The meeting was called to order by President Powell

1. G\RY LAIDIG, of the Stillwater Jaycees, Gerald Borson and two Volunteens
appeared before the Council with a Proclamation for Honey sunday which is
to xaise $15,000.00 to winterize the facilities for camp Friendship.
The Mayor signed the proclamations and Mr. seitz from the
Stillwater Gazette photographed the'si9ni~g.
UNFINI~ BUSINESS
1. Discussion was held regarding the Northeast Sewer Study which had been
distributed to the Council at an earlier meeting.
Mr. Elliott said he had discupsed the report briefly with Mr.
Doherty and he said septic tank problems are low priority
items for outside funding, but because of the st. Croix River,
it could be a greater priority. The Staff at the Metro Sewer
Board does feel that the City of Stillwater does have a valid
request.
On motion of Councilman Thompson, seconded by Councilman
Peterson, the City Coordinator and the City Engineer were in-
stru$d to meet with the Metro Sewer Board Staff and their members
explaining the situation and the need for relief of some source on
this project. (all in favor)
2. On motion of Councilman Peterson, seconded by Councilman Balfanz the Sick
Leave and Severance Pay for the Non-union employees of the City are to
changed to conform with those in the Union Agreements with a Severance
pay maximum of twenty weeks.

The matter of hospitalization for employees and their spouses
with less than 15 years of service will be held for a decision
at a later date after Mr. Marshall has had a chance to check out
the possibilities of a cheaper coverage for these employees.
On motion of Councilman Peterson, seconded by Ccuncilman
Wohlers the Council approved the change in mileage allowancE! from
lO~ per mile to 14~ per mile.

NEW BUSINESS

On motion of councilman Thompson, seconded by Councilman Peterson a
resolution was introduced "DIRECTING THE PAYMENT OF THE BILLS". (see
resolutions) .

On motion of councilman Balfanz, seconded by Councilman Thompson a
resolution was introduced "EMPLOYING THE LIFEGUARDS". (see resolutions).
3. On motion of councilman Peterson, seconded by Counciln.an Balfanz the
council authorii:ed the installation of a "SLOW, CHILDREN PlAYING" sign
on South Broadway.
4. On motion of councilman Peterson, seconded by Councilman Wohlers the City
Attorney and the City Coordinator were direeted to contact the Muller Boat
works and present the lease to them and eheck out the ownership of the
property in that area.

City Attorney was instruced to negotiate a lease with the railrd~d for
the River parkiPJ Lot.

6. On motion of councilman Peterson, seconded by couneilman Balfanz the Clerk
made the first reading by title of an ordinance entitled "AN ORDINANCE
ESTABLISHING WARD AND PRECINCT BOUNDARIES" (Establishing a Fourth 'wn\rd and
an Absentee Voter Precinct). (see ordinances)
7. On 11Dtion of Councilman Balfanz, seconded by councilman Wohlers the Cler.k
made the first reading by title of an ordinance entitled "AN ORDINANCE
AMENDING ORDINANCE NO. 368, ESTABLISHING SEWER SERVICE CHARGES" BY REVISING
THE RATE STRUCTURE" (see ordinance)

made the first reading by title of an ordinance entitled "AN ORDINANCE

a retaining wall separating 301 and 315 West Myrtle street.
On IIDtion of Councilman peterson, seconded by councilman Wohlers
the matter of the retaining wall at 301 West Myrtle street was
referred to Jack Shelton ahd he is to report back at the next regular
Council meeting.
Prom Mr. & Mr8. G. T. Beall, 105 Lakeside Drive expressing apprecation for the
positive action regarding the sewage problem in their area.

1.
On motion of Councilman wohlers. seconded by councilman Balfanz the new
draft of the Sign Ordinance was referred back to the Planning Commis8ion
for their further study and recommendations. (Councilman Thompson
opposed)
THE MAYOR DECLlUlED A RECESS FROM 8.35 ro 8.45 P. M.
2.
On IIDtion of Councilman Peterson. seconded by councilman Thompson a public
hearing was scheduled for May 7. 1974 at 7:30 P. M. on the Cable T. V.
ordinance .
3. The Louis GaJafalia termination was deferred until the state Law can be
checked out on this matter.
4. On motion of Councilman Peterson, seconded by councilman Balfanz the 500
per table rental charge on picnic tables for the City parkS was removed.
5. Discussion was held regarding the pigeon problem in the downtown area with
three possible solutions - shooting. trapping or poison bait and this
matter will be brought up again next fall.

Mr. Marshall stated the sweepers will be in town this week to take off
the fly ash.

On IlOtion of councilman Peterson, seconded by Councilman Balfanz the
council agreed to supply the paint for the painting of Engine No. 328 by
St. Mary's Scout Troop #125.

On JrDtion of Councilman Peterson, seconded by Councilman Balfanz, the City
Attorney was directed to write the owners of the home at 1372 South Greeley
street (MMSBF, Inc.) and the Tennant home at 702 West Maple Street and indicate
to them that it has been called to their attention that there is a potential
problem and that this would be taken care of before there are serious problems
involved - reconmend that they close up the homes or repair them.

9. Mr. Marshall informed the Council that the Metro League has available to
them legislation sessions and he was directed to setup a date for such a
meeting on these matters.

CONSULTING EHGIURlm' S REPORT
1. Mr. Blliott reported on the feasibility report for the utilities for
croixwood Fifth and Sixth Additions and the cochrane's Addition and
surrounding areas.
He stated that the lift station should be located in Mid oaks
Avenue in Cochrane"s Addition to serve the whole area and have capacity
to serve the area to the North of croixwood No.5, and North of Inter-
lachen Drive which is now in the ToWnship, (20 or 30 lots). The cost
of the 11ft station is estimated at $48,642 and there are the following
lots which can be served:

There are five lots on the east side of county Road No. 5 which need to be
sArvad and then there are two homes in the Township. The estimate would be
$23.75 per front foot for five units in the City. (Total estimate $36,580).
On motion of Councilman Peterson, seconded by councilman
Balfanz a resolution was introduced "Changing the hearing
date from April 23 to May 7th for L. I. No. 120". (see
resolutions)
2. councilman Peterson, asked when Orfie would be back in town and Mr. Elliott
reported that they are to come to town this week to start work on some of the
manholes and that they should begin other work about the middle of May.
3. Sidewalk quotes will be taken as soon as a survey can be made of sidewalks
abutting County and School property and any other requests which we hava
received along with work on the stairs - Laurel, East Willard, Chestnut
Street and Martha Street.

PUBLIC SAFETY
COMMITTEE REPORTS
1. On motion of Councilman Peterson, seconded by Councilman Wohlers the
Council authorized the installation of a 15 minute parking sign at
the southwest corner of Main and Chestnut Street.

On motion of Councilman Peterson. seconded by Councilman Balfanz
a resolution was introduced "ALLOWING THE CIVIL DEFENSE DlREC'J'OR AND
HIS 'l'EAM. TO COME IN AND APPRAISE OUR FACILITIES". (see resolutions)
Mr. Abrahamson said the COmmittee approved the Recall System for the
Public Safety Department which will cost $8,400, and Mr. Marshall
will have to check out the budget to see if there are funds available
at this time to take care of this.
The Public Safety party will be May 4, 1974 from 8:00 P. M. to 1:00 A. M.
with live music at the Elks Club and the cost will be $18.00 per couple.
At this time they will honor Investigator Gedatus on his retirement and
will invite he and his wife as their guests for that evening.

COuncil authorized the repurchase of the sweeper which was traded in
on the new one.

1. On Dltion of Councilman Balfanz. seconded by Councilman Wohlers the City
Coordinator was instructed to inform the Class of 1969 that they may hold
their reunion at the arena and that they have been granted a setup permit
for said party and that they will be notified of the rental charges by the
Recreation Commission a
