The Invocation was given by Mr. Marshall. Present: Councilmen Balfanz, Peterson, Thompson, Wohlers and President Powell Absent: None Also Present: City Coordinator, Marshall; City Attorney, Kimmel: Safety Director, Abrahamson; Directcr of Parks and Blekum: Consulting Engineer, Elliott Public Recreation, Press: Stillwater Evening Gazette - Douglas Seitz St. Paul Dispatch - James Broede Citizens: Phil Easton, John DeCurtins, Jim Tibbetts, Gerry Wallace, Choc Junker, Bill Hahn, Ted Cox, Jerry Mahoney, Francis Rice, Charles Hooley INDIVIDUALS DELEGATIONS-PETITIONS 1. MR. PHIL EASTON appeared before the Council in reference to the Downtown Bypass and stated that the Chamber of Commerce would like to meet with the Council on January 3, 1975. Also he requested that some type of yield sign be installed at the inter- section of Main and Chestnut Street for the pedestrian traffic. On motion of Councilman Peterson, seconded by Councilman Balfanz, the Director of Public Safety was directed to contact the Hwy. Department regarding the installation of pedestrian yield signs for the intersection of South Main and Chestnut Street in downtown Stillwater. CONSULTING ENGINEER'S REPORT Mr. Elliott gave a status report relative to the Council's request for participation in a sewer line to serve property Northwest of County Road No. 66 and the north frontage road of Highway 212. There are two alternatives _ share in the pipe cost of an eight inch or an 18 inch, or by capacity in putting same into the ground. The total estimated cost could be about ~40,OOO. Mayor Powell suggested that Mr. Elliott meet with Mr. Carley, engineer for Stillwater Township and with the Metro Sewer Board on this matter and report back to the Council. 2. On motion of Councilman Balfanz, seconded by Councilman Thompson, Mr. Elliott was directed to order the purchase of the grinder and the forced main for the sewer service for a home on Interlachen Drive from Wa1dor Pump Co. per their quotation of $1,311.00. 1. 3. On motion of Councilman Wohlers, seconded by Councilman Peterson a resolution was introduced "Accepting the list of State Aid Streets subject to the approval by the State of Minnesota". (See resolutions). INDIVIDUALS-DELEGATIONS-PETITIONS - continued 2. MR. TED COX, from the League of Municipalities explained to the Council the Position Classification and Pay Plans for the Municipal Service Booklet and offered to give them any assistance in setting up the proposal for the City of Stillwater. r ",""., . . \ , . . . On motion of Councilman Peterson, seconded by Councilman Balfanz a resolution was introduced following the recommendation of the Public Safety CODDllittee to "Employ Gary LaMotte as a full time Patrolman effective January I, 1975 at a starting salary of $834.00 per month. (see resolutions). 2. Discussion was held regarding membership in the Rate Authority - if the City joins now and wishes to get out before June they can and it would not cost them anything. Menbership fees which would be due August I, 1975 would be lO~ per capita. No action was taken on this matter as the Council felt that these decisions should be made by the Public Service Commdssion and that it should not be up to groups of this kind to intervene. The matter of Emergency Employment Monies was discussed and the City would be liable for unemployment in the event that such employees were not kept on permanently or were unable to find employment in the private industry. We must employ persons living in the City of Stillwater and it would be for public service employment - it is for the unemployed and underemployed. ,.-.. _".,i 3. Mr. Marshall was directed to meet with the Department Heads and draw up a list of jobs which could be done by two or three floater workers which the City could use under this program. NEW BUSINESS 1. The orderly annexation proposal which was submitted by Stillwater Township was discussed. Mr. Kimmel felt that there was no advantage to the City of Still- water in the way it is worded and proceeded to explain the various paragraphs which he felt were negative the way he read and interpreted them. .... Mr. Marshall and Mr. Kimmel were directed to work on the language and to expand the area which they proposed. On motion of Councilman Balfanz, seconded by Councilman Peterson the City Coordinator and the City Attorney were directed to prepare a counter-proposal and when it is completed they should present it to the Council and in the meantime the City Coordinator was directed to send a letter to Stillwater Township acknowledging receipt of the proposal and indic~te a desire to meet with them at the earliest possible opportunity. The resolution for the Inter-Fund Transfer was held over for a future meeting. 3. On motion of Councilman Thompson, seconded by Councilman Balfanz a resolution was introduced "Setting up the OSHA Safety Committee". (see resolutions) 2. Q David Knefelkamp, Juvenile Officer, had submitted a letter to the City Council regarding legislation which he felt should be considered in the State Legislature. The Council requested that David Knefelkamp appear before the City Council on January 7, 1975 or January 21, 1975 to discuss these issues with the Council for presentation through the League. 5. (December 17. 1974 - continued) From Representative Albert Quie thanking the City for the letter regarding a flood protection study for Stillwater. CITY COORDINATOR'S REPORT 1. Mr. Marshall reported briefly to the Council regarding the accident on Monday with the City' E Sanding Truck and that they are now back in operation with this vehicle. 2. Mr. Marshall reported on obtaining insurance for the retiring Councilmen and Mayors and this was agreeable with the Health Insurance carriers providing the Council passed such a motion. (Action to be taken on this matter at the special meeting to be held on January 30, 1974) 3. Mr. E. Andrews a retired Firefighter would like to take pictures at fires and the question was ~aised about insurance cover~ge- he does not want to be paid a compensation for this work and Mr. Marshall will check with the insurance company on this matter and report back. 4, On motion of Councilman Peterson, seconded by Councilman Balfanz the City Coordinator was directed to send a letter or contact School District No, 834 stating that we are in 100% cooperation for the use of our building for any of their programs and that they may use the Court Room for Belly Dancing on Thursday afternoons after the first of the year. 5. Mr, Marshall informed the Council that there are funds available again for Federal Housing and Dominion is interested in coming back to talk to the Council regarding this matter. Also the Metro Council is setting up a program for existing units and they would like our intent to participate in the program - this would be for elderly and lower income levels for subsidies. On motion of Councilman Peterson, seconded by Councilman Wohlers the City Coordinator was instructed to contact the Metro Housing Authority indicating our intent to participate in any programs they might have. 6. On motion of Councilman Peterson. seconded by Councilman Wohlers a resolution was introduced "Authorlzing Payment of Parking Lot Lease to Burlington Northern for the River. Parking Lot for a Rental Fee of $1,500.00 annually." (see resolutions) 7. Mr. Marshall informed the Council that there is a party that is interested in converting an older home on the North Hill into a Group Home for Girls and this matter will officially come before the City Council at a later date. COMMITTEE REPORTS PUBLIC SAFETY No report PUBLIC WORKS No Report PARKS AND RECREATION 1. Councilman Balfanz reported that the ~Atter of additional lighted Tennis Courts was presented to the School Recreation Department and they were requested to discuss with the School Board about the possibility of having these courts lighted. 2. On motion of Councilman Balfanz, seconded by Councilman Thompson the compensation for Howard Anez was increased from $1.75 to $2.00 per hour for employment as attendant at the Staples Field Warming House. (Resolution introduced on this matter - see resolutions). PUBLIC SAFETY 1. Discussion was held regarding the problem of parking on N~rth Broadway and the complaints received from Art Roettger. Mr, Abrahamson has talked with these people and they are willing to cooperate. . . . . . . ~ (December 17. 1974 - continued) CITY ATTORNEY'S REPORT 1. On motion of Councilman Peterson, seconded by Councilman Balfanz a resolution was introduced "APPROVING THE ANNEXATION OF THE THOMPSON- JACKSON PROPERTY", said case to be heard on December 31, 1974. (see resolutions) ORDINANCES ,......., , ,.I On motion of Councilman Balfanz, seconded by Councilman Peterson, the Clerk made the second reading of an ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO. 461 OF THE CITY OF STILLWATER ENTITLED 'AN ORDINANCE LICENSING AND REGULATING THE SALE OF INTOXICATING LIQUOR IN THE CITY OF STILLWATER. REPEALING INCONSISTENT ORDINANCES AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF I II The ordinance was read section by section followed by roll call after each section and all members of the Council voted in the affirmative. The chair then put the question, "Shall this ordinance pass?" and on roll call the ordinance was unanimously adopted.
