REGULAR MEETING The meeting was called to order by President Powell The Invocation was given by Mr. Marshall Present: Councilmen Balfanz. Peterson, Wohlers, Thompson and President Powell Absent: None Also Present: City Coordinator. Marshall. City Attorney. Kimmel; Superintendent of Public Works. Shelton; Public Safety Directory. David Bixler. Jerry Mahoney,James Nelson, Gene Lampi, Dennis Murphy, Dennis Sullivan INDIVIDUALS-DELEGATIONS-PETITIONS 1. MR. DONALD NOLDE, appeared before the City Council and expressed his feelings to the Mayor and Councilmen Balfanz and Wohlers for the services they provided to the City of Stillwater during their terms of office. 2. MRS. CAROL FELIX. North Third Street. inquired about her petition for a street light on North Third and poplar Streets and she was informed that said light was approved and an order has been sent to NSP for installation of same. i" UNFINISHED BUSINESS 1. This was the day and time to open bids for three squad cars. The advertisement for bids was published on October 25, 1974 in the Stillwater Evening Gazette. the official newspaper of the City. The following bids were opened: BID NO. I Stillwater MOtor Co. 5900 Stillwater Blvd. No. Stillwater. Mn. 55082 Certified Check Bid (Malibu) $10,712.00 BID NO. 2 Erickson Post. Inc. 14702 - 60th St. N. Stillwater, Mn. 55082 Certified Check Bid (Montago) $10,550.00 On motion of Councilman Peterson, seconded by Councilman Balfanz these to bids were referred to the City Attorney and the Public Safety Director for their study and recommendation later in the meeting. 2. On motion of Councilman Peterson. seconded by Councilman Thompson a resolution was introduced "Authorizing 'No Parking' signs on the west side of South Sixth Street between Orleans and Marsh - 8:00 A. M. to 4:30 P. M. (see resolutions) 3. On motion of Councilman Balfanz, seconded by Councilman Wohlers a resolution was introduced "Authorizing Stop Sign Locations in the Croixwood Area." (see resolutions) . . . / f 270 November 12. 1974 - continued . NEW BUSINESS 1. On motion of Councilman Balfanz, seconded by Councilman Thompson the Council directed the Planning Commission to work with the Public Safety Department and the State Highway Department regarding the proposed transportation plan for Trunk Highway 212. 2. On motion of Councilman Peterson, seconded by Councilman Balfanz the City Coordinator was instructed to write a letter to Gene Bealka informing him of the fact that the City is not responsible for the bill that was submitted for the spraying of the weeds at Lily Lake since this was done on their own initiative and the City cannot be responsible. 3. On motion of Councilman Peterson, seconded by Councilman Balfanz the Council approved Change Order No. 1 to Local Improvement No. 124 for the paving of Staples Field. Fairmeadows Park, Ramsey Grove Park. 4. Mr. Marshall informed the Council that the City will have to pay the the girls from the City Offices for the overtime worked on the Primary and General Elections according to Federal law in lieu of comp-time which has been given in the past. Stillwater an "Off Sale 3.2 Beer License application ( First reading - residential) UNFINISHED BUSINESS (out of order) On motion of Councilman Balfanz, seconded by Councilman Thompson a resolution was introduced "Awarding the Bid fat' the Three Squad Cars to Erickson Post at a bid price of $10.550.00 including the trade-in of three 1974 Fords." (see resolutions) COMMUNICATIONS From Senator Hubert H. Humphrey and Representative Albert H. Quie in reference to the non-availability of funds for permanent flood control measures for Stillwater. From Stillwater Township regarding their objection to the petition for annexation by A. B. Jackson, etal. CITY COORDINATOR'S REPORT 1. On motion of Councilman Balfanz, seconded by Councilman Peterson the Sewer Separation Assessment for James Nelson, 1315 North Carnelian Street be abated in its entirety since after Mr. Marshall checked same out the water from his property does not drain into the system affected by the assessment. (Property No. 9340-4750) 2. On motion of Councilman Peterson, seconded by Councilman Thompson the Council ordered a topgraphical map for the Schulenberg Park area. 3. Discussion was held regarding an amendment to the Zoning Ordinance which would require a special use permit for moving in a house and the City Attorney was directed to check out other communities on this matter and come back with a recommendation. , . Mr. Marshall reported that the delivery of the two trucks which were ordered in July 1973 have been delayed again and Mr. Kimmel is to write a letter to the Regional Sales Office in reference to this matter. S. On motion of Councilman Peterson. seconded by Councilman Thompson, Wednesday, November 20th at 7:30 was set for a special council meeting to discuss the budget and consider the deferred assessment applications. CONSULTING ENGINEER'S REPORT 1. On motion of councilman Peterson. seconded by Councilman Balfanz tbe engineer was authorized to obtain catch basins to resolve the drainage problem on Croixwood Boulevard. Mr. Elliott reported that the balance of the street work will have to wait until next year, but that all streets that were opened up will have at least a wearing course on them this fall. 3. Mr. Elliott has received the informal quotations on grinder pumps or submersible pumps for the westerly end of the Croixwood Fifth Addition. He will study same and evaluate them and have a recommendation for the next Council meeting. 2. COMMITTEE REPORTS PUBLIC SAFETY 1. On motion of Councilman Peterson, sec..:;aded by Councilman Balfanz a resolution was introduced "Increasing t:,e Pension Plan for the Firemen's Relief Assocation from $400.00 to $500.00 per monthll. (see resolutions). 2. On motion of Councilman Balfanz, seconded by Councilman Peterson the membership for the police Reserve was increased from 15 to 20 members. 3. Mayor Powell stated that at the Public Safety meeting on November 26th the insurance program will be explained to the volunteers and the regulars. 4. On motion of Councilman Peterson, seconded by Councilman Wohlers the membership of the Volunteer Firefighters was increased from 30 co 31. 5. On motion of Councilman Peterson, seconded by Councilman Thompson the Council authorized the attendance of the police secretary at the BCA School. PUBLIC WORKS 1. On motion of councilman Wohlers, seconded by Councilman Balfanz the property owners in the vicinity of Nelson Alley are to be notified regarding "No Parking Signs on this alley, with possible action to be taken at the special meeting on November 20th. Mrs. Robert Benson on poplar Street has complained about the drag racing on poplar Street and the police Department was directed to check more closely on this problem in the future. 2. 3. Mr. Shelton made mention of additional works for his department. ADMINISTRATl'JE No report PARKS AND RECREATION 1. Councilman Balfanz reported on their October meeting - regarding that the fact that the City will not provide additional lighted tennis courts until the School District does something about putting lights on their courts - the Schulenberg skating rink cannot be put into use this year - the City has no funds for the Cherry Knoll Park sign - Mr. Marshall was directed to write a letter to Mrs. Bonse regarding the Mulberry Ravine- Mr. Ralph Ives is preparing a study for the Public Address System for the Arena - they are proposing a sigr on the roof of the Anderson Interiors building directing people to the Arena. . . . / . . r-'.. ( 272 0\ \ .'. November 12, 1974 - continued Request for Council approval to contact Mr. Jim Rodgers regarding the $500 owed by the Lumberjack Committee for the use of the Lily Lake Park. Councilman Balfanz added that the committee in the past four years have had four proposals and three of them have been accomplished and felt that the City and Recreation Committee can be commended for a job well done - it was a well-worth effort. CITY ATTORNEY'S REPORT 1. The hearing on the Sullivan Case was heard at Anoka and the Judge has taken the matter under advisement. 2. Mr. Kimmel asked the Council about accepting petitions for annexation and he was dire=ted to respond that we will accept any annexations from parties who wish to do so and that they follow the normal procedures as in the past. ORDINANCES None RESOLUTIONS On motion of Councilman Peterson. seconded by Councilman Balfanz a resolution was introduced "Directing the Payment of the Bills". The following resolutions were read and on roll call were unanimously adopted: 1. Directing the Payment of the Bills. 2. Awarding the Bid for the Three Police Cars - Erickson Post, Inc. 3. Authorizing the Installation of "NO PARKING" signs on South Sixth between Marsh and Orleans. 4. Authorizi~lg the Inutallation of Stop Signs in the Croixwood Area. 5. Relief Association Pe~sion Plan Increase.
