Paul Dispatch - Jim Broede: Stillwater Evening Gazette - Roger Gratiot: WAVN - Mike McGrath CITIZENS: James porter and Jerry Mahoney INDIVIDUALS-DELEGATIONS-PETITIONS None om BUSINESS 1. on ft'Dtion of councilman Peterson, seconded by councilman Balfanz, the Clerk made the second reading of an ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO. 322, REIATING TO THE INSTALLATION OF PARJaNG METERS". The ordinance was read section by section followed by roll call after each section and all members of the council voted in the affirmative. The chair then put the question, "Shall this ordinance pass?" and on roll call the ordinance was unanimously adopted. NEW BUSINESS '-' 1. On motion of councilman Balfanz, seconded by Councilman Wohlers a public hearing was set for March 21, 1972 at 8 P. M. for the variance request made by Harold Pauley to move a home on to a 5,500 square foot lot located at 811 West Maple street, Case No. 114. 2. on motion of councilman Balfanz, seconded by councilman Wohlers a public hearing was set for April 11, 1972 at 7:30 P. M. for the Special Use Permit for the Clark Oil Co. pending the study of the traffic hazards by the washington county Traffic Advisor and any expenses involved should be charged to the applicant. 3. On motion of councilman Peterson, seconded by councilman wohlers a resolution was introduced ordering a hearing on April 11, 1972 at 7:30 P. M. for the Improvements on Owens Street between West olive Street and the North City Limits, to be constructed by Washington County, (Local Improvement No. 104). (see resolutions). . . . . . 232 . Discussion was held regarding Federal Rent Supplement Housing program which would authorize the Shelter DeveloplIlent corporation to make application for a federal grant for Rent Supplement Housing under section 236 to be constructed on the Simpson property near the Washing- ton county office Building. They are proposing the cons~ruction of 80 units _ 24% one bedroom, 40% two bedroc~ and 35% three bedroom. This would be a three story building. councilman Lammers felt that we should check with other cities that have gone into this program and see what their experience has been with this type of housing. councilman Peterson felt that we should have a hearing on this matter.. On motion of councilman Peterson, seconded by councilman Wohlers the City coordinator was instructed to inform the Shelter Develop~nt corporation to attend our next meeting on March 21, 1972 with some plans and the council will have some discussion cn the matter. s. On motion of COuflcilman Lammers, seconded by councilman Peterson a resolution was introduced "Creating No parking Areas Along a portion of Main and Chestnut streets. (see resolutions). 6. Mr. Marshall inform.ed the council that the county soard agreed to provide a Bike Trail off the highway right-of-way North of Stillwater to county Road 64 and that Mr. Schwab will be at our next council meeting to explain the liabilities and other questions relating to this Bike Trail. APPLICATIONS On motion of councilman Peterson, seconded by councilman Wohlers a General contractorls License was granted to Grahlman Mfg. Co., Inc., 1127 south Fifth Street, Minneapolis under Ordinance No. 448. (new) On motion of councilman Lammers, seconded by councilman wohlers a General contractor1s License was granted to porter Homes, Inc., P. O. Box 89, stillwater under Ordinance No. 448. (new) COMMUNICATIONS None CITY COORDINATOR'S REPORT 1. Mr. Marshall informed th6 Council that the pound fees have gone up considerably for this year. 2. Mr. Marsha.ll reported that the estimate for the control panel for the monitoring the lift stations WDule be approximately $10,000.00. This equipment could limit the visits to the lift stations and that part of this could be charged to the Sewer separation project due to the by-pass of water to the two Main Lift Stations. Mr. Elliott reported that they have this in Arden Hills and that he would check with them and see what effect this has had on the maintenance schedule. Mr. Marshall informed the Council about the Tax Shelter Annuities for the city employees and that some of the employees are i~~erested in such a program. He has been in contact with I~A and Etna on such programs and will check further. 4. Mr. Marshall reported that he is working with the Housing Authaity on submitting an application before March 31. 1972 for a Federal Grant for Housing for the Elderly. This type of housing would be located in down- town Stillwater. 5. Mr. Marshall suggested that where the City is remo~ing parking meters in the downtown area that they plant trees in these spaces along Main and Chestnut Streets to the River. There is money in the budget for such a program. On motion of Councilman Peterson, seconded by Councilman Balfanz the City Coordinator and the Director of Public Works were directed to plant trees where the parking meters are being removed on Chestnut street off of Main Street. 6. Mr. Marshall stated that a number of street and traffic signs are being stolen and he felt that parents should be aware of the cost of these signs which their children are bringing home for their rooms - these signs are expensive and in one instance an accident was caused by th6 missing stop sign. CONSULTING ENGINEER'S REPORT Mr. Elliott reported that he would be meeting with the Water soard on Thursday, relative to supplying water to the Fairmeadows Area. COMMl'rTEE REPORTS PUBLIC SAFETY 1. on motion of Councilman Peterson, seconded by Councilman Lammers payment of $25.00 to each police Reserve Officer with one year's service as of January 1, 1972 as a clothing allowance was authorized. 2. The Historical society will provide storage space for the old ladder fire truck and the Chamberof Commerce will provide the money for the restoration of the truck with a man ~rom Afton who would be happy to work on the restoration. 3. Mr. Abrahamllon reported that the parking meter revenue for the first two months of this year has increased $600.00 over last year. 4. Mr. Abrahamson reported that the Meter Maid has been used on stake outs, babysitting, and has brought people into her own home on occasion, and he feels that the addition of a woman to the department has been a great boost to the department. 5. On motion of Councilman peterson, seconded by Councilman Balfanz the director of Public Works was directed to remove the berm islands by the police Department and the Fire Department at the earliest convenience.
