Comm.Dev.Director- Mr. Russell received a request for change of date for the workshop meeting scheduled on September 22, 1987 regarding Washington Square project. Council delayed action on the request until later in the meeting. Motion by Councilmember Opheim, seconded by Councilmember 8odlovick, to authorize attendance of Comm. Dev. Stillwater City Council Minutes Regular Meeting September 15, 19S7 ~proval, Minor Subdivision - Cottages of Stillwater, First Addition - Motion by Councilmember Farrell, seconded by Councilmember Opheim to adopt the appropriate resolution granting the request for a lot split between Phase I and Phase II, Cottages of Stillwater. (Resolution No. 7S0S) Ayes _ Councilmembers Sodlovick, Farrell, Opheim and Mayor Abrahamson. Nays - None Councilmember Bodlovick inquired whether a lot on Myrtle St. between Echo Ln. and Sunset Or. is large enough for a house and stated there is a "Lot for Sale" sign on it. Comm.Oev. Director Russell will check on this. 3. Consulting Engineer - No report. 4. Finance Director - Motion by Councilmember Opheim, seconded by Councilmember Farrell to adopt the appropriate resolution allowing the release of funds for Phase II, Cottages of Stillwater because of 75% completion. (Resolution No. 7S09) Ayes _ Councilmembers Farrell, Opheim and Mayor Abrahamson. Nays - Councilmember Bodlovick 5. City Coordinator - Motion by Councilmember Opheim, seconded by Councilmember Farrell to sell the Fire Dept. compressor to the Dept. of Corrections for $l,SOO. (All in favor) Mr. Kriesel initiated discussion of the City again performing sidewalk snowplowing for the upcoming winter months. He will draft specifications for Council review. PUBLIC HEARINGS 1. Motion by Councilmember Bodlovick, seconded by Councilmember Farrell for a second reading and approval of Ordinance No. 669, relating to garage setbacks. Request for Amendment to Final PUD approval for Phase I, Washington Square Development located at 102 North Second Street, Arthur V. Palmer, Applicant. Motion by Counci1member Farrell, seconded by Counci1member Bod10vick to schedule a Council/Staff workshop for Sept. 22, 4:30 P.M., and a Council/Staff workshop with Mr. Palmer on Sept. 29, 4:30 P.M. to discuss the Washington Square project. (All in favor) 2. Review of Concept site plans for 84 townhomes for consistency with previously approved PUD along McKusick Road in Oak Glen Development, Jack K1epp, J.B. Franklin Corp., Applicant. Mr. Russell reviewed the proposed project and recommended setback and parking requirements be established. Mr. Kubitchek, representing the project, inquired whether the site plan is consistent with utilities and agrees to the conditions. Motion by Counci1member 80d10vick, seconded by Counci1member Farrell to give concept approval to site plans for 84 town homes along McKusick Rd. in Oak Glen Development for J. B. Franklin Corp. as conditioned. (All in favor) 3. Recommendation for employment of Part-Time Building Inspector. Motion by Counci1member 60d10vick, seconded by Counci1member Farrell to adopt the appropriate resolution employing Bill Mesaros as Part-Time Building Inspector for the City, effective October I, 1987, contingent on passing a physical. Request for Sanitary Sewer - Addition for Cottages of Stillwater. Motion by Councilmember 80dlovick, seconded by Councilmember Farrell to consider the request of Cottages of Stillwater that the design work for the sanitary sewer line running from Orleans Ave. to Cottage Dr. be drafted into plans for the Woodland Lakes Mall Oevelopment. (All in favor) 3. Claim against the City - Margaret K. Johnson, knee injuries from trippin9 over sidewalk on Union St. Council directed the Public Works Oirector to check the sidewalk in this area. STAFF REPORTS General Contractor New Masonry ~ Brick Work New General Contractor New General Contractor Renewal Masonry & Brick Work New Mr. Kriesel stated a "equest was received from the Elks to sell Christmas Trees at the Lily Lake Recreation Center. The Parks Director will review this request and make a recommendation. Public Hearing - Budget Motion by Councilmember Farrell, seconded by Councilmember Bodlovick to set a public hearing for the Budget on September 19, 1987 at 7:00 P.M. (All in favor) . 5 Stillwater City Council Minutes Regular Meeting September 15, 1987 COUNCIL REQUEST ITEMS Discussion was held on a complaint by Mike Bod10vick regarding a drainage problem on his property that apparently was caused by the construction of a paved driveway and garage addition by his neighbor, David Eichten. Mr. Magnuson explained that he was trying to resolve this problem between the two neighbors and would continue to do so. ADJOURNMENT Motion by Counci1member Bod1ovick, seconded by Counci1member Opheim to adjourn the meeting at 8:16 P.M. to a Budget Workshop. (All in favor) Resolutions: No. 7803 - Directing Payment of Bills. No. 7808 - Approving Minor Subdivision - Cottages of Stillwater. No. 7809 - Release of Funds for Cottages of Stillwater, Phase II. No. 7810 - Employing Part-Time Bui1(:ng Inspector. No. 7811 - Award Bid for L.I.230-1, Phase II. No. 7812 - Employing Half-Time Planning Assistant. ~ Council reconvened at 8:30 P.M. 1988 Budget WorkshoP Finance Director Caruso presented line item budget worksheets and schedules showing the departmental budget requests and the impact on the City taxes. Ms. Caruso said the budget, as requested by Department Heads represented a 9S increase over the levy required for the 1987 budget and would probably create a city mill rate of 29.5 mills. This would be a 5.4% increase over the 1987 mill rate. The tax levy required to support the Department requests would be $2,567,933. Ms. Caruso also presented schedules showing the 1988 capital outlay request items and a schedule showing the actual capital outlay expenditures for 1987 versus approved items. Items that were approved in 1987, but not purchased, were carried forward as a request for 1988. Ms. Caruso suggested scheduling workshops for discussion of the budget requests wit~ each Department. Budget workshops were scheduled for 4:30 P.M. Tuesda.. September 22, 1987 and 4:30 P.M. Thursday, September 24, 1987. ~ 6 . .
