DELEGATIQIIS AND INDIVIDUALS
MR. RON IANGHESS of the Springsted firm presented to the council the details
for a bond sale to finance Local Improvement No. 103 for the wild pines Development~
The city Clerk presented to the council proposed forms of notice of sale
for $140,000 Improvement Bonds of 1972~ The forms of notice were considered and
approved by the council, and the clerk was directed to file said notices in his
office and to attach a copy thereof to the minutes of this meeting.
councilman Wohlers then introduced Resolution No. 4683, entitled "Resolution
providing for Issuance and Public Sale of $140,000 Improvement Bonds of 1972",
and moved its adoption~ Councilman Balfanz seconded the motion and upon vote being
taken thereon, the following voted in favor thereof:
All members present _ councilmen Balfanz, Lammers, Peterson, Wohlers and
Mayor powell
and the following voted against the same: None
whereupon the resolution was declared adopted by the required 4/5 vote~ (see
resolutions) .
PUBLIC HEARING ON FLOOD PLAIN ZONING
On motion of Councilman Peterson, seconded by Councilman wohlers the Clerk made
the second reading of an ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO~
383, THE ZONING ORDINANCE, PROVIDING FOR A FLOOD PLAIN OVERLAY ZONING DISTRICT~"
The ordinance was read section by section followed by roll call after each
section and all members of the council voted in the affirmative. The chair then
put the question, "Shall this ordinance pass?" and on roll call the ordinance was
unaninously adopted. (see ordinances)

Mr. william Murray questioned whether or not he could put a pole type
building on his property and the city Coordinator informed him that his plans
would have to be presented to the City Engineer and he would determine whether
or not it would be flood proof, and make sure that the building would not wash
away. The Muller Boat Works is outside of the Flood Plain area.
UNFINISHED BUSINESS
On motion of Councilman Balfanz. seconded by Councilman Wohlers the second
reading of an Ordinance entitled "AN ORDINANCE PROHIBITING THE DEPOSIT OF
CERTAIN MATERIALS ON CITY STREETS" was delayed until December 21, 1911 for
furt.her revisions.
Discussion was held regarding an ordinance entitled "AN ORDINANCE AMENDING
ORDINANCE NO. 383. THE ZONING ORDINANCE BY REVISING THE REQUIREMENTS FOR THE
CONSTRtr"tION OF MULTIPLE DHELLINGS".
This was the day and time set to open bids on Official Advertising for the
City for 1972.
On motion of councilman Lammers, seconded by Councilman Peterson
the Clerk was directed to open the one bid received from the
Stillwater Gazette.
On motion of Councilman Peterson, se~onded by Councilman
Balfanz a resolution was introduced "AWARDING THE CONTRACT
FOR OFFICIAL ADVERTISING FOR THE CITY FOR 1972 TO THE
STILLWATER GAZETTE". (see resolutions).

MR. MAYNARD OLSON, 2316 Oak Jt:idge Road appeared before the Council and raad a
memorandum regarding his assessment for Local Improvements 86 and 87 which were
done in 1969. (See the Improvement File for the details of the Mmbrandum).
on motion of councilman Lammers, seconded by Councilman Balfanz
the City Attorney, City coordinator, the Consulting Engineer and
the Director of Public Works will meet with Mr. Nelson and review
this matter and present a recommendation to tne Council on
December 21, 1971.
UNFINISHED BUSINESS (continuedl
This was the day and time set to open bids on Fuel Oil for the City for 1972.
On motion of councilman Wohlers, seconded by Councilman Balfanz
the Council rejected the one bid received for fuel oil and the
Clerk was directed to re-advertise for bids returnable on
December 21, 1971 at 7:30 P. M. and that bid proposals be mailed
to all the local bulk fuel dealers in the city cf Stillwater._
NEW BUSINESS
On motion of Councilman Peterson, seconded by Councilman Balfanz a resolution
was introduced employing Albert Schmoecke1 as a seasonal Maintenance Man at the
Lily Lake Ice Aren~ at a salary of $600.00 per month. (see resolutions).

made the first reading by title of an ordinance entitled "AN ORDINANCE

EMERGENCIES TO PROVIDE FOR A SYSTEM OF CALENDAR PARKING."

would allow parking on both sides of streets on
which parking meters are located.

Would allow parking on both sides of Churchill Street
between Third Street and Fifth street and on Pourth

the amount of $244.00 for guard posts around fire hydrants.

CITY CooRDINATOR'S REPORT
1. Mr. Marshall informed the council that Mr. Sidney Wihren's term on the
Planning Commission will expire December 31, 1971 and Mr. Don Carlson
finds that he will be unable to continue to serve on the Rousing Authority..
Mayor powell stated that if any of the council members knew
of any interested citizens to fill these positions ~ey were
to notify him, and he would contact Mr. Wihren to see if the
is willing to serve another term.
2. Mr. Marshall informed the Council that he had a meeting with the Stillwater
Retail council on the feasibility of making Water Street and Main Streets
one~ay, and that there were some objections regarding loading zones.
3. Mr. Marshall will be in St. Paul on Thursday relative to the new tax bill
and sometime after that., possibly next Tuesday the council can meet on
the matter of recertification of the Tax Levy.
4. Mr. Marshall asked the council if they felt that they could pick up some of
the maintenance costs for the library, especially the outside costs and
that they would be agreeable to pay for the cost of repai.ring the steps
on the Third Street side. (This was agreeable to the council).
s. Mr. Marshall reported that the Municipal commission hearings would be
continued on Friday, December 10th at 9:30 A. M. follOWing two full days
on Dece.r 2 and 3.
COMMI'rl'EE REPORTS
pUBLIC SAFETY
1.
On motion of c~uncilman peterson, seconded by councilman Balfanz the
city coordinator was instructed to write a letter to the Historical
Society indicating that if they ar.e interested in obtaining the old
fire ladder truck that they should find some place to put or store it
by February lS, 1912.
2. The matter of wh) should be called in snow emergencies was discussed
and Mr. s~elton was directed to inform Mr. Hagen that he will be
notified by the police Department regarding his crews to work during
snow storms and he in turn will contact the men in his department to
take care of the situation.
3. Questions were raised regarding the lightto be put up in Washington
Park and why they are not up as of tria date. Mr. Shelton stated they
didn't know where to put them, and since Mr. Abrahamson was on vacation
they we~e unable to find out. He further stated that NSP changed the
yard light request to regular street lights. (Mr. Marshall is to check
into this matter) .

5. The matter of the entrances and exit to the Lily Lake Park was discussed
at some length but no conclusion reached on this matter at this time.
6. The Fire Department again made a request for a humi~ifier for the
dormitory in their department. It was suggested that a test be made
of the humidity in this department before authorizing this purchase.

Council authorized the Recreation Commission to purchase the conc.siion
machines in question on a cash basis.

Mr. ItialDlll brought up the matter of the appeal on the Pine Tr.eT'ra,~~ project
made by Oscar Benson. This money has been paid by the propertYc:J'fII'leX'lIthat
were a.sessed for this project and he requested permission to make8:settlement
of possibly $3,200.00.
on motion of councilman Lanlers, seconded by Councilman Peterson
the City Attorney was instructed to make as favorable settlement
as pos8ible but that the award should not exceed $3,200.00.

Local Improvement No. 98, project No. 1 (North Second Street and sixth Avenue
South) in the amount of $36,847.05.
