RESOLUTION NO. 7760
ADOPTING CITY POLICY REGARDING EXTENSION
OF MUNICIPAL SERVICES
BE IT RESOLVED, that the Stillwater City Council hereby adopts the following
policy regarding sewer and water extensions outside City limits:
TITLE. City policy regarding the extension of Municipal Sewer and Water
services to unincorporated areas outside of the City limits.
BACKGROUND STATEMENT. The City Council has long recognized the benefit of
coordinated planning and the problem of the fair distribution of the cost
of providing municipal services. They recognize that the unincorporated
area adjacent to the City is dependent on the City and this dependent but
external growth adversely affects the social, economic and local municipal
financial structure, since core facilities are used by an area-wide
population that is not within the taxing power of the City which provides
these services.

POLICY STATEMENT. In order to protect the social, economic and fiscal
integrity and provide for orderly development of the City of Stillwater
the City will not entertain, recognize or grant extensions of the
Municipal Sewer and Water System into unincorporated areas that are beyond
the City limits.
PROCEDURE STATEMENT. Property owners requesting the extension of these
services will be asked to petition for annexation to the City of
Stillwater. They will be provided with City assistance in making
information available to them regarding the costs of annexation and the
costs of the municipal services that will be made available upon
annexation. The Community Development Director will provide land use
information in order to familiarize the property owner with the
development requirements of the City and to assist in planning for future
use of the land. A Conceptual Plan for the future development of the area
may be required before the annexation petition is accepted by the City.
Adopted as a policy of the City of Stillwater this 2nd day of June, 1987.
