Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor Abrahamson. Absent: None Also Present: Stillwater lownship Supervisors David Johnson, Louise Bergeron, Catherine Buck and Vincent Anderson. City Coordinator Kriesel City Attorney Magnuson Community Development Director Russell Lee Ostrom - Stillwater Gazette Press: O..her: Gayle Prest LAND ANNEXATION ISSUES Dave Johnson described annexation issues from Township point of view. There is concern about loss of taxable valuation ($978,OOO) and this has a significant impact on Township - a loss of 7-8% of their valuations. The Township would like to reach some kind of understanding or at least some kind of phasing-in of the valuations. Could also look at logical boundaries and make some adjustments such as Penthouse Acres and areas that are not likely to receive a full range of municipal services. Councilioember Bodlovick said that she was in agreement with the concept. Mayor Abrahamson said the City elected to annex certain areas to clear up the confusion created by the "islands" of Township properties along with the completely urban nature of the properties. Dave Johnson explained the need to have both communities look at long term planning for the areas that will most likely be developed in the future in order to assure cost effective extension of City services. Councilmember Farrell recalled the transitional zoning and "ghost platting" concepts that were discussed during joint City/Township planning meetings in the past. Mayor Abrahamson said the new bridge has yet to be located and if it was ever located North of Sti 11 water , a whole new set of conditions regal"ding urbanization could be created. 1 Stillwater City Council Minutes Special Meeting May 26, 1987 Councilmember Opheim asked for an opInIon from Dave Magnuson regarding detachment of properties. Mr. Magnuson said he thought that detachment was very questionable. Councilmember Kimble suggested that the City Community Development Director work with the Township and Metro Council Staff to try to develop a transition and annexation plan. Dave Johnson was concerned about the time that would be spent on the transitional zoning aspect in view of the time already spent on this issue in the past without ever having led to any definitive plan. Councilmember Kimble said that conditions may have changed because of the availability of Mr. Russell as he may be able to guide the Planning Commission and City Council on the issues related to annexation and land development. Mr. Russell said it was important to develop a joint plan for growth development. Cathy 8uck asked whether or not the City was going to address the loss of assessed valuation. Considerable discussion was held regarding how to handle this situation. . Motion by Councilmember Kimble, seconded by Councilmember 80dlovick to direct City Staff to prepare necessary documents for the apportionment of tax revenues for properties that were recently annexed and also the Anez and Tuenge properties that are to be annexed. City Staff was directed to work with the Township and Metro Council on developing a plan and to have the Finance Director prepare an economic impact analysis regarding the apportionment of taxes. (All in favor) ASSESSMENT RE-APPORTIONMENT Motion by Councilmember Opheim, seconded by Councilmember Farrell to approve assessment apportionment as prepared by the Finance Director for Oak Glen Townhouse Plat No.2. (All in favor) HANDICAP PARKING SPACE Motion by Councilmember Opheim, seconded by Councilmember 80dlovick to adopt the appropriate resolution for placement of a handicapped parking sign on East side of South Third Street, 50 feet South of Myrtle Street intersection. (Resolution No. 7748) Ayes - Councilmembers 8odlovick, Farrell, Kimble, Opheim & Mayor Abrahamson. Nays - None . 2 . .
