This memo is a reminder to Council that a Special Meetin9 ha.s been scheduled for Tuesday, October II, 1988 at 4:30 P.M. in the Council Chambers of City Hall, 216 Ne. Fourth St., to discuss the following: 1. Policy & Procedures Manual. 2. Affirmative Action Policy, 3. Solid Waste Mission Statement 4. Any other business Council may wish to discuss, . CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6121 SPECIAL MEETING STILLWATER CITY COUNCIL MINUTES October 11, 1988 4:30 p.m. The Meeting was called to order by Mayor Abrahamson. Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson Absent: None Also Present: City Coordinator Kriesel City Attorney Magnuson Recording Secretary Schaubach Press: Sarah Flom, Stillwater Gazette POLICY AND PROCEDURES MANUAL City Coordinator Kriesel and Council reviewed the Policy and Procedures Manual and made several additions and deletions. AFFIRMATIVE ACTION POLICY . City Coordinator Kriesel explained Action Policy. Questions were corrective action section and Hr. develop some different language, the revised Affirmative raised concerning the Kriesel was asked to SOLID WASTE MISSION STATEMENT Council discussed a Mission Statement providing goals and objectives for the Solid Waste Advisory Commission. Motion by Counci1member Kimble, seconded by Bodlovick to approve the Mission Statement for the Advisory Commission as written. (All in favor) Councilmember Solid Waste OTHER BUSINESS Reauest for Personal Comouter - Council discussed a request from the City Clerk to purchase a personal computer, Councilmember Farrell questioned the need for a color monitor and the seemingly high maintenance agreement costs. This request will be held until the next meeting. Reauest to Burn Buildina - . Motion by Councilmember Farrell, seconded by Councilmember to authorize the Fire Department to assist with burning building on Highway 96. Bonds - City Coordinator Kriesel informed Council of a letter from Art Palme.rstatingtha,t he is unable to.qbtain a def~nitlve H!la!lclal commitment, The Cit}' will call in the bonds due December 1. Mr. Palmer also requested that his letter of credit due November 1 be renewed to December 1, 1988 Motion by Councilmember Bodlovick, seconded by Councilmember Kimble to present Letters of Credit Nos. lSOa!ld 1S1.forpaytll!,nt on or before November I, 1988 if substitute letters of ~reditare not received by the City by October 24, 1988 and to approve the publication of Notice of Call for the $1,600,000 G.O. Temporary Tax Increment Bonds, Series 1988B, Nelle Inc.
