Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor Abrahamson. Absent: None Also Present: City Coordinator Kriesel City Attorney Magnuson Comm. Dev. Director Russell Finance Director Blazek Public Safety Director Mawhorter Public Works Director Junker Fire Chief Seim Recording Secretary Schaubach Press: Mike Marsnik, Stillwater Gazette BUDGET WORKSHOP r Council Director reduction. met with Blazek City Coordinator Kriesel to discuss the proposed and 1990 Finance budget Council set Tuesday, November 21, 1989, at 4:30 p.m. to meet with the sheriff and county drug enforcement officials. Motion by Councilmember Kimble, seconded by Councilmember Farrell to adopt the appropriate Resolution approving the proposed budget for 1990 as presented by the City Coordinator and the Finance Director with the understanding that, following the budget hear- ings, the budget can be reduced. (Resolution No. 8199) Ayes - Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson Nays - None Motion by to adopt levy for Director. Councilmember Kimble, seconded by Councilmember Farrell the appropriate Resolution approving the proposed tax 1990 as presented by the City Coordinator and Finance (Resolution No. 8200) (' Ayes - Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson Nays - None DISCUSSION OF APPENDIX E OF UNIFORM BUILDING CODE Council discussed Appendix E which sprinklers in some situations with Fire Seim's recommendation was to either provides for fire Chief Seim. Chief amend the current 1 r stillwater City Council Minutes Special Meeting November 14, 1989 Appendix E to require sprinkling as was originally intended or to remove Appendix E all together. Discussion was also held on building permit fees that were presently based on a 1982 recommended fee schedule. Motion by Councilmember Kimble, seconded by Counci1member Farrell to have a first reading of an ordinance amending Chapter 33, Building Codes on the agenda for the next City Council meeting. (All in favor) CONTINUED DISCUSSION OF CREATION OF POLICE CAPTAIN POSITION Council met with Public Safety Director Mawhorter discussion of creation of a Police Captain The projected salary for 1990 is $46,318. to continue position. r Motion by Councilmember Farrell, seconded by Councilmember Opheim to adopt the appropriate Resolution to create the position of Police Captain and to assign Sgt. Don Beberg to that position at a monthly salary of $3,859.86 for 1989, and $4,020.68 for 1990. (Resolution No. 8198) Ayes - Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor Abrahamson Nays - None FBI ACADEMY Motion by Councilmember Bodlovick, seconded by Councilmember Kimble to approve Chief Hawhorter's request to send Sgt. Tim Bell to the FBI academy in 1990 and to require an agreement to be signed by the City and Sgt. Bell. (All in favor) CLAIMS FOR SEWER BACK-UP Motion by Councilmember Opheim, seconded by Councilmember Bodlovick to pay the sewer back-up claims at 1422 Lookout Street and 1610 HcKusick Lane. (All in favor) BIDS FOR PICTURE FRAMING City Coordinator Kriesel opened two bids received for picture frames for the City Council chambers.
