REGULAR MEETING The meeting was called to order by President Powell The Invocation was given by Mr. Marshall. On motion of Councilman Balfanz, seconded by Councilman Wohlers. the Clerk made the second reading of an ordinance entitled "AN ORDINANCE ESTABLISHING ELECTION WARDS AND PRECINCTS FOR THE CITY OF STILLWATER" (Ordinance No. 515) The ordinance was read section by section followed by roll call after each section and all members of the Council voted in the affirmative. The chair then put the question, "Shall this ordinance pass?" and on roll call the ordinance was unanimously adopted. 2. Duane Elliott presented to the Council the feasibility study on Local Improvement No. 124 for the streets and utilities for 1974. On motion of Councilman Balfanz. seconded by Councilman Peterson a resolution was introduced "ACCEPTING THE FEASIBILITY REPORT, SETTING DATE FOR THE HEARING ON LOCAL IMPROVEMENT NO. 124 FOR JULY 23, 1974 AT 7:30 P. M.... (see resolutions). 3. Duane Elliott presented the feasibility study for sidewalk construction and removal, repair and reconstruction of certain stairs in the City of Still- water. The sidewalks will be four foot walks and the cost including the removal would be about $5.00 per lineal foot and the added cost for the 12 foot driveway would be $50.00 per driveway. On motion of Councilman Peterson. seconded by Councilman Balfanz a resolution was introduced "ACCEPTING THE FEASIBILITY REPORT AND ORDERING A HEARING FOR LOCAL IMPROVEMENT NO. 127 FOR SIDEWALK CONSTRUCTION AND STAIR REMOVAL AND/OR REPAIR OR RECONSTRUCTION" - hearing date to be July 23, 1974 at 7:30 P. M. (see resolutions). Mr. Marshall explained the stairs will be bonded for under a General Obligation Bond issue. 4. The second reading of an Ordinance "AMENDING ORDINANCE NO. 383, THE ZONING ORD1NANCE, BY PROVIDING FOR THE CONSTRUCTION OF LOW DENS1TY MULTIPLE DWELLINGS" was postponed to a later date. 5. 'e matter or reviewing license and permit fees will be discussed at the neh_ Amninistrative Committee meeting. 6. On motion of Councilman Peterson, seconded by Councilman Balfanz the Council adopted the "SPECIAL ASSESSMENT POLICIES" dated June, 1974. . . \ ' . . t . (June 25, 1974 - continued) ( 196 . 7. Forty percent of the roof drain violators have been removed from the sanitary system and the City is continuing t~ work with these people. Mayor Powell felt that it is reasonabLe for us if they have a serious problem that Jack could ask the Council to look at the isolated case here or there and pursue it further. . 8. Mr. Elliott brought up the matter of infiltration into the system with Maple Island and Lowell Inn with their fish pool. On motion of Councilman Wohlers, seconded by Councilman Peterson the Council authorized the installation of a water or sewage meter at the Maple Island and also direction was given to solve the problem at the Lowell Inn. (all in favor). NEW BUSINESS 1. On motion of Councilman Peterson, seconded by Councilman Balfanz the Mayor's recommendation for the reappointment of Jack Lay to the Board of Water Commissioners effective July I, 1974 was approved. 2. On motion of Councilman Peterson, seconded by Councilman Balfanz a resolution was introduced "Approving the appointment of three Police Reserves - Gary Swanson, Larry Buberl. Larry Sievert". (see resolutions). 3. On motion of Councilman Peterson. seconded by Councilman Balfanz the date of July 9, 1974 at 7: 30 P. M. was set for the public hearing on the Special Use Permit for Kenneth Anderson. 517 South Second Street, for a motorcycle parts and accessory sales shop in a residential area, Case No. 171. APPLICATIONS On motion of Councilman Balfanz, seconded by Councilman Thompson the following Contractor's Licenses were granted: William F. Burnett - B & B Builders 1101 North Second Street, Stillwater Robert Droher Masonry Construction Industrial Park Lane, Box 182 Osceola, Wisconsin 54020 General Renewal Masonry & Brick Work R.enewa1 On motion of Councilman Balfanz, seconded by Councilman Thompson a 3.2 Off Sale Beer License was granted to Thomas McLaughlin, Stillwater Country Boy, 215 North William Street, Stillwater. (Second reading _ renewal) COMMUNICAT10NS From the Pollution Control Agency regarding the dumping of trees in the Schulen- berg Park Area. Washington County will fill in this area when they commence work on the Owen Street Project. CITY COORDINATOR'S REPORT 1. There will be a meeting with the Stillwater Township Board and Oa~ Park Heights regarding orderly annexations at the Stillwater Municipal Building _ tentative date, July 16, 1974 - 7:30 P. M. 2. Mr. Harshall has met with Chuck Swanson on the drainage problem on County Road No.5. 3. The matter of a judgment against the Stillwater Taxi Company was turned over to Mr. Holsten to check out and report back to the Council. 4. Bud Kern has requested a permit to fill in a portion of the pond on Greeley and Highway 212/36. On motion of Councilman Peterson, seconded by Councialman Wohlers that a letter be sent to the DNR requesting information about any hearings regarding such catters. . ~, '- '- ~ r ......' . . . . . . ,--" ,~ - o ~ (June 25, 1974 - continued) 5. On motion of Councilman Peterson, seconded by Councilman Wohlers the City Coordinator was instructed to send a letter of thanks to the Jones- Hauge-Bradshaw Funeral Home for the issuance of the oiephone stickers listing the emergency numbers. CONSULTING ENGINEER 1. Mr. Ell1iott reported that the work on the sewer separation has been completed with the exception of the welding of the gates. The sub- contractors have not been in town for -several weeks but are due to come back shortly to finish their work. He will check out the punch list to make sure that all complaints are taken care of. (The matter of the insurance claims was discussed briefly at this time.) PUBLIC SAFETY COMMITTEE REPORTS 1. On motion of Councilman Peterson. seconded by Councilman Balfanz the Public Safety Director was authorized to purchase five "City Limit" signs. 2. Mr. Abrahamson reported that they had some serious problems at the ABC Apartments on Monday evening. PUBLIC WORKS 1. Mr. Shelton reported that when the bill is received from Mr. Jacobs for the sod work done on Mulberry Street it should be paid as he did take care of the sodding on his property following the street work. 2. The matter of radios for the Street Department was discussed and Motorola will be in town tomorrow and Mr. Abrahamson and Mr. Marshall will talk to them. 3. On motion of Councilman Peterson, seconded by Councilman Wohlers a resolution was introduced "APPROVING THE PERMANENT EMPLOYMENT OF HAROLD KAECK AS A LIGHT EQUIPMENT OPERATOR". (see resolutions) CITY ATTORNEY'S REPORT None PARKS AND RECREATION 1. On motion of Councilman Balfanz, sec0nded by Councilman Wohlers the Council instructed Duane Elliott to prepare a cost estimate for the concrete floor for the Ice Arena returnable at the next meeting so that the City may advertise for bids and proceed with this project. 2. Discussion was held regarding the use of the old Bonse House on South Greeley Street for the Parks Headquarters and storage. ORDINANCES Second Reading - AN ORDINANCE ESTABLISH1NG ELECT10N WARDS AND PRECINCTS FOR THE C1TY OF STILLWATER, ORDINANCE NO. 515 RESOLUTIONS The following resolutions were read and on roll call were unanimously adopted: 1. Accepting the Fe~sibility Report, Ordering the Hearing for Local Improvement No. 124 ~ Streets for 1974. 2.
