Present: Councilmembers Farrell, Opheim, and Mayor Abrahamson. Councilmembers Bodlovick and Kimble. Absent: Also Present: City Coordinator Kriesel Finunce Director Caruso WASHINGTON SQUARE PUD AMENDMENT PUBLIC HEARING Community Development Director Russell asked the Council to set a public hearing for an Amendment to the Final PUD Approval for Washington Square project. Motion by Councilmember Farrell, seconded by Councilmember Opheim to set a public hearing for 7:00 P.M., Tuesday, October 6, 1987 for an Amendment to the Final Planned Unit Development Approval for Washington Square of Stillwater Project. (All in favor) MAIN STREET SEMINAR George Parker, Chairman of the Downtown Development Planning Commission, requested attending a National Main Street Conference in Philadelphia in October. Mr. Kriesel said that the City had acquired a considerable amount of material from the Main Street program and suggested that Mr. Parker look through the material to see if it would serve the same purpose as the seminar. Motion by Council"ember Opheim, seconded by Councilmember Farrell to table this matter until the September 29 Special Meeting and to provide Mr. Parker with the material the City has on the Main Street Program. (All in favor) ASSESSMENT HEARING FOR L.I. 220 City Coordinator Kriesel informed the Council that the City would have to re-set the hearing on the assessments for L.I. 220, Pine and Churchill Streets, because the notice that was sent to the property owners did not contain all of the information required by Minnesota Statutes. Motion by Councilmember Opheim, seconded by Councilmember Farrell to adopt the appropriate resolution calling for a hearing on the assessments for L.I. 220 for October 13, 1987 at 7:00 P.M. (Resolution No. 7814) Ayes - Councilmembers Opheim, Farrell and Mayor Abrahamson Nays - None 1 PLOW ATTACHMENT - PARKS TRUCK Stillwater City Council Minutes Special Meeting September 24, 1987 Parks Director Blekum informed the Council that the plow attachment for the old pick-up truck would not fit on the newly purchased truck and the City would have to buy a new attachment at a cost of SI,800.DO. Motion by Councilmember Opheim, seconded by Councilmember Farrell to authorize purchase of a snow plow attachment for the new Parks Pick-up Truck at an estimated cost of SI,800.00. (All in favor) BUDGET WORKSHOP The City Council met with the following Department Supervisors to discuss the 1988 Departmental budget requests: Public Works Planning & Inspec. STILLWATER CITY COUNCIL MINUTES SPECIAL MEETING September 29, 1987 4:30 p.m. The Meeting was called to order by Mayor Abrahamson. Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson. Absent: None Others: Also Present: Finance Director Caruso Comm. Dev. Director Russell City Attorney Magnuson Consulting Engineer Moore Recording Secretary Schaubach Dan Nelson, Ron Langness, Lowell Bob De St. Aubin, Art Palmer, Pastor Johns Wenzel, Gary Wheaton, Maureen Palmer, and . WASHINGTON SQUARE PROJECT The City Council met with representatives of the Washington Square Project to discuss the proposed amendments to the project. Comm. Dev. Director Russell outlined the proposed changes as follows: (1) Three-level parking garage, (2) conversion of several guest rooms to condominiums, (3) City to purchase "Nelle property" for $263,000, which would be used to finance the multiple deck construction, (4) fallback option, (5) City would own the parking structure, but developer would own "air rights" over the structure for future development, and (6) City would own "air rights" over 2nd Street parking lot. Mr. Langness stated that according to the County Tax Assessor's office the requested amount of $2.4 million would not be supported by current projected taxes. He estimates that there would be a shortfall of $30,000 per year. This amount would be subject to changes in interest rates. . In response to a question regarding public parking, Mr. Nelson indicated that any parking areas financed by TIF funds would have to be available to the public. Mr. Palmer stated that because of legalities with the bond financing, he has reconsidered the plans for condo conversion, and is withdrawing that request. He has also decided to withdraw the new fallback option. There was extensive discussion regarding soil borings on the site as recommended by the City Engineers.
