1. On motion of Councilman peterson, seconded by Councilman Balfanz the City
Coordinator and the City Attorney were instructed. to riite a letter to the
property owners of 207 Borth Third Street and instruct them to either board
up or tear down this house i.mmBdiately.

The matter of the broken storm sewer drain on the Gene sealka property was
discussed.
On motion of councilman Balfanz. seconded by Councilman Wohlers. Duane
Blliott was directed to check out this problem and bring a recommendation.
2. On motion of councilman pet.erson. seconded by Councilman Balfanz that the Cit~.
enter into an agreement with Mr. William A. Westphal for the land condemnation
in the amount of $5.000.00.
3. Mr. Marshall presented to the Council the possibility of planning Services
with Washington County at $100.00 per month on a six month trial basis.
He was directed to contact Mr. Schwab to see if the City could
do this on an ad hoc basis.

4. On motion of councilman Balfanz, seconded by Councilman Peterson the
Council granted permission that the city would issue purchase orders
for items that will be needed by the Bi-centennial Commission and to
be approved by the city Coordinator.
THE MAYOR DECLARED A RECESS FROM 8:35 TO 8.45 P. M.
s. On motion of councilman Balfanz, seconded by Councilman Peterson a
resolution was introduced "EMPLOYING LARRY DAUFFENBACH AS A POLICE
OFFICER" on a six months probationary period. (see resolutions).

On motion of Councilman Balfanz, seconded by councilman Peterson a
resolution was introduced "EMPLOYING GLENN HANSON AS A COMMUNITY
SERVICE OFFICER" on a six month probationary period. (see resolutions).
7. The following proposed increases in the garbage rates was presented to
the City Council:

On motion of Councilman Thompson, seconded by Councilman Wohlers
the Clerk made the first reading by title of an ordinance entitled-
-AN ORDINANCE AMENDING ORDINANCE NO. 426 OF THE crn OF STILUfATER
REIATING TO FEES FOR GARBAGE AND RUBBISH COLLEC:~ION IN THE CITY OF
STILLWATER" and negotiate a new contract with John Junker (see
ordinances)

On QDtion of councilman Peterson, seconCled by Councilman Balfanz a
resolution was introduced "AWARDING THE CONTRACT FOR THE POWER HOIST FOR
TBB CITY GARAGE TO NORTHWEST SERVICE STATION EQUIPMEN'l' CO., MINNEAPOLIS,
MXNNESOTA AT THE QUOTED PRICB OF $4,900.00" (see resolutions).

On motion of Councilman Peterson, seconded by Councilman Wohlers the Director
of Public works was instructed to contact Peter Miller informing hLa that he
must complete the patch work at 717 West Maple Street IlBd make payment of his
bill to the Board of Water Commmssioners in the aroount of $14.50 before his bond
can be approved.
On motion of councilman Peterson, seconded by councilman Balfanz an Operator's
License, Amusement Machine and Music Machine Licenses were granted to John Farkas,
5100 Chowen Avenue, Minneapolis. (new)

On mtion of councilman peterson, seconded by councilman Thompson, a Regular
and Sunday On Sale Liquor License transfer was approved for Jerry Bildstein
for Jerry.s Pub., Inc., 106 South Main and 231 East Myrtle Street, stillwater.
COMMUNICATIONS
From F. A. Hamm, 1505 Rorth second Street regarding his bill for thawing services
due to the BOard of Water Conunissioners. (no action)
From W. R. Miller. Independent School District No. 834 thanking Stanley Larson
for his help in obtaining and setting up the automatic voting machines for the
elections at the stillwater Senior High school.
From John R. O'Brien requesting that the fly ash be rermved from the city streets
so tha. t he could r ide his new bike.
From ftOW'ard Jiran, Independent school District No. 834 thanking Robert Barthel,
Jr. for his help at the Oakland JUnior High school in demonstrating Resuscitation
Annie to the swimming staff, and students.
CITY COORDIHATOR I S REPORT
1. Mr. Marshall asked the council to make their reservations for the League
convention with him..
2. Mr. Marshall distributed to the City council a feasibility study f~r the
proposed utilities improvement for Croixwood No. and 6, Cochrane's Long Lake
Addition and the area to the north (Local Improvement Wo. 120).
On motion of councilman Balfanz, seconded by Councilman
Wohlers a resolution was introduced "ACCEPTING THE FEASIBILITY
REPORT AND ORDERING A HEARING, LOCAL IMPROVEMENT NO. 120.
(see resolutions).

Mr. Marshall also distributed the audit reports for 1973 and he will meet
with the council and DeLaHUnt alld go overthis report at some future date.
4.
Discussion was held regarding the use of the beach property in st. Joseph
Township and the maintenance of same.
The recreation Department was directed to take care of putting
some type of dump box there for the refuse.

1. On motion of councilman Peterson. seconded by councilman Wohlers the date
for 'Che city wide pickup of leaves and tree trimmings was left up to the
Director of Public works and he was to inform the press and the radio station
as to these dates.

2. On rrotion of councilman Peterson, seconded by Councilman Wohlers the
council authorized the expenditure of uQ to $150.00 for the repair of
the wall at the Violet Rock property on West Myrtle street.
