The Invocation was given by Mr. Marshall. Present: Councilmen Balfanz, Peterson, Thompson, Wohlers and President Powell Absent: None Also p.resent: City Coordinator, Marshall; City Attorney, Kimmel; Superintendent of Public Works. On motion of Councilman Peterson"seconded by Councilman Thompson the Council followed the recommendation of the Public Works Director and ordered the installation of the following street lights: Vicinity of North Third Street and St. Croix Avenue Dead End of East Poplar Street UNFINISHED BUSINESS 1. On motion of Councilman Balfanz, seconded by Councilman Peterson the Council followed the recommendation of the City Coordinator and abated the following assessments on Local Improvment No. 97: ~ PROPERTY NO. Sewer Proj e~t Without in the area Discussion was held regarding the funding of the Northeast since there are no HUD funds available for such a project. such funds the cost of the project for the property owners would be prohibitive. On motion of Councilman Peterson, seconded by Councilman Wohlers the Northeast Sewer Study was ordered filed at this time. NEW BUSINESS 1. On motion of Councilman Peterson, seconded by Councilman Balfanz the Clerk was directed to advertise for bids for three Police Cars, with said bids returnable on Tuesday, November 12, 1974 at 7:30 P. M. 2. On motion of Councilman Balfanz, seconded by Councilman Thompson a resolution was introduced "DESIGNATING THE POLLING PLACES FOR THE NOVEMBER 5TH ELECTION". On motion of Councilman Peterson, seconded by Councilman Thompson this erosion problem was referred to the Director of Public Works and he was instructed to work in conjunction with Stillwater Township in resolving the problem and also to contact the land owner. From Miller R. Weeda. 220 South Fourth Street, thanking the Stillwater Police Department. especially Bruce Klosowsky for the response to his call for the sudden and serious illness of his grand-daughter. From Colonel James C. Crawford, Chief of Minnesota State Patrol thanking Mr. Abrahamson and Officer Robert Bosse for the excellent cooperation in the apprehension of Lester Charles Schiefelbein. From Irven R. Kiesow, 603 South Broadway, regarding the amount of his assessment for sewer separation. Mr. Marshall was instructed to contact him and inform him how this assessment was figured and also the fact that the storm water drainage from the rear of his property drains down onto Highway No. 95 where there are catch basins which had to be separated. From Ruth E. Welander, 415 West Maple Street, complaining about the unfinished portion of her driveway approach. Mr. Shelton is to check out the driveway and make the necessary repairs to same. From R. J. Colombo, 215 North Harriet Street regarding the construction of his driveway and his previous correspondence regarding this work. Mr. Shelton will check into this matter. o From Mrs. Esther Pa1mer, 251 North Second Street, submitting a bill for $50.00 for having her sons remove the debris left on her property by the contractor for Local Improvement No. 109. On motion of Councilman Peterson, seconded by Councilman Thompson the City Coordinator was instructed to forward this bill to Dependable Surfacing Company for payment to. Mrs. Palmer. CITY COORDINATOR'S REPORT 1. Mr. Marshall had a letter on conserving energy which he read to the City Council and the audience. He was instructed to send a copy to NSP and the Chamber of Commerce and copies to the Stillwater Gazette and the St. Paul Dispatch. . :. -"'" 26~ \ · , /. .' I . . -- / I 266 . October 22, 1974 - continued 2. Mr. Marshall presented the three alternatives for re-doing traffic in the downtown area. 1. Using right-of-way of Water Street 2. West of the Railroad tracks and east of Water Street 3. Follow the west line of Lowell Park which possibly could be doubled and used as a flood wall. A copy of this has been sent to the Highway Department and a copy will be giveI~ to the Chamber of Commerce. 3. Mr. Marshall informed the Council that the Budget is almost completed and there should be a meeting next week. 4. Stillwater Township has requested a joint meeting on Wednesday, October 30th at 7:30 P. M. at the Washington County Office Bldg.. with the Municipal Commission and the Metro Council regarding future land use for the area. 5. There will be a League Meeting on October 31st at 6 o'clock. St. Paul Rilto"l Hotel regarding Federal Aid to the Cities. 6. The Bi-Centennial Commission is working on the potential use of the old prison property and he will send a letter to the Minnesota Highway Department for their property in the area. CONSULTING ENGINEER'S REPORT None COMMITTEE REPORTS PUBLIC SAFETY 1. On motion of Councilman Thompson. seconded by Councilman Wohlers a resolution was introduced "EMPLOYING THOMAS LINOFF AS A MEMBER OF THE STILLWATER VOLUNTEER FlRE DEPARTMENT". (see resoIutions) 2. Mr. Abrahamson briefed the Council on the Senior High School parking problems and requested "No Parking" on the West side of South Sixth Street from West Marsh Street to West Orleans. On motion of Councilman Peterson, seconded by Councilman Thompson the City Coordinator was instructed to write to the people on the east side of South Sixth Street from Marsh to Orleans indicating to them that we are considering making the west side of Sixth Street for "No Parking" from 8 A. M. to 4:30 P. M. during the school hours. 3. On motion of Councilman Peterson, seconded by Councilman Balfanz the Council approved the expenditure of $15.00 per man to send four members of the Stillwater Police Department to the Criminal Seminar at the Hudson House. PUBLIC WORKS 1. On motion of Councilmen Peterson, seconded by Councilnan Balfanz. the Director of Public Works was authorized to set up the dates for the City Leaf Pickup and take care of public.J.tion of same. 2. On motion of Councilman Balfanz, seconded by Councilman Peterson the property owners on the East side of County Road No. 5 are to be notified that they can now hookup to City sewer as the lines are in and have been inspected and are ready to go. 3. A discussion was held regarding the portion of Ramsey Street that is platted but un-improved on the Harcey Property on South Greeley Street and Mr. Jack Shelton is to check out the matter with Mr. Harcey.
