Present: Counci1members Bod10vick, Farrell, Kimble, Opheim, and Mayor Abrahamson. Absent: None Also Present: City Coordinator Kriesel City Attorney Magnuson Finance Director Caruso Recording Secretary Schaubach City Intern Junker Others: Jim Junker, Jack Evert, Chuck The11 Press: Sarah F10m, Stillwater Gazette DISCUSSION - SOLID WASTE RATE INCREASE ~ Jim Junker, Junker Sanitation, met with Council to discuss rate increase for solid waste. City Coordinator Kriesel explained to Council that tipping fees at the RDF plant are going to be increased by $8.81 per ton. It is difficult for Mr. Junker to determine exact tonnage for the City of Stillwater because of service to other communities. A compromise figure of 9,000 tons was reached to use as a basis for calculating costs. The proposed rate increase is $1.65 per resident per month, with an increase of $.55 per month for senior citizens. Mr. Junker also proposed opening the dump every Saturday from 8 a.m. to noon in order for citizens to dispose of brush. Brush would no longer be picked up on regular routes except for senior citizens. Stillwater resident Jack Evert addressed Council regarding Junker Sanitation's long term contract with the City. He stated that he feels the citizens are entitled to more information regarding Mr. Junker's expenses. Motion by Councilmember Farrell, seconded by Counci1member Kimble to approve garbage rates as proposed ($12.65 regular, $10.40 for Senior Citizens) effective July 1, 1988 through June 30, 1989; and that during that period the City Council and Staff work with Mr. Junker on a cost allocation system. (All in favor) r Motion by Counci1member Farrell, seconded by Counci1member Kimble for a first reading of an Ordinance amending'Sti11water City Code establishing garbage and rubbish fees. (All in favor) Motion by Counci1member Farrell, seconded by Counci1member Bod10vick to approve operation of a Saturday four-hour (8 a.m. to 1 (' stillwater City Council Minutes Special Meeting August 9, 1988 12 noon) open dump for disposal of brush only. (All in favor) REVIEW OF AUDIT REPORT Mr. Chuck Thell, accountant for McGladry and Pullen, met with Council to review the City's audit report. OAK GLEN PLANNED UNIT DEVELOPMENT Mr. Kriesel informed Council of staff discussions with Washington County HRA to determine if HRA could be involved in some way that would help the Oak Glen development cure their financial problems and to avoid action on the City's part to accelerate the unpaid assessments. Council directed staff to place this matter on the agenda for the August 16 meeting and to inform Oak Glen Corp. of the potential assessment acceleration. METER MAINTENANCE f'. Motion by Councilmember Kimble, seconded Bodlovick to assign Public Works employee responsibility for meter maintenance.
