REGULAR MEETING
The meeting was called to order by president powell.
The Invocation was given by President Powell.
Present:
Councilmen Balfanz, peterson. Thompson, wohlers and president
powell
Absent:
None

.IJlm!..Vl:DUALS-DBLEGATIONS-PETITIONS
1. This was the day and time set for a public hearing on a special Use
permit of Will Turnbladh to construct an apartment in the building at
236 South Main Street.
The not-ice of the hearing was published in the Stillwater Evening
Gazette, the official newspaper of the City. on September 27, 1973, and copies
were mailed to all property owners within 300 feet.
Mr. Turnbladh was the only person appearing in behalf of this request.
NO one appeared opposed.
The Mayor closed the hearing.
On rrotion of Cnuncilman Balfanz, seconded by Councilman Wohlers
the Council ~pprovpd the Special Use permit of will Turnbladh
to construct an apartment in the building at 236 south Main Street.

to construct a restaurant on Lot 11. Block 28, original city.

DUANE ARNDT appeared on behalf of the planning Commission to relate
that the Planning Commission had taken no action because of a lack of
a quorum and stated that Federal Regulations would apply - Department
of Natural Resources.
VICTOR GOZZI appeared in his own behalf and related that he would comply
with whatever suggestions the Planning Commission would have.
On motion of Councilman peterson and seconded by Councilman
Thompson the matter was continued for two weeks for review
by the Planning commission.
3. Continued Public Hearing on the proposed assessment of Local Improvement
No. 104 (North Owen street)
(After g brief discussion at which time the Clerk, Mr.
Marshall stated that the assessment would be $9.17 per
assessable foot)
On notion of Councilman Peterson a resolution was introduced
"Approving the Assessment Roll on Local Improvement No. 104: this
motion was seconded by Councilman Balfanz. (see resolutions)
4. Appearance by orrin Thompson to discuss the plats of croixwood Fifth
and Sixth Additions.
On motion of Councilman Peterson and seconded by Councilman
Thompson to refer the Additions Five and Six to the Planning
Conmission for their approval and recommendation, hearing date
set as November 6, 1973.

DAVID GUST, 301 Edgewood in Croixwood, appeared concerning a drainage
ditch in Croixwood with a petition from the property owners surrounding
a drainage ditch for drainage of the same.
ORRIN THOMPSON appeared and related that he would have the drainage ditch
drained at the designation of the City Council at which time he was told
to have it done by the following meeting.
OW BUSINESS
1. BRICK STREET LIFT STATION
JOHN POMINVILLE, 1517 West pine Street, explained and detailed the damage
he incurred with the last malf~i1ction of the BriCk Street Station.
DUANE ELLIOTT made a ~eport of the history of the malfuctions of the Brick
Street Lift Statiou and made recommendations to prevent further malfunctions.
(At this time discussion was had concerning a monitoring system
to be placed in the Fire Department.)
On motion of Councilman Peterson and seconded by councilman
Balfanz to instruct the City Engineer to take immediate action of
curtailing the malfunctions arid to get informal quotations on a
monitoring system.

a resolution was introduced "Scheduling a Public Hearing on the
proposed Assessment for project No. 108" (Sidewalks) for November 6,

resolution was introduced "Scheduling a Public Hearing on the proposed
Assessment for project No. 115 (Croixwood Second Addition)" for the
November 6, 1973 meeting. (see resolutions).
on motion of councilman Thompson, seconded by Councilman peterson a
resolution was introduced "Abating Certain Assessments". (see resolutions)
5. On motion of Councilman Peterson, seconded by Councilman Wohlers approved
a Change Order No. 1 to project No. 118.
6. On motion of councilman Balfanz, seconded by Counc:ilman Wohlers approved
a Change Order to the Separation project authorizing the addition of the
OWen street Storm Sewer.

At councilman peterson's suggestion the matter concerning the request
from John J. McCarten for an updating of the Cable TV Franchise be
continued.

On motion of councilman Balfanz, seconded by Councilman Peterson the applications
of Peter Salava, 1935 E. Minnehaha, St. Paul, Minnesota, and peterson's con-
struction, R. R. #2, New Richmond, Wisconsin for contractor's Licenses were approved.

and Linden due to a rock left in the street by the contractor.

CITY COORDINATOR'S REPORT
1. On motion of Councilman Peterson, seconded by Councilman Balfanz the
city coordinator and councilman Thompson were instructed ~o attend the
League police Meeting on Thursday. october 15. 1973.

ENGINEER'S REPORT
1. Discussion was had concerning the res~~ation of South Fifth Street,
the failures of the same to be corrected.

On motion of councilman wohlers, seconded by Councilman Peterson to
make payment of billings for work on North Second and North Fourth
Streets.
3. Report on the need for a lift station on the Northwest corner of
Croixwood.
CITY ATTORNEY.S REPORT
Relative to a petition from Grant Township, Allen Davidson, for annexation,
it being the city Attorney's recommendation that the Council be as non-commital
as possible.

COMMITTEE REPORTS
PUBLIC SAFETY
1. Boo Barthel and David Chial have completed their six month's probation
and have been approved by the Public safety committee.
on motion of Councilman Peterson, seconded by councilman wohlers
a resolution was int=oduced "Confirming the appointments of Bob Barthol
and David Chial in the Fire Department". (see resolutions)
2.
Mike Wake ling has been accepted into the volunteer Fire Department.
On motion of Councilman Peterson, seconded by councilman wohlers
a resolution was introduced "Accepting Mike Wake ling into the
Volunteer Fire Department. subject to six months' probation."

There were three resignations from the police Reserve:
1. Richard Evans
2. Steven Scattum
3. Delbert Knutson
COUNCILMAN PETERSON: Mr. Mayor, I IIDve we accept the resignations
and instruct the city coordinator to send them a letter of thanks.
Seconded by Councilman Balfanz - all in favor.
4~ On nDtion of councilman Peterson, seconded by Councilman Balfanz a
dance permit was approved for the Firemen-s Ball.
5. Report on Duck Hunting on the St. Croix River.
COUNCILMAN PETERSON: Well, I think perhaps the city Attorney should
talk to the game warden in Washington County and also the Sheriff and
try to clarify our ordinance and their hunting rules in the County.
PUBLIC WORlCS
1. Mr. Shelton asked the Council for bids on two front rrDunted sanders
and two augers.
On rrDtion of Councilman Peterson. seconded by councilman
Wohlers Mr. Shelton was authorized to let the above bids.
PARKS AND RECREATION
COUNCIU4AN BALFANZ: I would just like to instruct the city Coordinator to advertise
for bids for,askatesharpening business at the Ice Arena.
On rrDtion of the above, seconded by councilman Thompson the
motion passed.

SPECIAL MEETING
The meeting was called to order by Vice President Peterson.
Present; Councilmen Balfanz, Thompson, Wohlers and viee President Peterson
Absent: Preliident Powell

On motion of Councilman Balfanz, seconded by Councilman Wohlers the Clerk was
directed to advertise for bids for three police cars said bids to be returnable
on Tuesday, November 6, 1973 at 7:30 P. M.
Discussion was held on the proposed budget for 1974.
