1. Public Safety - Council concurred with Chief Hawhorter to
grant a request to block off Oak Street from Seeley to Brick
on the night of September 26 for a block party.
Motion by Councilmember Bodlovick, seconded by Councilmember
Opheim that no parking tags be issued during the Annual Antique
and Art Show at the Stillwater Armory September 17-19, except for
violations of parking too close to fire hydrants, intersections,
or in yellow no-parking areas. (All in favor)
2. Public Works - No report.

8. Citv Coordinator - Mr. Kriesel informed the Council that
the City would advertise for bids for a cleaning service
rather than hire an individual to fill the maintenance person
vacancy. Council concurred.

Motion by Councilmember Opheim, seconded by Councilmeaber
Farrell to refer to Glen Van Wormer, Short-Blliott-Hendrickson,
the letter received from MnDOT regarding installation of a
traffic light on Main and Helson. (All in favor)
Mr. Kriesel informed Council of a request
for a plaque from the City of Stillwater
present to the Mayor of Ruhpolding, West
upcoming trip to that city.
Motion by Councilmember Bodlovick, seconded by Councilmember
Farrell to purchase a plaque as requested to present to the Mayor
of Ruhpolding, West Geraany, along with a letter explaining that
there will be minimal cost involved in becoming Stillwater's
sister city. (All in favor)

received from the State of Minnesota Department of Revenue
in response to her appeal for a levy limit base adjustment.
The State has denied that appeal.
Council scheduled a budget workshop for Tuesday, Septeaber
15, at 5:30.

Mr. Russell stated that the Planning Co..ission reviewed the
request and recommended it with the condition that no toxic
or explosive substances be stored in the space. The
applicants agreed with this condition. Mr. Fontaine stated
the Planning Commission gave unanimous approval to the
request. Mayor Abrahamson closed the public hearing.

Hr. Russell stated that a Special Use Permit was previously
issued to the owner of the property, Nella Larson, and that
this is a request to transfer the previous Bed and Breakfast
use under the same forms to the Belz's. The Belz's
currently have a Special Use Permit for a Bed and Breakfast
at 626 North Fourth Street, which will be voided upon
approval of this Special Use Permit. Hr. Pontaine stated
that the Planninq Commission unanimously approved this
request. Mayor Abrahamson closed the public hearinq.

was amended to comply with DNR concerns, and explained the
proposal. Mayor Abrahamson closed the public hearinq.
Hotion by Councilmember Kimble, seconded by Councilmember Opheim,
to approve the request for a Special Use Permit by the Lakeview
Harbor Association, incorporatinq the conditions of approval,
which include the 21 conditions required by the DNR, five foot
side property setbacks, boats not extendinq over property
boundaries, no covers or roofs over the slips, and that the
project will not affect the carryinq capacity of the floodway.

the conditions that the applicant should coordinate drainage

Consulting Bngineer Davis explained the proposed plans for
this project. Jack Hogberg, local property owner, questioned
why the homeowners would have to pay for the iaproveaents
rather than the businesses which are causing the runoff.
Leonard Pee ley, Feeley's Addition, questioned the need for
additional ponding. Mr. Davis explained that new
development in the area has created additional runoff.
Dennis Brown, representing UPB, expressed concern about
runoff during construction. A representative of Press On
stated that his organization is in favor of the project.
