The meeting was called to order by President Powell.
Present: Councilmen Balfan4, Petersonm Thompson, Wohlers and
President Powell
Absent: None
Also Present: City Coordinator, Marshall; Deputy City Clerk, Schnell

The following bids were opened at 11:00 A. M. by City Coordinator, Marshall.
Consulting Engineer, Elliott and Deputy City Clerk, Schnell.
The advertisement for bid was published in the Stillwater Evening Gazette.
the official newspaper of the City on August 16. 1974 and in the Construction
Bulletin.

On motion of Councilman Wohlers. seconded by Councilman Peterson a
resolution was introduced "Awarding the Bid for the Construction of
Local Improvement No. 127 - sidewalks and stairs - to the apparent
low bidder, Saxton Cos., Inc., 7900 Xerxes Avenue South. Bloomington,
Minnesota. II (see resolutions).
MAYOR POWELL recommended that the City hire Banister Engineering Company
to do an engineering feasibility study of the one-way 6treet concept for
the downtown area.
On motion of Councilman Peterson, seconded by Councilman Balfanz,
the City Coordinator was authorized to instruct the Banister
Engineering Co. to do a feasibility study on the one-way street
concept for the downtown area at a cost not to exceed $2,500.00
which is to be paid out of the Housing and Redevelopment Fund.
The Council discussed staffing of the Street, Police and Fire Departments - no
action was taken - pending the receipt of the classification study being done by
the League of Minnesota Municipalities.
