He stated a number of appeals have been filed with the City Clerk. City
Coordinator Kriesel presented the facts and adjusted figures on these
assessments. Discussion centered on the age of the street, collector
street, etc. The consulting engineers suggested that the amount to be
assessed should be 46% for L.I. 219-1, and 40% for L.I. 219-2. Also, Mr.
Kriesel contacted the City Engineer at White Bear Lake and he concurred
with the policy Mr. Kriesel proposed.
Mr. Palmer, a resident, stated he has a copy of the engineer's report
which lists three options. He asked if all options were presented to the
Council. Mr. Kriesel stated this information was presented to Council at
the Improvement Hearing.
Councilmember Bodlovick would like to see something concrete, fair and
equitable for everyone in the City of Stillwater. Councilmember Kimble
stated that in terms of maintenance, after 20 years, 100% should be
charged to the property owners. Council discussed further stipulations
for participation in the cost of the assessment by property owner and
city. Councilmember Bodlovick suggested picking up 25% of the cost of the
assessment. Councllmember Kimble stated it is not fair to expect the resi-
dents to pay for the whole project when the street did not last as long as
it should; and the same would hold true if it were a collector street.
Motion by Councilmember Kimnle, seconded by Councilmember MacDonald to adopt
the appropriate resolution authorizing the assessment roll for L.I. No. 219-1
and accepting the Engineer's recommendations for the assessment rate of 46%
