March 12, 1971 SPECIAL MEETING The meeting was called to order by President; Powell. Present: Councilmen Balfanz, Lammers, Peterson and President Powell Absent: councilman wohlers ~ Also Present: Robert McPherson, Local No. 49 Business Agent: Russell Kunde, Steward Local No. 49: City Attorney, Kimmel: Acting City Clerk, Schnell: Superintendent of Public Works, Shelton: Consulting Engineer, Elliott - Mr. McPherson went through the various sections of the Contract with the proposed changes: i'c,",.! Article IV - Holidays - Leave Good Friday in and this will make a total of ten (10) paid holidays - previously this was eleven (11), but certain ones fell on either Saturday or Sunday and they did flot receive any pay for these. Article VII--Section 4--Mr. McPherson proposed a different pay agreement for the men who are asked to work weekends in the Bewer department but after some discussion this section will remain as is. Mr. McPheJ:son offered three proposals-- 1. That thp Council pass an ordinance that the employee would receive i.Jrmediate ninety (90) days sick leave in the case of a.n accident on the job and this would not affect their normal sick leave time. 2. The City would pay any legal charges on matters which involve action resulting from the course of their regular employment. 3. Safety inspection of all vehicles by the Minnesota Highway Department. f"'" 1M (NO action taken on any of these matters at this time). Salary Negotiations - Article VIII -- The Manager's ASBocaition settled for $60.00 per month. '-> Mayor Powell stated that the City Council had agreed to $50.00 per emplo~ee across the board. The Mayor and Council will work up a counter-proposal and get copies to Russell Kunde and Mr. McPherson. Councilman Peterson requested that the Bookkeeping Department furnish the Council with the f6l1awing information 1. Total Hours for the year for all employees under Local No. 49 for the year 1970. 2. Total Pay for the year 1970 for these employees 3. Average weekly number of hours and average weekly pay. .. -., . 23 . . . 24 (March 12. 1971 - continued) IUSCELLlINEOUS TWIN TPAlLERS The matter of the Resolution supporting the Twin Trailers was discussed and the Mayor directed that a memo be sent to the Director of Public Safety requesting his answer as far as the Twin Trailers are concerned and probably have it here for the meeting on Monday afternoon. p:r.AlllnNG COIMISSION APPOD1TMENT on motion of councilman Peterson, seconded by Councilman Lamers the appointment of Franklin Raduenz. Jr. to the Planning and. zoning Colll'llission was approved. Discussion was held regarding the construction or maintenance of the Main Stre.tStaire and the Willard Street Stairs and Mr. Elliott requested peru.8ion to draw up specifications for maintenance sPecifications for this work and l!Iubmit them for proposals. RESOLUTIONS 1. on motion of councilman Peterson, seconded by Councilman Balfanz; a resolution VAS introduced authorizing the paymentof>Bstimat81 No. 0-4 to the George OlsenOODstJ:uction Co. for work at the Lily Lake I.ce Arena and W&sunanimuslyadopted.
