Present: Counci1members Bod1ovick, Farrell, Kimble, Opheim and Mayor Abrahamson Absent: None Also Present: City Coordinator Kriesel City Attorney Magnuson Recording Secretary Schaubach Press: Sharon Baker, Stillwater Gazette Julie Kink, st. Croix Valley Press CITIZEN COMPLAINT AGAINST POLICE OFFICER Mr. Phil Marrette appeared before the Council to request copies of the internal investigation by the Stillwater Police Department, and copies of reports from the State Patrol and Washington County Attorney's Office. r City Attorney Magnuson stated that once a determination is made in an internal investigation, all data in support of that determination becomes public record, and therefore would be available to Mr. Marrette. DISCUSSION OF GARBAGE RATES Council met with Jim Junker, Junker Sanitation, to discuss a possible increase in garbage rates. Mr. Junker informed Council that tipping fees at the Newport scale house will be increased from $36.48 to $47.89 per ton effective April 1, 1989. Staff has recommended an increase of $2.00 in the regular rate (to $14.65) and $.85 in the senior rate (to $11.25). These rates would be effective April 1, 1989 and would remain through the end of the year if the tipping fees were not increased.. Also discussed was the Drop-off Recycling Center, and incentives for citizens to recycle. Motion by Councilmember Farrell, seconded by Counci1member Bod1ovick to direct staff to prepare for a first reading of an ordinance increasing garbage rates at the February 7, 1989 Council meeting. City Coordinator Kriesel will check on the availability of a meeting room at the Lowell Inn. OTHER BUSINESS Motion by Councilmember Farrell, seconded by Opheim, approving Public Safety Director participation in a management development program $600. (All in favor) Councilmember Mawhorter's at a cost of Motion by Councilmember Bodlovick, seconded by Councilmember Opheim approving City employees' attendance at a meeting on February 16, 1989, at 2:00 p.m. to discuss a deferred compensation plan. (All in favor) r Motion by Councilmember Farrell, seconded by Councilmember Bod10vick to adopt the appropriate Resolution approving severance pay for Dan Mosiman. (Resolution No. 80~1) Ayes - Counci1members Bod1ovick, Farrell, Kimble, Opheim, and Mayor Abrahamson Nays - None DISCUSSION OF DEPARTMENT HEAD SALARIES City Coordinator Kriesel distributed worksheets with recommended Department Head salaries based on regression analysis and comparable worth studies. Council discussed the recommended salaries and requested that Mr. Kriesel prepare a regression analysis based on projected 1989 salaries. ADJOURNMENT Motion by Councilmember Farrell, seconded by Counci1member Bod1ovick to adjourn the meeting at 7:55 p.m. and reconvene in executive session to discuss negotiation strategy on expired labor agreements.
