Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor Abrahamson Absent: None Also Present: City Coordinator Kriesel City Attorney Magnuson Corom. Dev. Director Russell Finance Director DeMon Recording Secretary Schaubach Press: Mike Marsnik, Stillwater Gazette LETTER TO GOVERNOR PERPICH ~ Motion by Councilmember Bodlovick, seconded by Councilmember Farrell to direct the Mayor to sign the proposed letter to Governor Perpich regarding a decision on the Highway 36 Bridge. (All in favor) 1990 BUDGET Council met with Finance Director Blazek to discuss the Budget with regard to the decrease in Local Government of $361,000. 1990 Aid Motion by Councilmember Opheim, seconded by Councilmember Kimble to direct Department Heads to prepare a contingency plan for budget cuts. (All in favor) AGREEMENT FOR BASE RECYCLING GRANT FUNDS Motion by Councilmember Bodlovick, seconded by Councilmember Kimble to direct the Mayor and City Clerk to sign the Agreement for Base Recycling Grant Funds as presented. (All in favor) ACCESS AGREEMENT FOR MINNESOTA POLLUTION CONTROL AGENCY Motion by Councilmember Kimble, seconded by Councilmember to approve the Access Agreement for Minnesota Pollution Agency. (All in favor) Farrell Control r EMPLOYMENT AGREEMENT FOR ASSISTANT FIRE CHIEF Motion by Councilmember Bodlovick to approve the Chief, Jim Stevensen, as Farrell, seconded by Employment Agreement for amended. (All in favor) Councilmember Assistant Fire 1 r stillwater City Council Minutes Special Meeting November 1, 1989 PART-TIME POLICE OFFICERS' WAGES City Coordinator Kriesel reported on an internal comparison of other part-time employees. Council determined that 65% of full-time officers' pay would be appropriate. Council will vote on the proposal at the next meeting. OTHER BUSINESS Trinitv Lutheran Church Banner - Motion by Councilmember Kimble, to approve a request by Trinity Chestnut Street. (All in favor) seconded by Councilmember Opheim Lutheran Church for a banner over Purchase of File Cabinet for Administration - ~ Motion Farrell storage by Councilmember Bodlovick, to approve a request by the cabinet. (All in favor) seconded by Councilmember City Clerk for purchase of a 1988-89 Police Contract - Mr. Kriesel reported that police sergeants by $14 per month for 22 months because calculation of longevity pay. have been overpaid of an inaccurate Motion by Councilmember Bodlovick, seconded by Councilmember Opheim to pay longevity based on the sergeants differential through December 31, 1989, and to pay longevity only on the top patrol rate thereafter. (All in favor) Bids for Snow Removal - Council directed staff to readvertise for bids for snow removal because only one bid was received. Buildina Insoection Deoartment - Council discussed the possibility of reducing staff in the building inspection department based on a reduction in building activity in the City. Councilmember Kimble, seconded by Councilmember Farrell $150,000 for the property at the north end of Main Ayes - Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson Nays - None Possible Purchase of Rose Prooertv - Council also discussed purchase of a parcel of land owned by Glenn Rose for City park land. Motion by Councilmember Bodlovick, seconded by Councilmember Kimble to negotiate for purchase of the Rose property.
