PROPOSED pva ..!IlIa~ .H......., by a resolution passed by the council on October 3, 1983, the city clerk was directed to prepare a proposed assessment of the cost of improving watermain and service replacements, storm drainage, sanitary sewer services, concrete curb, gutters, sidewalks, retaining wall,s and other appurtenances on SOUth Third street from approximately 25 feet south of the south line of Walnut Street to the north line of Chestnut Street. .HKII.~, the council has previous}y adopted and filed in the clerk's office for public inspection the original asisessment roll, and _.--", pursuant to Minnesota st~tutes 429.071, Subdivision 4, a parcel of tax forfeited land has been returned to private ownership, and ~~, there remains a balance .due on the original assessment, and _ mKIIDOIIB BB U IIBSlJLYBD BY ~ CI'I"f UJUR!;.Uo or S'rTT.r-.-, IIIJIKESM'A: 1. A hearing shall be held on ,the 3rd day of October, in the city hall at 7:00 p.m. to pass upon such proposed reassessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. o 2. The city clerk is hereby d4"ected to cause a notice of the hearing on the proposed assessment to be puPlished once in the official newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of the improvement. ,e shall also cause mailed notice to be given to the owner of each parcel ,described in the assessment roll not less than two weeks prior to the hearings. 3. The owner of any propert1 so reassessed may, at any time prior to certification of the reassepsment to the county auditor, pay the whole of the reassessment on such ptoperty, with interest accrued to the date of payment to the City of Stil~water Treasurer, except that no interest shall be charged if the entire a~sessment is paid within thirty (30) days from the assessment. He may at any time thereafter, pay to the Washington County treasurer the instal~nt and interest in process of collection on the current tax list, and ~u may pay the remaining principal balance of the assessment to the City ~f Stillwater Treasurer, with interest accrued to Dec~r 31 of the year! in which such payment is made. Such payment !llUst be made before Novemberl15 or interest will be charged trough December 31 of the succeeding year.
