.05.
Motion by Councilmember Bodlovick, seconded by Councilmember Farrel] to award
the sewer televising bid to Midwest Underground Inspections, Inc. at a total
cost of $2,582.50. (All in favor).
APPLICATIONS
Motion by Councilmember Farrell, seconded by Councilmember Kimble to approve
the following license applications: (All in favor)

WORKSHOP WITH WASHINGTON COUNTY HRA
City Coordinator Kriesel presented letters to the City Council from Dennis
Balyeat, Washington County HRA, requesting a workshop on January 10, 1988
with the Council to discuss the acquisition of Rivertown Commons. The
Council had previously set a workshop for January 31, 1988. Mr. Balyeat
expressed concern that the present owners may not wait that long to
continue discussion of the sale of the building and operation to HRA.
Motion by Councilmember Kimble, seconded by Councilmember Farrel] to hold a
Workshop with Washington County HRA on January 10, 1988 to discuss the
acquisition and operation of the Rivertown Commons Senior Highrise. (All in
favor) .
ADJOURNMENT
Council adjourned the meeting at 6:40 P.M.
