REGULAR MEETING
The meeting was called to order by President Powell.
The Invocation was given by Mr. Marshall.
The council observed thirty seconds of silence in memory of Edward Carlson.

on motion of Councilman peterson. seconded by Councilman Balfanz. the request
of Northern States power Co. for a 15% increase in electrical rates and a 6%
increase in gas rates be referred to the Acministrative committee to be studied
and a recommendation be made to the City Council at a later date.
UNFINISHED BUSINESS
1.
On motion of councilman Balfanz. seconded by Councilman Thompson, the
Mayor and the City coordinator were authorized to enter into an agreement
with NSP for the underground utilities to serve the lift station in the
Croixwood, Fourth Addition.
NEW BUSINESS
1. ~~ motion of Councilman Th~mpson, seconded by councilman Balfanz, the City
Coordinator was authorized to sign the Non-Waiver Agreement with the Home
Insurance company regarding the claim filed ugainst the City by Paul Glaser
Service stat ion.

possibility of purchasing the steam locomotive on display in Lowell Park.
The City Coordinator was directed to send a copy of this
letter to the or~anization that was instrumental in bringing
this locomotive to Stillwater.

From Donald G. Hovland, principal of the Stillwater Junior High school. express-
ing appreciation to the Stillwater police Department in general and specifically
Sg~. Dave Knefelkamp for the outstanding job done in solving the break-ins at
the school. (no action).
From F. A. Hamm to the Board of water Commissioners regarding his bill for thaw-
ing services on his water service. (no action)
From the Metro Council regarding the Grant for the Comprehensive Plan. (no

CITY COORDINATOR' S REPORT
1. The Chamber of Conunerce Annual Dinner will be held on Tuesday night.
January 29th at Henne's in HOulton and the council is invited.

Mr. Marshall informed the Council that they should plan on a joint meeting
with the Planning Commission regarding pOtential land acquisi~ion. lot size
variances. etc.

Mayor powell suggested that the Planning Commission make a
list of the things they would like to talk about and also
the city Coordinator and the council make a list and these
lists should be studied before such a dual meeting is called.
CONSULTING ENGINEER I S REPORT
1.
Mr. Elliott has the final estimate from Pederson Bros. on Local Improvement
No. 108 for $5.724.99 and there were some doubts as to whether or not the
work was completed and Mr. Shelton and Ml". Elliott will Lheck this out and
come back at the next meeting with a new billing if there is some work that
has to be done before this job 1$ finalized.

area was completed on this dnte and that they are checking the residential

areas. He will furnish the City with all the forms indicating those
with problems and those without. Letters will go out to those in violation
along with a copy of the report, and telling them of the deadline date
to disconnect which is May 31, 1974. In the meantime there should be
news stories in the papers that the survey is completed and alerting
them to the deadline set for this work to be completed.
Mr. Elliott read portions of a letter from the Metro Sewer Board regarding
the dealing off of all of the fifth and final gate on the downtown lift
station.
On motion of Councilman peterson, seconded by Councilman
Balfanz, Mr. Elliott was directed to meet with the PCA
regarding the closing of the fifth gate.
3.
Mr. Elliott reported on the possibility of standby power for the lift
stations and Rudis participation in this expense.
4. Mr. Elliott reported that there is no change in the sewer problem on
County Road No.. 5 in the Croixwood area - there is the matter of a
permit from D. N.. R. There is a responsibility with the City, with
the County. and with Orrin Thompson. and as long as everything operates
satisfactorily. the water will drain off.
5. Mr. Elliott reported that he is about finished with the feasibility
study on a permanent dike along the St. Croix River. He will get
copies of this report to the City Coordinator. the Planning Commission.
the Chamber of Commerce. and Stillwater Township.
6.. Mr.. Elliott reported that they are working on the water level of Lily
Lake..
7.
The feasibility study for the extension of a sewer main and lines to the
North of Stillwater is progressing and this should ultimately help the
solution of the sewer problems on Lakeside Terrace..
COMMITTEE REPORTS
PUBLIC SAFETY
1.. Mr. Abrahamson requested that something be done about the old Schmidt
building next to the Auditorium Theater as the kids have been making
use of this building...'
2. Mr. Abrahamson reported that we do have V~C1OUs dogs in Stillwater as
was indicated in the press and that the Police Department has destroyed
three dogs this past week..
PUBLIC WORKS
1. Mr. Shelton reported on the Ivan weiss septic tank problem on Lakeside
Terrace. Mr. Weiss stated that he had it pumped on the 16th and it
overflowed on the 19th. 20th and 22nd. Mr. Weiss would like an oppor-
tunity to talk to the Council about his prOblem and plans to attend the
February 12th meeting. Mr.. Shelton and Mr.. Seefert will discuss the
problem with Mr.. Weiss prior to this meeting and get all the facts on the
matter.
2. Mr. Shelton reported that NSP is checking out with a monitoring system
for the possibility of any gas leaks between the mains and the connections
to the home s.

3.
The Sealcoating District No. 2 is ready for presentation to the council
as soon as Mr. Shelton and Mr. Elliott can meet regarding the type of
oil to be used for this work.
ADMINISTRATIVE
No Report
PARI<S AND RECREATION
1. They considered the possible uses for the arena floor for June, July and
August.
2. They requested that the Bernu Construction submit a new layout for the
proposed apartment building on south Greeley Street.
CrfY ATTORNEY' S REPORT
MR. KD1MEL reported that the appeal from Stillwater ToWnship would not go
back to the District court before spring.
