Djscussion on Exchange of County State Aid Streets -- Orleans/Fourth Avenue South and Burlington Street. 5. Discus~ion of Recycling Issue. 6. Possible Discussion of Solid Waste Rate Increase. 7. MINNESOTA 55082 PHONE: 612-439-6121 SPECIAL MEETING STILLWATER CITY COUNCIL MINUTES July 26, 1988 4:30 p.m. The Meeting was called to order by Mayor Abrahamson. Present: Councilmembers Bodlovick, Farrell, Opheim (arrived at 4:45 p.m.), and Mayor Abrahamson Absent: Councilmember Kimble Also Present: City Coordinator Kriesel City Attorney Magnuson Comm. Dev. Director Russell Consulting Engineer Hoore Recording Secretary Schaubach Press: Julie Kink, St. Croix Valley Press Sarah Flom, Stillwater Gazette LIBRARY AIR CONDITIONER AND TEMPERATURE CONTROL RETROFIT . Hotion by Councilmember Bodlovick, seconded by Councilmember Farrell to approve an air conditioner and temperature control retrofit for the Library at cost of $6,121. (All in favor) HOSPITAL/MEDICAL INSURANCE INCREASE City Coordinator Kriesel discussed an increase in hospital/medical insurance rates which includes added coverage. Council determined that more information is needed before a decision can be made. Hotion by Farrell to obtain more Councilmember Bodlovick, seconded by Councilmember direct the City Coordinator to calculate costs and information for the next meeting. (All in favor) DISCUSSION OF RECYCLING ISSUE (Counci1member Opheim arrived) City Coordinator Kriesel has discussed several issues with Jim Junker, Junker Sanitation. One is the possibility of opening the dump on a regular basis for residents to drop off their brush, rather than having it picked up on the regular route. The other issue is a drop-off recycling center versus curb-side service. Council determined that the residents of the City should be surveyed for their preference. . Hoore recommended that the City 6th Street Hunicipal State Aid Route to include two blocks of Burlington Street. Council also discussed with Hr. Hoore the options for new sewer service and water main for this area. Community Development Director Russell informed Council of the results of the Metropolitan Waste Control Commission's Public Hearing regarding the capital budget which was held today. Councilmember Opheim gave testimony at the hearing. The next meeting of the HWCC will be August 2, 1988, when the final decision will be made. Hotion by Councilmember Bodlovick, seconded by Councilmember Farrell to have two City representatives attend the next meeting of the MWCC on August 2. (All in favor! OTHER BUSINESS Hotion by Councilmember Farrell, seconded by Councilmember Opheim to set a Public Hearing for August 2, 1988, at 7:00 p.m. regarding the issue of a second-story addition to a house at 120 Lakeside Drive.
