SPECIAL MEETING AND BID OPENING
The meeting was called to order by President Powell.
Present:
councilmen Balfanz. Peterson. Wohlers and President Powell
Absent:
Councilman Lammers
Also Present:
City coordinator, Marshall; Consulting Engineer, Elliott;
Superintendent of Public Works, Shelton
'UNFINISHED BUSINESS
On motion of Councilman Peterson, seconded by Councilman Balfanz the acceptance
of bids was formally closad.
This was the day and time set to open bids for Local Improvement Nos. 98, and
99, Project No.1, S.A.P. 59-101-01 and S.A.P. 69-106-01.
The reading of the advertisement for bids was dispensed with, said advertise-
ment was published in the Stillwater Evening Gazette. official newspaper of
the City on April 26. 1971 and in the Construction Bulletin on April 29. May 6.
and May 13. 1971.
The following bids were then openad and read aloud;

On motion of councilman Balfanz, seconded by Councilman Wohlers these
bids were referred to the city's consulting Engineer, the Superinten-
dent of public Works and the city Attorney for study and recommendation
and to report back on May 25, 1971.
This was the day and time set to open bids for Local Improvement Nos. 98,
Project 2 and 99, Project 2.

On motion of councilman Balfanz, seconded by Councilman Wohlers
these bids were referred to the Cuty's Consultlng Engineer, the
Superintendent of Public Works and the City Attorney for study
and recommendation and to report back on May 25, 1971.
MISCELLANEOUS
DIKE REMOVAL
Mr. Kimmel reported that he met with Mr. Peter Miller
and discussed his problems in obtaining a Performance
Bond which he was to have secured by 3:30 P. M. today.
He will now come in with a Certified Check in the full
amount of the contract on May 21. 1971 ($22,299.00) as
guarantee of the completion of the contract and the
construction bond will be filed with the City on Monday
or Tuesday of next week.
CHESTNUT
STREET
STAIRS
Further discussion was held regarding the repair of the
Chestnut Street Stairs or the possibility of tearing
them out. The estimated cost of demolishing them was
$2,000.00. and Mr. Shelton was directed to get additional
estimates before May 25, 1971.

LOCAL IMPROVEMENT NOS. 78 - a6 - 87 - 1969 STREET WORK

On motion of Councilman Peterson. seconded by Councilman Balfanz
a resolution was introduced amending Resolution No. 4329 regarding
the number of installments for Local Improvements 78-86-87 as
follows:

#86 and 87
From 5 to 10 years for the property owners
other than T & L, Inc.

SALE OF OID LADDER TRUCK

Mr. Marshall. City Coordinator, reported that the City had received a check
in the amount of $550.00 for the old 1931 ladder fire truck.
On motion of Councilman Balfanz, seconded by Councilman
Wohlers that the City accept the offer of $550.00 from
Charles Glaser for the old ladder fire truck.

STORM SEWER SEPARATION
On motion of councilman Peterson, seconded by councilman Balfanz
a resolution was introduced Ordering the Storm Sewer Separation
program, Local Improvement No. 97.
(Councilman Wohlers was opposed on the first vote, but later voted in
favor - under protest) . (See resolutions:)
FLOOD BILLS
Mr. Duane Elliott advised the council that the invoice or charges
from the Banister Engineering Company for the 1965 and 1969 floods
for their assistance in this work are being ~ancelled off their
books. The amount of these invoices wa~ denied when submitted on
the Federal Grant. The Banister Engir.eering company is donating
these services to the City of Stil-lw".Jter.

RESOLUTIONS

The following resolutions were read and were on roll call were unanimously
adopted:
1. Amending Resolution No. 4329 - Bonding for 1969 Street Work.
2. Ordering Local Improvement No. 97 - Storm Sewer Separation.
