Present: Councilmembers Bodlovick, Kimble, MacDonald and Mayor Peterson. Absent: Councilmember Junker A Iso Present: City Coordinator Kriesel City Attorney Magnuson Consulting Engineer Duane Elliott Consulting Engineer Jeff Davis DISCUSSION - RECONSTRUCTION OF PINE, CHURCHILL, FIRST & SECOND STREETS Mr. Kriesel explained that the purpose of this meeting was to discuss the re- vised costs of reconstructing Pine, Churchill, First and Second Streets and to also discuss what the impact would be on property taxes if the City were to share in the cost of reconstructing streets. Mr. Kriesel said that the mill rate could go as high as 42 mills by 1991 if the City were to pay for 25% of the cost. . Mr. Elliott then presented the revised costs of the street projects. If all of the streets were reconstructed (i.e. Pine, Churchill, First, and Second Streets), the cost would be $50 per front foot. If only Pine and Churchill were reconstructed, the cost would be $23 per front foot. Mr. Elliott said that the question that needs to be addressed is what kind of an assessment could be sustainable in court. This question should at least be addressed in determining what the policy should be regarding the City sharing in the costs. Mr. Magnuson said it would be wise to set a policy that the City could live with because MSA funds would not always be available and an overly generous policy could make things very difficult. Mr. Magnuson also pointed out that from a legal standpoint, the City could change its policy and share in the costs. Mayor Peterson stated his concern about the number of times that the assess- ment figures had changed. He did not want to go into another meeting with the property owners and have the figures changed again. Mr. Kriesel said that the figures before the Council have been refined and the earlier figures were based on standard engineering estimates. He did not think they would change. However, they are estimated figures and without doing all of the detailed en- gineering work, it is difficult to nail down the costs. Discussion was then held on the costs associated with street reconstruction and the options the City had on assessing the costs. . 1 Special Council Meeting . September 11, 1985 . . Mr. Kriesel asked for authorization to advertize for a Part-time Clerk Typist for the Police Dept. The salary would be $6.05 per hour and would be for less than 14 hours per week. Mayor Peterson suggested using Employment Services (State of Minnesota) to obtain somebody as well as advertising.
