The Invocation was given by Mr. Marshall. Present: Councilmen Balfanz, Peterson. Thompson. Wohlers and president powell Absent: None Also present; City coordinator, Marshall, City Attorney, KiDllD81: Superinten- dent of Public works, Shelton: public Safety Director, AbrahalllSOn: Director of parks and Recreation. Charles Frederickson, Dave Gust, and Norbert Riepe IND:rvmUALS-DELEGATIOHS-PETITIONS 1. MR. ROD IIJBSON, 1329 Sec::ond Avenue South appeared before the Council regarding an erosion problem near his property since the improvell8nt of the streets in bis area. MR. SHELTON stated to alleviate the problem will neceasitate the use of a culvert to drain onto State property. On motion of Councilman Balfanz, seconded by councilman Peterson the City Engineer was directed to cheek out the problem and report back at a convenient time. 2. On motion of Councilman PetersoD, seconded by CouncillM.n Balfanz the continued public hearing for the special use permit for Victor Gozzi was continued for two weeks and Mr. Gozzi is to be contacted to appear at the next meeting with some additional information. (Mr. Gozzi was not preGent at this meeting to testify on his case) . 3. CHUCK FREDERICKSON, 1502 MCKusick Lane appeared before the Council in xeference to the progress report on the MCKusick Lake problem and asked about the possibility of opening up the East end of the Lake. MR. KIMMEL stated that there are too many legal problems with drainage which goes in the opposite direction. MR. MARSHALL was directed to contact Lake Management, Inc. regarding the study of MCKusick Lake which was ordered about six weeks ago. . . ('- \.' '- . '- . . . ,r"\ 1. 2. fieit ... 3. 4. DAVE GUST, 301 Edgewood Avenue appeared before the council again regarding the drainage flow in Croixwood in that the grading was done but the sod has not been finished. Mi. SHELTON said the overflow will be minimal which is a regular drain off and there should be no water standing there for the time being and that the banks will be sodded and that the bottom will be taken care of. MR. NORBERT RIEPE. 302 Edgewood Avenue stated that there is a creek all around his property and he wondered if this area is to be sodded. MAYOR POWELL said that parts of this area abut on park land that this creek would be a dividing between the homes and this area. He asked that Mr. Shelton watch these improvements and see that it is done to the city's specifications and see that it is done right. MR. ELLIOTT stated that when County Road 5 is completed then the City should take a hard look at the design of the ditches and that they be done to the City's specifications if they are not done by Orrin Thompson. on motion of Councilman peterson. seconded by Councilman Balfanz. the Director of public works and the consulting Engineer were directed to stay on top of these ditches and get them done this year. UNFINISHED BUSINESS None NEW BUSINESS On motion of Councilman Peterson. seconded by councilman wohlers a resolution was introduced "ADOPTING THE 1974 TAX LEVYI'. (See resolutions). On motion of councilman Peterson. seconded by Councilman Balfanz a resolution was introduced NREDUCING CERTAIN PRESCRIBED TAX LEVIESN. (see resolutions) On motion of Councilman Peterson. seconded by Councilman Balfanz a resolution was introduced "ADOPTING THE 1974 BUDGET". (see resolutions). On motion of Councilman Balfanz. seconded by Councilman Thompson thedate of November 20. 1973 at 7:30 P. M. was set for the public hearing for the Croixwood Fifth and Sixth Additions to the City of Stillwater. On motion of Councilman Peterson. seconded by Councilman Balfanz the dates for the Fall Pickup is to be left to the discretion of the public Works Committee and that the dates should be put in the Gazette and on the radio. 6. On motion of Councilman Peterson. seconded by councilman Wohlers a resolution was introduced "HIRING HOWARD LINDAHL AS A VOLUNTEER FIREMAN". (see resolutions) 7. On motion of Councilman Balfanz. seconded by Councilman Peterson a resolution was introduced "ACCEPTING JAMES STEVENSEN AS A PERMANENT EMPLOYEE - FIRE DEPARTMENT". M. was set for the public hearing on the special use permit for The Harbor (Glenn Wendorf) for a Liquor License in a Residential Zone. From Bana N. Schuster regarding the otto Schuster home at 104 West St. croix Avenue. (no action) crrY COORDINATOR'S REPORT 1. The council will meet with Mr. John McCarten on october 30. 1913 at 7:00 P. M. regarding the cable Tv Franchise. 2. The Council will meet at some future date with Mr. Henry Denecke as director of the city Band after some contacts have been made with the local high school music department. THE MYOR DECLARED A RECESS FROM 8:30 to 8:40 P. M. 3. on motion of councilman peterson. seconded by councilman Wohlers the city coordinator was authorized to advertise for applicants for a replacement for Dan Thomas in the sewer Department. There is a problem with the Uehling property draining on to Park view which is a problem between Stillwater Township and the City of Stillwater. The City Coordinator will contact the County Building Inspector regarding this problem. ~ , 2. Mr. Elliott stated that he would like to take the catch basins off the combined lYstem on owen street at the end of Laurel Street and drain them into McKusick Lake - 7 catch bans involved at an estimated cost of $7,127.00. There is a possibility that there would be no cost to the c~ because of Bud and the 5% Contingency which needs to be confirmed. ltt I ,,,",,, On motion of Councilman Balfanz, seconded by Councilman Wohlers the City's Engineer was authorized to proceed with a change Order to the contractor subject to County approval am BUd approval. ~ ~ ~ ~ f ! 3. Mr. Elliott reported on the combined drainage of the Tennis Court at the Junior High School and the cost of this woi:k would be about $13,000.00. He requested a Change Order to Orfei to connect into the storm drain at olive Street. On motion of councilman Peterson, seconded by Councilman Balfanz the City Attorney and the Consulting Engineer should appear at the School Board meeting on Thursday, october 25th about this matter and report back on Tuesday, cctober 30 at the special meeting. r 4. Mr. Elliott reported on a drainage problem of a storm sewer that terminates at the intersection of Third and st. Croix which was requested by the Gol~ Course. The proposed cost would be $4,800.00. The council took no action on the matter as they felt it was all on private property and, therefore, was not a City problem. 5. Mr. Elliott reported that Mr. Dean Charlsen haa requested that the boulevard trees be removed in front of his home on South Sixth Street prior to the replacement or repair of his sidewalk. The Council said they would take care of the trees by sawing the roots and repair the sidewalk but could not remove the trees as a part of this project. - 6. The matter of the standby power for the lift stations will be considered at the special meeting on Tuesday, October 30th. \..) The matter of roof drains is being taken care of and notices will be sent to all parties in violation. 7. COMMITTEE REPORTS PUBLIC SAFETX 1. Chief Abrahamson reported that th. Mr. Blekum reported that they have been having refrigeration problems at the Ice Arena and that there will be bills coming through for about $2,000.00 for the replacement parts.
