HomeMy WebLinkAbout1987-07-28 CC MIN Special Meeting ~ SPECIAL MEETING STILLWATER CITY COUNCIL MINUTES July 28, 1987 4:30 P.M. The meeting was called to order by Mayor Abrahamson. Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor Abrahamson. Absent: None Also Present: City Coordinator Kriesel Finance Director Caruso Press: Lee Ostrom, Stillwater Gazette Carol DeWolf, St. Croix Valley Press Others: John Stein, representing Minnesota Transportation Museum. WORKER'S COMPENSATION WORKSHOP The Worker's Compensation meeting has been reset for August 11, 1987. FINANCE DIRECTOR'S REPORT o Ms. Caruso presented projected budget needs for 1988 and projected the tax levy needed for operations to assist in the decision for a possible appeal of the tax levy limit. Motion by Councilmember Kimble, seconded by Councilmember Farrell that the City appeal the tax levy limit to the State Dept. of Revenue. (Ayes - 3; Nays - 2, Councilmember Bodlovick and Mayor Abrahamson). MINNESOTA TRANSPORTATION MUSEUM Mr. John Stein from the Minnesota Transportation Museum appeared before the Council to respond to several complaints re9arding the train which have been received by the Mayor and City Coordinator. The specific problems are 1) late-night noise, 2) unsafe crossing at intersections, and 3) the number of trips made by the train. Mr. Stein responded by explaining that MTM's contract with Burlington Northern restricts use of the train to only Saturday, Sunday and holidays. The only reason the train would be run during the week would be for maintenance purposes. Since the organization is completely voluntary, the only time work of this nature can be done is In the evenings or on weekends. Regarding crossing safety, Mr. Stein explained that at all unmarked crossings the train slows down to five mph, and if the crew feels the crossing is not safe, they are required to stop the train and walk out onto the crossing to stop traffic by hand to allow the train to cross. Motion by Councilmember Opheim, seconded by Councilmember Kimble to approve the Minnesota Transportation Museum's previous request for temporary signs. (All in favor) REQUEST FOR ADDED PERSONNEL Finance Director Caruso appeared before the Council to answer questions regarding her previous request for a Junior Account Clerk. Motion by Councilmember Opheim, seconded by Councilmember Kimble to approve the request for a Junior Account Clerk and to advertise the position. (Ayes - 3; Nays - 2, Councilmember Bodlovick and Mayor Abrahamson.) Mayor Abrahamson informed the Council that the Public Works Department is presently short two employees and expressed his concern regarding their replacement. Councilmember Opheim suggested a workshop with the Public Works Department to determine the needs of that department. COMPARABLE WORTH City Coordinator Kriesel presented background information on a proposed pay plan for the City in order to comply with comparable worth legislation. The plan would establish equitable compensation relationships, and the City would have three years in which to adjust salaries according to the plan. There would also be a provision that the City will not pay more than 110 percent of market value for any position. Motion by Councilmember Farrell, seconded by Councilmember Bodlovick to adopt the proposed pay plan.
