HomeMy WebLinkAbout1988-02-09 CC MIN Special Meeting r SPECIAL MEETING STILLWATER CITY COUNCIL MINUTES February 9, 1988 4:30 P.M. The Meeting was called to order by Mayor Abrahamson. Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson. Absent: None Also Present: City Coordinator Kriesel City Attorney Magnuson Public Safety Director Mawhorter POLICIES AND PROCEDURES MANUAL Discussion was held on changes proposed by City Coordinator Kriesel. The City Coordinator and Public Safety Director were directed to incorporate the changes, as amended, into the manual and present the revised manual at a later meeting. r LETTER PROTESTING PORNOGRAPHY ON LOCAL CABLE Council discussed a letter from a local citizen urging the City Council to work to keep pornographic material out of our Cable TV programming. The City Coordinator was directed to send the citizen's letter to the Central St. Croix Valley Joint Cable Communications Commission;and to inform the ci ti zen of thi s act, on:" > .;J.. -/ (, - i"P BOILER ENGINEER SALARY Council discussed a salary increase for Paul Glaser, Boiler Engineer. Motion by Councilmember Farrell, seconded by Councilmember Opheim to adopt the appropriate Resolution to pay Paul Glaser $150 per month and $50 per month, respectively, for boiler inspection/maintenance work at the Library and City Hall. (Resolution No. 7866). Ayes - Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor Abrahamson. Nays - None. POSTING OF FIRE CHIEF OPENING City Coordinator Kriesel asked for clarification on action taken at a previous meeting regarding the appointment of Gordy Seim as acting Fire Chief. Mr. Kriesel suggested posting the Fire Chief job vacancy for five (5) days on the city bulletin board and then appointing Gordy Seim as Fire Chief if no other applications are received. Mr. Kriesel said that it was not necessary to advertise for this pOSition if the Council were to promote a present City employee to the position. Mr. Kriesel also r 1 r Stillwater City Council Minutes Special Meeting February 9, 1988 recommended entering into an employment agreement with Mr. Seim if he were to be appointed to the position of Fire Chief. Motion by councilmember Bodlovick, seconded by Councilmember Opheim to post a notice of job opening for Fire Chief for five (5) days on the city bulletin board for possible action by Council at its next regular meeting. (All in favor ). RETURN TO WORK OF INJURED EMPLOYEE City Coordinator Kriesel advised the Council that a public works employee, who had been absent from work since 1987, was now able to return to work in a regular capacity. Mr. Kriesel said that the employee had a clean bill of health from his doctor and was basically able to perform the duties of a Heavy Equipment Operator. (\ BALLOON RACE Mayor Abrahamson and City Coordinator Kriesel informed the Council that the Winter Carnival Hot Air Balloon Race was now scheduled to be held at Lily Lake on February 20, 1988. Mr. Kriesel said that the race had been rescheduled at least three times and it was causing a problem because of hockey tournaments at the ice arena and also because certain city personnel such as the police department and ice arena managers had to coordinate some of the activity that took place during the race. The Council expressed general support for the race but directed Mr. Kriesel to contact the race organization and ask them to be more sensitive to the problems with the launch site area and the activity that is associated with the ice arena. ADJOURNMENT Motion by Councilmember Bodlovick, seconded by Councilmember Farrell to adjourn the meeting at 6:12 p.m. (All in favor) Resolutions: No. 7866 - Salary Increase for Paul Glaser, Boiler Engineer.
