The Invocation was given by City Coordinator, Marshall. Present: Councilmen Balfanz, Lanmers. Woi'11ers and Preoident Powell. TOM JURL appeared before the Council representing the Stage Door Club. requesting a concession permit and two day beer license for Lily Lake Park on July 31 and August 1, 1971. The concession will be operated in conjunction with a Boftball game during Lumberjack Days. On motion of Councilman Lammers, seconded by Councilman Wohlers permission was granted to the Stage Door Club to operate a concession stand and two-day beer license for Lily Lake Park on July 31 and August 1, 1971. On motion of councilman Wohlers, seconded by Councilman Balfanz permission was granted to the Stillwater Jaycees for a 3.2 "On Sale" beer license for the Lumberjack Celebration in Lowell Park for July 28 - August 1, 1971. ARVID DETERS appeared before the Counell in reference to a water drainage problem at his residence at 2319 Oakridge Road from the area adjacent to his property which was a pond and which was filled in by the developer - the pond was the natural drainage which was filled up. On motion of Councilman Lammers, seconded by Councilman Wohlers Mr. Elliott was directed to ~et with the developer and report back to the Council on this drainage problem. UNFINISHED BUSINESS None IIEW BUSINESS (Jul~~ 6, 1971 - continued) The City Coordinator reported that notices of sale of $690,000 Improvement Bonds of 1971 and $255,000 Municipal State-~~d Street Bonds of 1971 had been duly published and that he had met with the Mayor and Councilman Peterson in the Coordinator's office on June 28. 1971, at 11:00 A. M. He further stated that the bids received had then been opened and. found to be as described in the tabulation of bids, copies of which were distributed to the members present. He stated that he. the Mayor and Councilman Peterson had then awarded sale of bonds to American National Bank. & Trust Company, of St. paul. Minnesota. . The Coordinator's report was approved and the tabulation ordered to be made a part of the minutes of this meeting. $690.000 G. O. Councilman Wohlers seconded the motion and upon vote being taken there- on the following voted AYE: Councilmen Balfanz, Lammers, Wohlers and President Powell and the following voted NAY: None whereupon the resolution was declare d duly passed and adopted and was signed by the Mayor and his signature attested by the Clerk. Councilman Lammers then introduced Resolution No. 4609, entitled "Resolution Authorizing Issuance of $690,000 Improvement Bonds of 1971, Fixing Their Form and Details, Directing Their Execution and Delivery, and providing for their payment," and moved its adoption. Councilman Wohlers, seconded the motion and upon vote being taken thereon, the following voted AYE: Councilmen Balfanz, Lammers, Wohlers and President Powell and the following voted NAY: Hone whereupon the resolution was declared duly passed and adopted and was signed by the MaYo~ and his signature attested by the Clerk. on motion of Councilman Lanners, seconded by Councilman Balfanz, Jack Lay was appointed to serve on the Board of Water Commissioners until July 1, 1974 to replace Edward Simonet whose term expired on July 1, 1971. -' APPLICATIONS On motion of councilman wohlers, seconded by Councilman Ba1f~nz the following "Off-Sale" 3.2 Beer Licenses were granted. (Ed Larson) 202 Crestwoed Terrace, stillwater Sign Erection (new) Minnesota package Products 3191 Viking Drive, North St~ Paul General contracting (new) CITY CooRDINATOR'S REPORT 1. Mr. Marshall informed the Council that he had received a letter from the Department of the Army sta,-ing that there is no money available for a study to determine the feasibility of possible improvements for flood damage reduation at Stillwater. (Mr. Marshall was direated to contact Representative Joseph E. Karth regarding this matter). 2. The City has employed two youths from the Neighborhood YDuth Core in the Public Works Depart.nt. There is no cost to the City - we provide super- vision and they are paid from the Federal Government. These boys are currently working at the Meadowlark park - filling and cleaning it up. 3. Mr. Marshall stated that we have reaeived inquiries about a Summer cleanup for the city. Mayor powell stated that there will be only a Fall and Spring piakup beaause of the abuse of these pickups in the past by the aitizens. There will be a Fall and Spring piakup of leaves in bags and everyting else can be hauled by the aontractor and the parties pay him the nominal fees for this serviae. 4. Mr. Marshall informed the counail that Mr. LeTourneau ioa not willing to repair the chestnut Street Stairs at the priae quoted. He also stated that he had a quotation from Mr. Wilfried schroeder, who lives in Houlton and his bid is for $2,700~OO which is for total reconstruatlon and his work is guaranteed. Mr. Duane Elliott stated that this was a reasonable proposal. Councilman Lammers stated that the majority of the council felt the two most important stairs to reconstruct were the Main and willard Street and agreed that we lih auld see how much monay can be raised through solicitation and then assess the balance (for the chestnut Street Stairs). r' ('. Mayor powell stated that the city coordinator should work with the Public Works superintendent and the Chamber of Commerce and see what kind of arrangements can be made and indicate that if subscriptions to the fund were not enough to take care of it, perhaps some assessment might be necessary to make up the difference - not to close our minds to something that has some historic value. ~ On motion of Councilman Lammers. seconded by Councilman Balfanz the city coordinator and the Public Works Department was in~tructed to work with the Chamber regarding this new proposal for the Chestnut street Stairs and also funds that have been solicited and funds that will be solicited in the future. (councilman Wohlers opposed). "" .. Mr. Marshall informed the council that Mr. Harstad had contacted him about replacing about 200 old style meters at a cost of approKimately $11.000.00. (no action). . 5. ~ 6. on motion of councilman Balfanz. seconded by Councilman Lammers the city Coordinator and the city Attorney were authorized to enter into negotiations with the various departments regarding salaries for 1972. 7. Mr. Marshall informed the council that the assessable flood costs would be about $12.000.00 and that would mean about $20.00 to $25.00 per lot and suggested that it be assessed based on valuation. The Administrative committee was asked to check into this and make a recommendation to the council at a future meeting. 8. The matter of disability insurance for the Volunteer Firemen was discussed. Mr. Bernard Peltier. a volunteer Fireman. was i,jured while fighting the fire at the Minnesota Stat. Prison and is off work and some arrangement should be made to take care of a portion of his salary while he is la~d up. The City coordinator and the public Safety Director were airected to check into this matter and report back to the council. (Possibility of some type of insurance to take care of such disability in the future). 9. On motion of Councilman wohlers. seconded was introauced employing Michael McDonald at the Lily Lake park at $1.75 per hour. efcective date 6-23-71 - see resolutions). by councilman Lammers a resolution as assistant to Richard colemter" (Total hours 28 per week- 10. On motion of Councilman Balfanz. seconded by councilman Wohlers a resolution was introduced employing carol colemier and Debbie Iverson as concession help for the Lily Lake Park at $1.15 per hour effective June 12. 1971. (see resolutions). (The Mayor declared a recess from 8;40 to 8;45 P. M.) CITY ATTORNEY'S REPORT None CONSUUTING ENGINEER'S REPORT Duane Elliott 1. The Change Order for the sewer easements on Abbott Street have be given to Harold Kimmel and the contractor for approval. 2. The matter of an exhaust fan for the concession area at the Arena Building has been turned over to Pattee. . . . \ . . . . 110 . (July 6, 1971 - continued) 3. On motion of councilman Lammers, seconded by Councilman Balfanz a resolution was introduced setting the date of August 10, 1971 at 7:30 P. M. for a hearing on Local Improvement No. 96 (Brick Street Lift Station Revisions - see resolutions). 4. Mr. Elliott reported that he and Jack Shelton had checked into the drainage problem at the Robert Davis residence at Third Avenue South and ane possible solution would be to vacate Dubuque Street and he did not feel that this was a City problem and that this property owner would have to build a storm sewer on their property. Mr. Elliott was directed to write a letter to Robert Davis advising him as to how the problem could be corrected. 5. The sewer problem near the Galowitz residence on Linden Street has been isolated and that quotations should be secured to do this work and said quotations should be on an hourly basis. Mr. Marshall, Mr. Elliott, and Mr. Shelton were instructed to take care of this problem. 6. Field surveys will be made tomorrow on the petition for sewer on West Hancock Street (East of E~~rett Street) and he will come back with a feasibility report and estimated costs on July 20, 1971. 7. He tried to contact Pete Miller regarding the installation of permanent baracades on the Everett Street Bridge site and then this project will be completed and ready for payment. -ed 8. He contact;! Amco Fencing about the installation of the fencing at the outfield posts and hoped this would be taken care of thi3 week. 9. He stated that he would like to have the Council drive the State Aid system in the City as it is now designated and possibly make 80me changes in these designated streets. 10. He suggested that they meet with District No. 9 Representative regarding the proposal for the new Interstate Bridge. COMMITTEE REPORTS PUBLIC SAFETY Abrahamson 1. The Dog Pound will be getting water from the City Garage. 2. Ruben Jacobs-on will be retiring in october and he requested permission from the council to hire a Meter Maid, September 1, 1971 - she will go to school in September and we would get money back from the State - wages plus the schooling and she could take over the middle of October. She would also be a police matron. She would work six hours per day downtown in uniform. The repair of the meters would be done under contract hy onp of the police officers at his home at $50.00 per month. The meter maid's salary would be $400.00 per month, On motion of Councilman Lammers, seconded by Councilman Balfanz the Public Safety Department was authorized to employ a meter maid to replace Ruben Jacobson and that such a person be employed as of September 1, 1971. r , r-- '-- . . \ !. . . . The matter of fee charges for softball tournaments at the Lily Lake Park was discussed and this matter will be taken care of at the July 14th meeting of the Recreation Commission and a report will come back to the council after that meeting_ r-- ORDINANCES None RESOLUTIONS The following resolutions were reae and on roll call were unanimously adopted: 1.
