Croix Valley Press r POPPY DAY PROCLAMATION Motion by Counci1member Opheim, seconded by Counci1member Farrell to proclaim May 19, 1989 as Poppy Day in Stillwater. (All in favor) SOLID WASTE ADVISORY COMMITTEE REPORT City Coordinator Kriesel introduced members of the Solid Waste Advisory Committee. The Committee members summarized the results of their study of various options for recycling programs. The Committee's recommendation is for a voluntary curbside recycling program (Option 3). Motion by Councilmember Farrell, seconded by Counci1member Kimble to adopt Option 3, and to ask the Committee to develop an implementation program for the City. (AIl in favor) (Council took a five-minute break and reconvened at 5:50 p.m.) Motion by Councilmember Kimble, to appoint Tim Schmoelke and Bob Solid Waste Advisory Committee. seconded by Counci1member Kondrasuk as full members (All in favor) Opheim of the POLICE DEPARTMENT SECRETARY r Motion by Counci1member Opheim, seconded by Councilmember Kimble to adopt the appropriate resolution approving the employment of Claudia Whitledge as Police Department Secretary effective May 15, 1989. (Resolution No. 8076) 1 r stillwater City Council Hinutes Special Heeting Hay 9, 1989 Ayes - Councilmembers BOdlovick, Farrell, Kimble, Opheim and Hayor Abrahamson Nays - None POLICE ACCREDITATION PROGRAM Council viewed a videotape regarding the Police Accreditation Program and discussed the program with Public Safety Director Hawhorter. Total cost of the program is $47,281 over a two- year period. Council also discussed the Drug Enforcement proposal with Hr. Mawhorter. Council will delay any action on the two requests until all 1990 budget requests have been received. (Councilmember Opheim departed) OTHER BUSINESS Police Arbitration r Motion by Councilmember Farrell, seconded by Councilmember Bodlovick approve retroactive pay for police officers for the year ending December 31, 1988. (AIl in favor) Citv Picnic City Coordinator Kriesel reminded Council of the City Picnic scheduled for August 20, 1989 in Pioneer Park. Dock Permit Aoolication Motion by Councilmember Kimble, seconded by Councilmember Farrell to resubmit the amended dock permit application and that any decision on the ticket office be made after the Corp of Engineers decision; and that Council meet with Corp representatives prior to June 1 if possible. (All in favor) Reauest for Student Intern Motion by Councilmember Farrell, seconded by Councilmember Kimble to adopt the appropriate resolution employing Mark Schon as administrative intern with salary of $6.50 per hour.
