Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson. Absent: Nooe Also Present: City Coordinator Kriesel City Attorney Magnuson Finance Director Caruso Press: Lee Ostrom - Stillwater Gazette Others: David S. Johnson, O. Walter Johnson (Oak Glen Corp.) OAK GLEN DEVELOPMENT ASSESSMENT AND SECURITY DEPOSIT n City Coordinator Kriesel explained the default that existed regarding the security deposit of an amount equal to one year's assessment installment (approximately $525,000) and the unpaid assessments (approximately $196,000) by the Oak Glen Development Corporation. Finance Director Caruso presented information regarding cash flow projection of the debt serv1ce fund for the Oak Glen Improvement Bonds. Ms. Caruso said the City would be in a cash deficit position by February, 1988 if the assessments were not paid as cert1fied. Mr. David S. Johnson and Mr. O. Walter Johnson said that the Oak Glen Corporation was experiencing cash flow problems and they needed some time to correct the s1tuation and ind1cated that they could pay the assessments by April 1, 1987 1f they were able to accomp11sh the ref1nancing of their debt. Mr. Magnuson said that the City could possibly treat surplus funds in the Debt Service fund as part of the required deposit and have the Oak Glen Corporation prov1de funds to make up the difference. Mr. Kr1esel said that City Staff would explore this suggestion and would also look at the possibilities of requiring special assessments to be paid directly to the City rather than certifying the assessments to the County. This could eliminate penalties and interest and could allow the Corporation to pay the assessments at a later date. Considerable discussion followed regarding the debt service requirements and the options that were available to the City and the Oak Glen Development Corporation. Motion by Councilmember Farrell, seconded by Councilmember Kimble to require the Oak Glen Development to pay the delinquent assessments and taxes and to make the security deposit by April 1, 1987 with assurance from Oak Glen ~ 1 r Stillwater City Council Minutes Special Meeting February 10, 1987 Corporation that they understand that the City is not waiving any of its rights as specified in the Agreement. Ayes - Councilmembers Farrell, Kimble, Opheim, and Mayor Abrahamson. Nays - Councilmember Bodlovick COMP TIME POLICY Mr. Kriesel presented a proposed compensatory time policy for Management/Non-Union personnel to the Council. The policy provided time off on a straight time or one for one basis for all hours worked in excess of 40 hours per week (excluding two Council/Commission meetings per month). The policy allowed the employee to "bank" up to 80 hours of Comp Time. Motion by Councilmember Kimble, seconded by Councilmember Opheim to adopt the proposed Comp Time policy for Management/Non-Union personnel. (All in favor) CIVIL DEFENSE DIRECTOR'S SALARY r Mr. Kriesel asked the Council to consider a salary increase for the Civil Defense Director. The present salary was $150.00 per month (since 1/1/84). Motion by Councl1member Bodlovick, seconded by Councilmember Kimble to set the Civil Defense Director's salary at $175.00 per month. (All in favor) BUILDING INSPECTOR UNIT CERTIFICATION Mr. Kriesel informed the Council that the AFSCME bargaining unit had agreed to drop the petition for unit determination for the Building Official (Allen Zepper) classification if the City would agree to placing the Building Inspector (Vern Rylander) classification in the unit. Motion by Councilmember Kimble, seconded by Councilmember Bodlovick to agree to place the Building Inspector classification In the AFSCME Local 517 Council 14 Unit. (All in favor) HOSPITAL/MEDICAL COVERAGE FOR ELECTED OFFICIALS Mr. Kriesel asked the Council to set the amount of Hospital/Medical Insurance premiums to be paid by the City in 1987 for the Mayor and City Councilmembers. r 2 n Stillwater City CouncIl Minutes Spec! al Meeting February 10, 1987 Motion by Councilmember KImble, seconded by Councilmember Farrell to have the City pay 100% of the Hospital/MedIcal premiums, including dependent coverage for elected offIcials. Ayes - Councilmembers Farrell, Kimble, and Mayor Abrahamson Nays - None Abstain - Councilmembers Bodlovick, and Opheim 1987 AFSCME CONTRACT Discussion was held regarding salary negotiations for the AFSCME Local 517 Council 14 Agreement for 1987. The only remainIng Issues were the C.S.O. salary and the Hospital/Medical Insurance premium coverage. MotIon by Councilmember Kimble, seconded by Councilmember Farrell to offer an additional $50 per month to the 7-year step for the C.S.O. position and to have the City pay $165.00 per month from 1/1/87 to 8/31/87 and $170 per month from 9/1/87 to 12/31/87 for Hospital/MedIcal Insurance premIum coverage for the AFSCME UnIt employees.
