The meeting was called to order by President Powell
The Invocation was given by Mr. MarshalL.

DELEGATIONS/INDIVIDUALS/PETITIONS
A request by Mr.. Norris Swager for a side yard variance of 1.5 feet on each
side of a proposed home to be built at 103 Lakeside Drive was ap,?rovea by the
Planning Commission on February 7, 1972, if there was a satisfactory percolation
test received on this lot.
On motion of councilman Peterson, secondea by Councilman Wohlers
the council followed the recommeneation of the planning Commission
ana granted the 1.5 siae yard variance to Norris swager for a lot
at 103 Lakeside Drive ana also granted the permit for the septic
tank. subject to a favorable perCOlation test. Motion carried.
On motion of councilman Balfanz. seconded by councilman Wohlers a request by
Mr. Robert Steindorff to locate a home on one acre of unplatted land in the
SB~ of the NE\ of section 32 (West of Greeley Street), and to install a septic
tank at that location was referred to the Planning and Zoning commission.
On motion of Councilman Peterson, seconded by Councilman Wohlers the Council
authorized the installation of a septic Tank on Lot 4. Hillcrest Addition as
requested by Rober.t Steindorff, subject to favorable results of a percolation
test.
UNFINISHED BUSINBS~
At 4;30 P. M. the following bids were opened for a Skate Sharpening Concession
at the Lily Lake Park Arena. (Advertisement for bids appeared in the Stillwater
Evening Gazette on January 28, 1972).

Mr. Marshall and Mr. Blekum recommended the awarding of the contract
to Robert Liberty.
On motion of councilman Balfanz. seconded by councilman
Wohlers the contract for the Skate Sharpening Concession at the
Lily Lake Park Arena was awarded to Robert Liberty at a bid
price of 60~ per pair.

On motion of Councilman Peterson, seconded by councilman Balfanz the Clerk made
the second reading of an ordinance entitled "AN ORDINANCE AMENDING ORDINANCE
NO. 381, REGULATING THE ICEEPING OF DOGS" (by raising the pound fees).
The ordinance was read section by section followed by roll call after each
section and all members of the Council voted in the affirmative. The chair then
put the question. "Shall this ordinance pass?" and on roll call the ordinance was
unanimously adopted.

made the first reading by title of an ordinance entitlea "AN ORDIN1oNCE
ADOPTING THE WASHIIlG'1'ON COUNTY MODEL SUBDIVISION CODE".
on motion of councilman Balfanz, seconded by Councilman Wohlers a resolution
was introduced "AUTHORIZING THE EXTENSION OE' AN ON-SALE LIQUOR LICENSE" (New

On motion of councilnan Balfanz, seconded by councilman peterson a resolution
was introduced "AUTHORIZING THE MAYOR AND THE CITY COOPDlNATOR TO ENTER INTO
A STIPULATION AGREEMEN'l' WITH THE MINNESOTA POLlDI'ION CONTROL AGENCY." (see

On motion of Councilman Peterson, seconded by councilman Balfanz a resolution
was introduced "AUTHORIZING 8Sm 'to COMPLBrE PINAL PLANS AND SP8CIPICATIONS
FOR LOCAL IMPROVEMEN'r moo 91, STORM SBWER SBPARATION". (see resolutions).
On motion of councilman Peterson, seconded by councilman Balfanz a resolution
was introduced "AUTHORIZING BNTERING INTO A JOIN'!' POWBR AGREEMENT FOR THE
PREPARATION OF A GAS RATS At.rra>RITY FRANCHISB AGREEMENT". (see resolutions)..
On motion of Councilman Peterson, seconded by councilman Balfanz the date of
the regular meeting of February 22, 1912 was changed to February 29, 1912.
(The change was due to the political caucuses being held on the 22nd of
February).
On motion of Councilman Balfanz, seconded by Councilman wohlers the job
clas.ification for Albert Schmoeckel at the Lily Lake Ice Arena was changed
from Seasonal to permanent, and also Howard Anez would be kept on a part-time
basis for the summer months for park work.

CITY COORDINATOR'S REPORT
1. There will be a meeting with the Highway Department and the Chamber of
Commerce on February 29, 1972 to discuss zoning changes in the Downtown Area.
2. On motion of Councilman Peterson, seconded by Councilman Balfanz the Public
Safety Director ana the City Coordinator were authorized to work out the
best deal possible for an animal control pickup truck with the price not to
exceed $1,250.00.
3. The city Coordinator was directed to proceed with the installation of the
warning signals at 4th and Myrtle Streets according to the proposal received
from the Linner Electric company in the amount of $965.00.

Mr. Marshall reported on the tax information from the Citizens League and
Stillwater taxes are 31st lowest of the communities over 2,500. On a
$25,000.00 home the taxes are $J8l.00. The Village of Bayport is fourth
lowest.

5. The Metro Transit Commission is working with the valley ~ransit in stillwater
in order to create a new image for our bus transportation.
CONSULTING ENGINEER'S REPORT
1. On February 17th Mr. Elliott will attend the Metro Sewer Board meeting
when they are to explain how the 1971 sewer bills were calculated.
2.
Mr. Elliott also stated that there could be a change in signs for traffic
purposes which would be picture type signs and would be on the order used
in the foreign countries.

PUBLIC SAFETY
1. wallace Abrahamson donated his persoral first-aid kit for use at the Lily
Lake Arena. The City will furnish the missing items in this kit.
2. Regarding the signs that would be changed, the cost of this, if and when they
are changed, the rough estimate would be $50,000.00 for the city of Stillwater.
PUBLIC WORKS
1. Regarding the recycling project - Councilman Balfanz will provide the
barrels, the high school will have publicity on the project a~the end
of this month or early in March. The barrels will be painted and stenciled
as to the kind of bottl.es that are to be placed in them. Mr. Shelton has
permission from the Water Board to put the barrels inside their fence.
