The meeting was called to order by President Powell.
The Invocation was given by the Acting City Clerk, Schnell.

DELEGATIONS OR INDIVIDUALS
Mayor Powell explained that Mr. Walter H. Carlson was present this evening
regarding the transfer of the .On Sale" liquor license from Don Kaisershot
to Mr. Carlson, and also what the status was regarding the "Off Sale. license.
Re was informed that the Council had promised the local bar owners that they
would not grant any new "Off Sale" licenses in the City of Stillwater, nor
iS8ue any new "on and Off Sale" licenses.
On motion of Councilman Peterson, seconded by Councilman Balfanz
a resolution was introduced authorizing the transfer of the
regular and Sunday "On Sale" liquor license from Donald Kaisershot
to Walter H. Carlson. (see resolutions).

UNFINISHED BUSINESS
1. on motion of Councilman Peterson, seconded by Councilman Balfanz a
resolution was introduce~awardlng the contract for the John Deere
Tractor for the Parks to Gardy'fl. Tune-Up for a net price of
$1,082.40. (see resolutions).
2. On motion of Councilman Balfanz. seconded by councilman Peterson the
Council approved the appointment of Mel Friedrich to the Planning
and Zoning Commission as recommended by the Chamber of Commerce and
the Mayor.

There appeared on the agenda an application from J. L. H., Inc. (John H1nz),
302 South Main ~treet, Stillwater for a Sunday "on Sale" liquor license but
due to the fact that information ~egardinq whether or not they serve food was
not available, action on this licens6 was deferred until this can be checked
out.

3.2 beer license was granted to Lowell Johnson (Deno's Supermarket), 215 North

on motion of Councilman Peterson, seconded by councilman Balfanz a license
"To Haul" over City streets was granted to James L. Junker, (Junker
Sanitation co.), 417 Sout~ Martha Street, Stillwater. (renewal).

On motion of Councilman Peterson, seconded by Councilman Balfanz an
Excavating-Landscaping License was granted to David C. Junker, 1001 North
Fourth Street, Stillwater under Ordinance No. 448. (new).

CITY ADMINISTRATOR'S REPORT
1. The Acting City Clerk reported that Mr. Kimmel had checked with the
Washington County Welfare Department about the employment of men on
welt:are and what it would cost the City to employ these parties_ This
will result in no cost whatsoever to the City.

(The Acting City Clerk was asked to contact the department heads to
find out how many we can use and in turn contact the Washington
County Welfare Department of the number needed.)

CONSULTING ENGINEER'S REPORT

1. The work is progresliing on the 1970 street work and construction will
be resumed in the very near future.
2. Work will ccmmence on the Brick Street pumping Station 8S soon as the
materials are received.
3. The Hud application has been completed and sent in. (Sewer Separation).
4. Assessment Rolls for the 1969 Street projects are completed.

the date of April 20, 1971 at 7:30 P. M. was set for the assessment
hearing on Local Improvement Nos. 78, 79, 80, 84, 85, 86, 87-1969.

COMMIftBB REPORTS
PUBLIC SAFETY
Mayor Powell
1.
On motion of Councilman Peterson, seconded by Councilman Balfanz a
resolution was introduced advocating the county to make the assessments
for the flood insurance as recommended by the Chamber of Commerce.
(see resolutions).

2. Discus9ion was held r- 19arding Fire Department training & procedures which
were taken care of by the committee.
3. The city Attorney was directed to dictate a letter, which is to be signed
by the Mayor, to the Minnesota State Highway Department with regard to
the inutallation of a red flasher light at the intersection of North Fourth
Street and W~st Myrtle Street as these are both State Aid Streets.
(First Mr. Kimmel will check to see if it is neces9ary to get permission
for such an installation on State Aid Streets).

(These lights would be activated at the Fire Department when calls come
in for any piece of emergency equipment that has to go out).

4. The City Attorney was directed to meet with the Police Department
regarding some of the terms in the Snowmobile Ordinance regarding
the type of streets on which snowmobiles are prohibited.
S. On motion of Councilman Peterson, seconded by Councilman Balfanz
the Public Safety Director was instructed to check into the matter
of the Twin Trailers and secure additional information for the
next Council meeting before any action is taken.

On motion of Councilman Peterson, seconded by Councilman Balfanz
a resolution was introduced employing Mike L. McDonald as Volunteer
Fireman effective March 9, 1971. (see resolutions).
on motion of Councilman Peterson, seconded by Councilman Balf-anz a
resolution was introduced employing Joel Harvieux as a member of the
Police Reserves effective March 9, 1971. (see resolutions).
A complaint was received from a resident on West Anderson Street
about parking in this area which did not permit two lanes of thru
traffic. The committee recommended that the Public Works Department
re.DlOve the snow from both sides of this street to alleviate dais
congestion.
PUBLIC WORKS
JACK SHELTON
1. on motion of Councilman Peterson, seconded by Councilman Balfanz
the recommendation of the Public Works Committee that the Street
Department and the Sewer Department be combined as one unit to be
known as the Public Works Department was approved.
2. A request was made for a permanent flood wall around the lift station
within the normal flooding area.
on motion of Councilm-n Peterson, seconded by councilman Balfanz
the Superintendent of Public Works was directed to obtain two or
three quotations for the construction ~f this flood wall and to
accept the best one and proceed with this project as recommended
by the Mayor.
3~ Requested that during the time of the flood that not all the Public
Works Department personnel be taken off their regular jobs so that regular
maintenance work is taken care of.
(This was left up to the discretion of the Superintendent of Public Works).
4. on motion of Councilman Balfanz, seconded by Councilman Peterson a
resolution was introduced promoting C. Michael Wilson from a Street
Maintenance employee to a Light Equipment Operator effective, March 1,
1971. (see ~esolutions).

The Metro Sewer Board has requested the use of one of the City owned
trucks and would like to rent same from the City of Stillwater. Mr.
Shelton is going to check out what would be a reasonable charge and
report back to the council.
(The Mayor declared a recess from 8:50 to 9:00 P. M.)

1. On motion of Councilman Peterson, seconded by Councilman Balfanz a
resolution was introduced increasing the salaries of Dorbhy Schnell,
Jeanette Lawry and LaVonne Simon by $25.00 per month effective July 1,
1971. (see resolutions).

PARKS AND RECREATION
1. On motion of councilman Balfanz, seconded by Couucilman Peterson a
resolution was introduced employing Richard F. colemier as Maintenance
Engineer for the Lily Lake Park Development effective May 15. 1971 at
a salary of $600.00 per month. (see resolutions).
CITY ATTORNEY'S REPORT
HAROLD KIMMEL
1.
on motion of councilman PetezsoD, seconded by councilman Balfanz that
the recommendations of the city Attorney be followe~ ~nd that we
advertise in the stillwater Evening Gazette and Camp Grounds nagazine
and that we get whatever publicity we can get in newspaper articles
regarding the leasing of the property in St. Croix County, wisconsin
for recreational purposes and that interested parties be notified.
2. The matter of the amendment to the liquor ordinance was discussed and
the City Attorney was directed to prepare an amendment to this ordinance
so that the local bars would be required to have everyone out by 1:30 A. M.

Discussion was held regarding the ordinance for conduct on the beaches
and he will prepare this ordinance which will mainly deal with forbidding
the use of motor boats on Lily Lake and other floatation items - other
suggested matters are covered by other ordinances already on the bOOKS.
ORDINANCES
on motion of council-.n Peterson, se~onded by Councilman Balfanz the city
Attorney made the second reading of an ordinance entitled "AN ORDINANCE
ANNEXING PROPER'l'Y TO THE CI'l'Y OF STILLWATER" (22 feet of Fairview cemetery
property) .
The ordinance was read sectio~ by section followed by roll call after
each section and all members of the council voted in the affirmative. The
chair then put the question, "Shall this ordinance pass?" and on roll call
the ordinance was unanimously adopted.
on motion of Councilman Peterson, seconded by councilman Balfanz the City
Attorney made the first reading by title of an ordinance entitled "AN ORDINANCE
REGULATING pARJ(ING DURING SNOW EMERGENCIES IN THE CITY OF STILTJ/IATER AND
PROVIDING PBNALTIES' FOR VIOLATION".
RESOLUTIONS
The following resolutions were read and were on roll call unanimously adopted:
