REGULAR MEETING The msetinq was called to order by President Powell The Invocation was given by Mr. MarshalL Present: councilmen Balfanz, peterson, Thompson, Wohlers and President Powell Absent: lIOn. TED COX appeared before the Council and distributed copies of the proposal and services of the League of Minnesota Municipalities for personnel surveys and pay studies. This study will take about three nonths to complete and the approximate cost for 45 employees will be $750.00. The IPA will subsidize this program up to 50% of the total cost. The cost of such a survey done by a private firlll would be about $5,.000.00. On ..,tion of councilman Peterson,. seconded by Councilman wohlers a resolution was introduced authorizing the City Coordinator and the Mayar to enter into an agreement with the League of Minnesota Municipalities to make a personnel survey in the City of Stillwater at an estimated cost'.of $750.00. (see resolutions) 2. A claim for damages from Harold D. Kim.-l. Roger Peterson. and Leighton Johnston to an electric water heater located in property owned by said parties, resulting from construction work done by Orfie construction was ordered to be sent to the insurance carriers. 3. ORRIN TJl)MPSON AND CHUCK WINDEN appeared before the council with the plat of Croixwood Sixth Addition for council approval. The Council viewed this plat and asked several questions regarding the sizes of the lots and area requirements and all are in excess of the 10.000 square feet and one is 21.000 square feet. TWO of the lots are not the required depth but they are the required overall area. (see resolutions) 4. CITIZENS living on West Linden were present regarding the installation of the MNo parking between Signs. which were to be posted on the south side of Linden Street west of North FOurth Street. They were informed that the signs have been ordered and there is a delay in delivery and they will be installed as soon as they arrive. On motion o:E Councilman Peterson, seconded by Councilman Balfanz a rl3isolution was introduced "Authorizing the Installation of UNO PARKING BETWEEN SIGHS. signs on the south side of Linden Street west of North Fourth Street," east of 2~7 West Linden Street easterly to the first and only telephone pole on that side of the street. On motion of Councilman Peterson, seconded by Councilman Wohler.s the Clerk was directed to advertise for bids for Official Advertising for 1974, said bids to be returnable Thursday, December 27; 1973 at 2:00 P. M. 3. On motion of Councilman Peterson, seconded by Councilman Balfanz the City Coordinator was authorized to negotiate for the supply and price of fuel oil for the municipal buildings for the year 1974. . r- . r- , ,- ,.j, . On motion of Councilman Peterson, seconded by Councilman Wohlers a resolution was in':roduced "Authorizing the Installation of a Stop Sign at the Intersection of North Fourth Street and West Mulberry" with Mulberry Street being the stop street. (This is to include the east side which is the access to the parking lot for the Public Library) .. (see resolutions) . 5. On IfDtion of Councilman Thompson, seconded by Councilman Peterson a resolution was introducec "Transferring Funds from the Arena Bond Fund to the Arena Revenue Fund".. (see resolutions). 6. On flK)tion of Councilman Balfanz, seconded by Councilman wohlers a resolution was introduced "Employing Don Person as a Light Equipment Operator" effective January 7, 1974. (See resolutions - see Public Works Report for a change in this resolution) . '""'\ 7. On IfDtion of Councilman Peterson, seconded by Councilman Balfanz the Council approved the suspension of Louis Garavalia, Jr. as a Volunteer Firellllln and the City Coordinator was inatr.ucted to notify him that the Council is initiating proceedings for dismissal and inform him of his rights for appeal. 8.. On motion of Councilman Balfanz, seconded by councilman Wohlers the Council authorized the closing of the City offices for MOnday, Depember 24th and Monday, December 31, 1973. 9. On motion of Councilman Balfanz, seconded by Councilman Thompson a resolution was introduced "Directing the payment of the 8ills". (see resolutions). (December 11. 1973 - continued) COMMUNICATIONS From Mr. & Mrs. John pominville, 1517 West Pine Street, Stillwater regarding the remaining $44.00 on their claim for sewage damages. (Mr. Marshall has contacted McGarry-Kearney Insurance Agency regarding this matter) From Independent School District No. 834 regarding the modifications necessary to divert roof water at the Stillwater Junior High School and washington Elementary School. Discussion followed regarding these roof drains, the drains in the downtown area and the residential area. On motion of councilman Peterson, seconded by Councilman Balfanz the city Engineer, the pub~ic works Director, the city coordinator and the City Attorney were authorized and directed to sit down and come up with a recommendation what to do to close these drains off the system and report back at the meeting on December 27th. THE MAyOR J>ECIARIlII A RECESS FROM 8.40 ro 8.50 P. M. CITY COORDINATOR'S REPORT 1. The matter of the appointment of a Local Fuel Coordinator for the City of Stillwater will be taken up at the meeting on December 27th and Dean Charlsen will appear in reference to this matter. 2. On motion of Councilman Peterson. seconded by councilman Balfanz the Clerk made the first reading of an ordinance by title entitled "AN ORDINANCE AMENDING ORDINANCE NO. 368. ESTABLISHING SEWER SERVICE CHARGES. BY PROVIDING FOR THE REMOVAL OF THE SLIDING SCALE PROVISION". (see Ordinances) 3. Discussion was held about water main feasibility study for the Dutchtown Area which could be done along with the sewer study now being done by Banister's. The Council felt at this time that this was not advisable and did not order such a study. CONSULTING ENGINEER'S REpORT 1. Mr. Elliott reported there will be a meeting on January 9. 1974 regarding the sewer systems for washington county with plan B Which would ultimately terminate the Stillwater plant and a new plant be built at cottage Grove - the Stillwater Plant would continue to serve the area until 1990. The plant would be upgraded for tertiary treatment in 1980. plan A would utilize the Stillwater plant for a longer period of time. Their aim is to get all the plants off the St CroiX River 2. Discussion was held about controlling the level of Lily Lake and also increasing the level of MCKusick Lake. COMMITTEE REPORTS ADMINISTRATIVE 1. Mayor powell plans to call a special meeting with the city council. the City Coordinator and the Firemen. . r- . r \.t '- . . . . t .. . ~ , (December II, 1973 - continued) 2. MAYOR POWELL announced that there would be a meeting at 7:30 P. M. December 26th of the City Council for salary review of the salaried employees and at the same time have what information might be necessary to discuss an extra man for the Fire Department. He requested that the City Coordinator gather all this pertinent information and also contact the League for some information on Fire Departments. PUBLIC SAFETY 1. There will be a meeting with Motorola regarding the alert system to get some cost figures on this system. The City Coordinator is to schedule such a meeting with Motorola. .""' 2. The specifications are ready for the new Fire Engine to replace No.5. The delivery date would be from 18 t" 24 months. On motion of Councilman Peterson, seconded by Councilman Balfanz the Clerk was directed to advertise for bids for the new Fire Engine. said bids to be returnable at 7:30 P. M., Tuesday, February 12, 1974. PARKS AND RECREATION 1. Councilman Balfanz presented to the Council a report on the donation of the Andersen Foumation of a portable floor to the City of Stillwater. This would be used at the arena for various uses. There would be the matter of having Choc Junker moving it to Stillwater from Albert Lea and the storage of same while it is not in use during th~ skating season. Considerable discussion followed and it was felt there was not enough information about this to accept same at this time - such as the COB t of moving, the cost of storing, and as to whether or not there could be humidity damage to this floor due to the construction of the building, It was felt that the matter of the humidity damage shoull be checked out with Mr. Hertenstein. Joyce Schmidt spoke in favor of the proposed project and also Mrs. Craig Hoffbeck (member of the Recreation Commission). The Recreation Commission had accepted this gift at their special meeting on November 29, 1973. subject to Couneil approval. The question was raised about the east of a cement .-loar for the arena and it was estimated to be about $50.000~OO now - it could have been done at the time of the original construction for about $209000.00. \__J Mr. Blekum, and Choc Junker were directed to make a trip to Albert Lea to look at this floor and also to take along Mr. Hertenstein and report back to the Council. PUBLIC WORKS 1. On motion of Councilman peterson. seconded by Councilman Balfa~z the resolution employing Donald Person in the public Works Department was rescinded and a new resolution was introduced "Employing Harold J. Kaeck for this position". (Mr. Person phoned Mr. Shelton this evening that he had changed his mind about accepting the position). (see resolutions). . 101 \ . . \.' .. . . . . i 102 .
