STILLWATER CITY COUNCIL
MINUTES
March 10, 1987
6:30 P.M.
The meeting was called to order by Mayor Abrahamson.
Present:
Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor
Abrahamson.
Absent:
None

Others:
WASHINGTON SQUARE PROJECT
Dan Nelson, of Holmes and Graven, Inc. and bond counsel to the City, was
present to discuss his first draft of an agreement between Washington
Square of Stillwater and the City of Stillwater. Mr Nelson said that he
had taken the language from two agreements, one prepared by the City
Attorney and another prepared by Mr. Palmer for Washington Square, Inc.
and combined them into one agreement, the format and language of which was
similar to other agreements prepared by Holmes and Graven for the City.
Mr. Nelson summarized the agreement and listed the following issues as the
major issues to be resolved:
1) One year reserve fund recommended by City Staff.
2) The need to cite certain resolutions that were previously adopted by
the City Council regardin9 the development;
3) The need to define "excess artesian water" and to possibly provide a
license for same;
4) The need to eliminate or qualify other language regarding "excess
waterll;
5) The need to have provision for redevelopment of acquisition property;
6) The need to determine the purchase price of the acquisition property;
and
7) The need to determine specific dates and dollar amounts for carrying
out the development.

The Council reviewed Mr. Nelson's agreement for other changes. Mr. Nelson
was instructed to re-draft the agreement based on the changes and
additions recommended by the City Council.
COUPERATIVE PURCHASE AGREEMENT
City Coordinator Kriesel presented a Cooperative Purchase Agreement by and
between the State of Minnesota and the City of Stillwater. Mr. Kriesel
said the cost to join the State of Minnesota in a cooperative buying
system was $200 per year and was necessary in order to take advantage of
the low bid submitted for the furnishing contract for the Library
Renovation project.
Motion by Councilmember Bodlovick, seconded by Councilmember Kimble to approve
the Cooperative Purchasing Agreement with the State of Minnesota. (All in
favor)
ADJOURNMENT
Council adjourned the meeting at 9:20 P.M.
