On rootion of Councilman Peterson, seconded by Councilman Wohlers a resolution was introduced "Ordering a preliminary Study and Feasibility Report and a Hearing for proposed installation of sanitary sewer on South Fifth street between olive and pine Streets." (see resolutions) DELEGATIONS-INDIVIDUAI8 MR. ANTIIJNY HAAK, 215 West St. Croix Avenue appeared before the council regarding the watermain installation in West st. Croix Avenue from North Fourth street to North Martha and presented a petition to the Clerk in opposition to this improvement. UNFINISHED BUSINESS (continued) 2. On motion of Councilman Balfanz, seconded by Councilman T~ompson a resolution was introduced "Ordering a preliminary Study and Feasibility Report and a Hearing for the Improvement of East Mulberry street between Second and Third Streets." (see resolutions). 3. Discussion was held regarding the possibility of financing the sewer separation project solely from sewer revenues. Mr. Marshall and Mr. Springsted are going to study this matter ano report back to the Council on February 5, 1973. 4. This was the day and time for the opening of bids for the purchase of a truck for the Recreation Department. The following bids were opened at P. Stillwater, Minnesota" at a bid price of $4,544.00. (see resolutions) NEW BUSINESS 1. On motion of Councilman Peterson, seconded by Councilman Balfanz the following change of Escrow was approved: 30,000 u. S. Treasury Bills Yield--S.OS Receipt 4/30/73 Trade date: 12/7/72 2. On ItDtion of Councilman Wohlers, seconded by Councilman Thompson a Surety Bond in the amount of $5,000 was approved for David Junker dba Junker Excavating. Stillwater. Minnesota. (renewal) 3. On motion of Councilman Pe;':C!rson. seconded by Councilman Balfanz a resolution was introduced fo~ the employment of James R. Stevenson as a Volunteer in the Fire Departl.'ent. (see resolutions). 4. On motion of Councilman Balfanz. s:!conded by Councilman Wohlers the bond for the Orrin Thompson Development was reduced from $100.000 to $1.400.00. Stillwater, Minnesota. (renewal) CITY COORDINATOR'S REPORT 1. There is some question regarding the inaccuracies in the plat of Radle's sunny Slope Addition and if Local Improvement No. 113 is ordered then we will have to order a new surveyor's plat for this addition. 2. Mr.Marshall reported that the Council had a very successful meeting with the Prison Staff and thought it might be wise to have the City sponsor a panel to discuss some of these problems. 3. There will be a special meeting on salaries on Monday, January 15, 1973 at 3:45 P. M. to set the salaries for 1973. 4. Discussion was held on the repair of Engine No. 5 for the fire department and Captain williams explained the alternatives involved and recommended that Firefighter David Colombo be authorized to do this work and order the necessary parts needed. On motion of Councilman Wohlers, seconded by Councilman Balfanz Captain williams was authorized to have Firefighter David Colombo go ahead with the repair of Engine No. 5 for the Fire Department and to put same back in use as soon as possible. (Councilman Thompson left the meeting at 4:40 P. M.) 5. On motion of Councilman Balfanz, seconded by Councilman Wohlers a resolution was introduced for the employment of Margaret Knutson as secretary for the Police Department for a six month probationery period at a salary of $440.00 per month. On motion of Councilman Balfanz, seconded by COuncilman Wohlers the retirement date for Leonard Kern, Mechanic was extended and the City Coordinator was authorized to advertise for a new mechanic for the City's Street Garage. 7. On motion of Councilman Wohlers, seconded by Councilm3n a resolution was introduced authorizing the participation in the County Radio System and expending certain funds for this purpose. (see resolutions). 8. On motion of Councilman Peterson, seconded by Councilman Balfanz a the council approved 'the transf_r of funds from the -Contingency Fund to various accounts in the General Fund. 9. On motion of Councilman Peterson, seconded by Councilman Balfanz a resolution was introduced concurring with the Municipal Commission and the Council agrees to sit down with the Washington County Planning Commission for future planning needs. (see resolutions). CONSULTING ENGINEERS 1. On motion of Councilman Balfanz, seconded by Councilman Peterson Mr. Elliott was authorized to use the TV Inspection to check the infiltration into the sewer system prior to the separation project, and this work is to be done by plaunt & Anderson, Duluth at a quoted price of $893.00. 2. Mr. Elliott, Jack Shelton, Ray Marshall, nick Blekum and Harold Kimmel will work on setting up specifications and bonding for the sod work for the 1973 street improvements. 3. Mr. Elliott stated that the st=eet work will have to be done in conjunction with the separation project and may have to go together on the bidding. 4. Mr. Marshall was instructed to send a letter to Mr~ Haak regarding the watermain improvement on West St. Croix Avenue. COMMITTEE REPORTS PUBLIC SAFETY 1. On motion of Councilman Peterson, se~onded by Councilman Wohlers a resolution was introduced approving a uniform allowance for the Police Reserves of $75.00 after one year of service.
