The meeting was called to order by Mayor Abrahamson.
Present:
Councilmembers 80dlovick, Farrell, Kimble, Opheim, and Mayor
Abrahamson.

FREIGHTHOUSE ADDITION

Jim Williams, Manager of the Freighthouse Restaurant, was present to ask
reconsideration of Council's decision of denial of the Special Use Permit
for addition of a deck and Caboose Kitchen to the Restaurant. He
introduced Bob Sabes, owner, who explained some of the history in the
development of the restaurant and further discussed his plans for it. He
stated the caboose had been incorporated in the original drawings for the
restaurant and explained how he obtained the caboose from Bandana Square.
The caboose kitchen would serve those seated on the deck and stated no
more tables would be added. Setback requirements and concern for parking
problems were discussed. Council suggested part of the track be removed
south of the proposed caboose in order to enlarge the parking lot. Mr.
Russell explained the process followed by the Planning Commission and
their concerns regarding this item. He also addressed intensification of
use. Linda Hinz, owner of John's Bar, in downtown Stillwater stated a
concern for the litter caused by people seated on the deck, such as
plastic cups. Discussion followed regarding the right-of-way, and Mr.
Russell will check with the State and have them check the right-of-way.
Further discussion followed regarding the garbage problem in the area.
Mr. Sabes stated he would try to expand the parking area and eliminate the
garbage problem. Staff will contact the City Attorney to check on
legalities of reopening the public hearing for reconsideration of the
Special Use Pel~it request.
ENERGY GRANT
Ms. Caruso explained the energy grant, the costs it will cover, etc.
Discussion followed regarding the City proceeding on their own in applying

for the grant or joining Washington Co. There was concern for the City
implementing their own program because of lack of space and staff support.
There was also concern of joining Washington Co. because of lack of
personal service in administering the program. Ms. Gayle Prest, advised
that Council make Ramsey Action Programs accountable and to make sure the
City receives mailings on the energy program.
Motion by Councilmember Bodlovick, seconded by Councilmember Farrell, to join
Washington County in applying to the Energy Division, of the Minnesota Dept.
of Public Service for funding of an energy grant. (Ayes - 3; Nays - 2,
Councilmembers Kimble and Opheim).
Motion by Councilmember Bodlovick, seconded by Councilmember Kimble to adopt
the appropriate resolution authorizing Washington County to apply to the
Energy Division, Minnesota Dept. of Public Service for an Energy Grant on
behalf of the City of Stillwater. (Resolution No. 7747)
Ayes - Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor Abrahamson.
Nays - None
ADJOURNMENT
~ Motion by Councilmember Kimble, seconded by Councilmember Farrell to adjourn
the meeting at 5:50 P.M. (All in favor)
Resolutions:
No. 7747 - Authorizing Washington Co. to Apply to Energy Div.,Minn. Dept. of
Public Service for Energy Grant on Behalf of City of Stillwater.
