INDIVIDUiUS-DBLEGATIONS-PETITIONS
1. This was the day and time for the public hearing on the request of James Becker
for a Special Use Permit to operate a Facricat.ing Company at 402 North Main Street,
Case NO. 164.
The notice of hearing was published on May 8, 1974 in the Stillwater Evening
Gazette, the official newspaper of the City and copies were mailed to all
property owners within 300 feet of the affected property.
The Mayor opened the heari.ng.
JAMES BECKER, JR. explained that they manufacture spray dryer parts for milk
and citrus fruit which are large tanks with air and metal. There is a complete
sprinkler system in this building.
No one appeared opposed to the request.
The Planning commission approved the granting of this Special Use Permit.
The Mayor closed the hearing.
On motion of Councilman Balfanz, seconded by Councilman peterson a
SpeCial Use Permit was granted to James Becker (Dehydration Systems, Inc.)
to operate a Fabricating company at 402 North Main street as recommended
by the Planning Commission.
(This area is zoned Commercial and this business is
considered to be Light Industrial)

2. This was the day and time for the public hearing on the request of MMSBF, Inc.
to construct a 48 unit apartment building on South Greeley street, adjacent to
the Brick Pond, Case No. 162.
The notice of hearing was published on May 10, 1974 in the Stillwater Evening
Gazette. the official newspaper of the City, and due to a staff error notices
were not mailed to all of the property owners wi tl"lin 300 feet of the affected
property.
The Planning Commission recommended that the matter be postponed wntil the first
meeting in June and the Mayor also felt that the hearing should be delayed until
June 11, 1974.
On motion of Councilman Wohlers, seconded by Councilman Thompson the
Council took action to delay the hearing until they have the outcome of
the Planning Commission and notices are mailed to all affected property
owners on this request for the June 11, 1974 meeting.
MA'YOR POWELL said that if the Council so desired Mr. Steindorff could make a
presentation this evening and then have it again on the 11th of June, but FRANK
KERl<HOVE. 1316 South Everett Street felt that they should not make a presentation
this evening and then do it again in two weeks.
3. MISS RElJ'l"IMAN, 315 South Hemlock appeared before the City council regarding the
use of the public tennis courts at the Lily Lake Park. She and her friends had
been asked to leave as they were reserved for the Junior High School every after-
noon, and she felt that if there are reservations that they should be posted.
She had been in contact with some of the COuncil, Mr. Brothen and Mr. Knoche
about this problem.
MRS. VONA 881M, 1219 North First Street. complained about the use of the softball
fields at the park and felt they should be available for the kinds to just play ball
rather than be limited to leagues.
On notion of Councilman peterson, seconded by Councilman Balfanz.
the City Coordinator was instructed to contact Mr. Knoche tomorrow
(May 22) and inform him that the tennis courts will be available up
to 5:00 P. M. and that no one is to be kicked off the courts after
that time. (all in favor)
4. JAMES NELSON. 1315 Carnelian Street, appeared before the Council regarding a pond
of water that he has at his resicence due to a pile of dirt that is in the area
and requested that the Council take a look at it and have it reRDved.
JACK SHELTON agreed that he could have it rerooved and Mr. Nelson is
to contact Mr. Shelton on this matter.
MR. NELSON also asked about the improvement of the street (SycaRDre) or the
possibility of having it vacated if it is not improved and the Council was in
agreement that this street should be added to the list of proposed street
improvements for 1974.
UNFINISHED BUS INESS
1. On motion of Counc~lman peterson, seconded by Councilman Balfanz a
resolution was introduced "ORDERING A FEASIBILITY REPORT FOR THE
FOLLOWING PROPOSED PROJECTS" said report to be returned at the
June 25, 1974 meeting.

On motion of councilman peterson. seconded by councilman Thompson. the
council authorized the rell'Oval of the house at 207 North Third Street
by the apparent low bidder. Junker Landscaping. Stillwater. at a bid
price of $1.500.00 and that this cost be certified against the property
over a two year period.

Discussion was held regarding dipalidated buildings arou~d the City and Mr.
Shelton was directed to compile a list of said buildings so that notices
maybe sent out to have them either repaired or torn down.

NE.W BUSINESS
1. On motion of councilman Peterson, seconded by COU9cilman Balfanz the
following Escrow was approved:
purchased: $9,000 U. S. Treasury Bills due 10/31/74
Rate 8.50%
2. On motion of Councilman peterson, seconded by councilman Thompson the
Stillwater Lodge No. 179, B.P.O.E. were authorized to use the River
parking Lot (south end) for the parking of campers on Saturday, August 3rd
for the Metropolitan District Jubilee Cruise on the St. Croix.

On motion of Councilman Balfanz, seconded by Councilman Wohlers the
council authorized the issuance of a Change Order for the black topping
of the garage ana. dog pound area alld the short extension of Orleans
Street just west of South Greeley Street and the quantity not to exceea.

From Ed Linner regarding the stone wall in front of his motherls house at 519
North Second Street. Stillwater.
The City Attorney was directed to contact Mr. Linner on this matter
to determine who is responsible for the collapse of this wall - the city
or the Contractor.

From Mrs. Henry Hansen, 128 South Holcombe Street requesting the reIOOval of
cars on her street.
(The police Department has checked this out and in the meantime
the cars were removed)
From James Jacobs, 503 West Mulberry street requesting pay[~nt for sod work
on his property following construction last year which he put in.
Jack Shelton was directed to contact these people and figure out
what should be done..
From Mr. & Mrs. John pominville, 1517 West Pine Street resubmitting their
bill for $44.00 for damage caused to their basement on september 30, 1973
from sewage from the Brick Street Lift Station.
In checking with the insurance company Mr.. Marshall found out
that they had signed off a waiver settlement and the insurance
companz paid the claim in full.
On motion of Councilman Wohlers. seconded by Councilman Peterson the
City Coordinator was instructed to inform the pominville's about the
settlement when the waiver statement is received from the insurance company.
THE MAYOR DECLARED A RECESS FROM 8:30 to 8:45 P. M.
CITY COORDINATOR' S REPORT
1. Discussion was held regarding dog complaints - in the last two months the
Police Department has picked up 37 dogs (21 sent to Afton. 14 returned to
the owners).
BOB PETERS. 720 N. Fifth Street was in favor of a leash law and he
recommended that the City work with the attorney's office and the
Police Department.
MR. ABRAHAMSON felt that the problem will be taken care of with the new
man and the new vehicle which they now have for this purpose.
MRS. VONA SEIM voiced her opinion about dogs that run at large and in
packs.
DWAYNE NELSON. South Second Street. also complained about people who
walked their dogs and were allowed to stop on private property.
MARTIH HANSEN. 402 North Second Street. felt that the license fee for
both male and female neutered dogs should be the same price.
It was concluQed that it is a matter of educating the people as to the
requirements of the Ordinance and its meaning.
